Shweta Bhatt Assistant Planner City of Saratoga (408) 868 - 1266 City of Saratoga HERITAGE PRESERVATION COMMISSION Minutes DRAFT Date: Tuesday, October 10, 2006 8:30 a.m. Place: Warner Hutton House, 13777 Fruitvale Avenue Type: Regular Meeting — Please meet in the parking lot in front of the Warner Hutton House at 8:30 a.m. and Staff will provide transportation to the site visit under New Business and return to Warner Hutton House by 8:50 a.m. I. Routine Organization A. Roll Call PRESENT: Commissioners Kellond, Koepernik, Louden, Marra, McCarty and Wyman. ABSENT: Commissioner Gomersall. GUESTS: Mr. Jerry Bruce, Mr. Matt Novakovich, Councilmember Ann Waltonsmith, Ms. Iveta Harvancik, Ms. Therese Schmidt, and Ms. Nancy Anderson. B. Approval of minutes from September 12, 2006 meeting — Approved 6 -0. C. Posting of Agenda — Pursuant to Government Code Section 54954.2, the agenda was posted on October 05, 2006 D. Oral & Written Communication - Any member of the public may address the Commission about any matter not on the agenda for this meeting for up to three minutes. Commissioners may not comment on the matter but may choose to place the topic on a future agenda. E. Oral Communications — Historic Preservation Commission direction to Staff — Instruction to staff regarding actions on current Oral Communications. II. Old Business A. National Registry Plaques — Item discussed. Commissioner Louden commented that he is ready to go out to bid once the necessary plaques are confirmed. B. Saratoga Landmark Plaques — Item discussed. C. Discuss Mustard Walk 2007 — Item discussed. Ms. Nancy Anderson informed the Commissioners of the activities list. The Commission discussed ideas for the event. D. SOI Standards Seminar — Item discussed. Commissioner Louden offered some details regarding the seminar the he and Commissioner Wyman attended. IV. New Business A. 8:30 am — site visit: 20390 Park Place (Saratoga Federated Church) — Review proposed addition to existing building — Site visit completed. Commissioner Marra commented that he appreciated the continuity of the arbor. Commissioner Wyman commented that the addition was thoughtful. The Commission determined that the addition would not be detrimental to the historic structure on the site and approved the plans as proposed by 6 -0 vote. B. Review General Plan Update — Ms. Therese Schmidt informed the Commission of the proposed update of the General Plan and how the update related to heritage preservation. C. Discuss proposed path around orchard located at intersection of Fruitvale Avenue and Saratoga Avenue — Ms. Iveta Harvancik introduced the item. Commissioner Koepernik passed around a memo he had prepared and commented that more pathways could lead to more vandalism. Mr. Matt Novakovich commented that the existing pathways cause some problems such as mud and a moisture barrier. Many times the sprinklers and the trees have been vandalized. Councilmember Ann Waltonsmith commented the Saratoga Historical Foundation is working with the school, but without a path, the orchard may lose focus.
