POWERS & DUTIES OF THE HPC PER SARATOGA CITY CODE §13- 10.050 The Heritage Commission shall be advisory only to the City Council, the Planning Commission and the agencies and departments of the City, and shall establish liaison and work in conjunction with such authorities to implement the purposes of this Chapter. The Heritage Commission shall have the following powers and duties: (a) Conduct, or cause to be conducted, a comprehensive survey of properties within the boundaries of the City for the purpose of establishing the Heritage Resource Inventory. To qualify for inclusion in the Heritage Resource Inventory, a property must satisfy any one or more of the criteria listed in Section 13- 15.010 of this Chapter. The Inventory shall be publicized and periodically updated, and a copy thereof shall be kept on file in the Planning Department. (b) Recommend to the City Council specific proposals for designation as a historic landmark, heritage lane or historic district. (c) Recommend to the appropriate City agencies or departments projects and action programs for the recognition, conservation, enhancement and use of the City's heritage resources, including standards to be followed with respect to any applications for permits to construct, change, alter, remodel, remove or otherwise affect such resources. (d) Review and comment upon existing or proposed ordinances, plans or policies of the City as they relate to heritage resources. (e) Review and comment upon all applications for building, demolition, grading or tree removal permits involving work to be performed upon or within a designated historic landmark, heritage lane or historic district, and all applications for tentative map approval, rezoning, building site approval, use permit, variance approval, Page 3 Joint Meeting with City Council HPC Work Plan January 03, 2007 design review or other approval pertaining to or significantly affecting any heritage resource. The Commision's comments shall be forwarded to the City agency or department processing the application within thirty days after receiving the request for such comments. (f) Investigate and report to the City Council on the availability of federal, state, county, local or private funding sources or programs for the rehabilitation and preservation of heritage resources. (g) Cooperate with county, state and federal governments and with private organizations in the pursuit of the objectives of heritage conservation. (h) Upon the request of a property owner or occupant and at the discretion of the Heritage Commission, render advice and guidance on the conservation, rehabilitation, alteration, decoration, landscaping or maintenance of any heritage resource; such voluntary advice and guidance shall not impose any regulation or control over any property. (i) Participate in, promote and conduct public information and educational programs pertaining to heritage resources. 0) Perform such other functions as may be delegated to it by resolution or motion of the City Council. Page 4 Saratoga has previously used bronze plaques 8" wide by 5" high to designate its heritage buildings. The new Saratoga plaques will also be 8" wide by 5" high bronze plaques and will contain the seal of the City of Saratoga in the upper left hand comer. The blue color indicates data customized for each plaque. National Registry & Saratoga Landmark Plaques — Item discussed. Commissioner Louden spoke briefly regarding the current design. The Commission discussed alternatives and approved the design with a large City seal in center by a 7 -0 vote. Chair Koepernik offered to obtain bids. B. Discuss Mustard Walk 2007 — Item discussed. Ms. Nancy Anderson (Mustard Walk Event Coordinator) gave an update on proposed activities and informed the Commission that she and Chair Koepernik will be requesting funds for the event from City Council at its December 20, 2006 meeting. The Commission decided to schedule a special meeting on January 04, 2007 at 9 am to discuss this topic further. C. Discuss proposed path around orchard — Item discussed. Director Cherbone commented that the decision before the Commission involves deciding whether or not a path is wanted, the route for the path, and the materials that the path will be composed of This item will be discussed further at subsequent meetings. III. New Business A. 8:30 am Site Visit — 14451 Oak Place — Determine whether or not existing home is historically significant — Site visit completed. The property owner, Mr. Darrell Dukes, made a short presentation. Commissioner Marra commented that the home appears to be compatible with the style and overall appearance of the neighborhood. Additionally, given the association with the Foothill Club and the eclectic architectural style, the property should be added to the inventory. Commissioner Gomersall concurred with Commissioner Marra and added that the property appears historic particularly given the detached garage is older. The applicant noted that many homes in the neighborhood have been altered and remodeled. Director Livingstone clarified that the decision made by HPC should focus on the historical value of the structure instead of the characteristics of the neighborhood. Commissioner Kellond commented that he sees some of the history associated with the structure but does not share some of the same sentiments as other commissioners. Chair Koepernik said that he does believe it has local significance given its association with both the lumber industry and the foothill club. Commissioner McCarty added that she also believes the structure has historic merit. Staff clarified that the Commissioner would need to select at least one criteria (not two) to add the structure to the City's inventory. Commissioner Kellond asked staff why the structure was never on the inventory to begin with. Director Livingstone responded by stating that the City has never done a comprehensive inventory. Commissioner Marra commented that he believed the structure met criteria "e" listed in the City Code. Commissioner Gomersall added criteria "b." The motion to consider the property historic and add it to the City's inventory based on criteria "b" and "e" was passed by a 6 -1 vote ( Kellond). B. Discuss heritage orchard agreement (Informational only) — Item discussed. Assistant City Manager Barbara Powell presented objectives of the updated agreement and answered questions from the Commission and the public. C. Discuss orchard sign — Item discussed. Chair Koepernik commented that the corner where the library sign is located is prominent. Commissioner Kellond agreed. Commissioners Gomersall and McCarty agreed with each other in that they both liked the sign proposed to Council in December 2005. Commissioner Kellond volunteered to propose a possible design for the next HPC meeting. Vice Chair Wyman offered to follow -up with the library and request comments of library staff. D. Discuss landscaping for Historic Park and appoint HPC representatives — Item discussed. Commissioner Marra agreed to attend an upcoming meeting with Saratoga Historic Foundation representatives. E. Discuss joint meeting with City Council on Wednesday, January 3Id, 2007— Item discussed. CA 95033 408/353 -1052 Recommendation for Tree Preservation at the Book Go Round Site, Saratoga Assignment On January 18, 2007, I inspected the two old Valley Oak trees between the Book Go Round building and the Museum. Summary They have both produced normal growth each year for several years but both canopies are relatively thin. The canopy of the larger of the two is growing into the adjacent Redwood which is shading it to the degree that some Oak branches have died. Both trees have been badly damaged by Oak mildew, a disease that has become more destructive since the last two years' prolonged rains have carried rainfall into the warmer April -May period. This disease is very effectively controlled by application of a mixture of Bayleton systemic fungicide and Greenbelt 22 -14 -14 fertilizer to the foliage in late May. I suggest the following treatments: Remove the Redwood tree which is damaging the Oak canopy. 2. Remove deadwood from both trees Spray both canopies with the Bayleton/fertilizer mix in late May. 4. I now have at least 20 cars coming in, possibly a few more. I was at the WH house yesterday, looks like we should reserve the 12 spaces btwn the gazebo area and the Admin bldg as well as the 7 or 8 in the rear along the creek. I am attaching two photos so you know which areas to which I am referring. All of the front parking spaces should be reserved for the faithful car people that come in each year including the Saratoga Model A fire engine from the fire house (I assume that they have been invited ?). The grassy area near the flagpole will be occupied by the engine and tractor people, with spillover on the adjacent blacktop - see attached pictures from last year. So here goes... Background. The Saratoga area has one of the most marvelous microclimates in the Bay Area, let alone California. The earliest horticulturist in the Saratoga area was probably James Peter Springer who first came to California in 1841 with the Bidwell - Bartelson Party, the first American immigrants to come over land. Springer was college educated and made five trips across the plains between his home state of Missouri and California. He finally settled in Saratoga in 1852, putting in an apple orchard and performing fruit culture experiments. The Springer home was on 4th Street above Wildwood Park. Springer was elected to the State Assembly from Saratoga in 1858 and died in 1861 at age 48. The missions and the Foridadores, the farmers who first settled the San Jose pueblo had thriving orchards of apples, apricots, pears and grapes. James Fraser Reed of the Donner Party is credited with producing the first commercial dried fruit, restoring the Santa Clara Mission orchard to productivity in 1848. He produced a crop, dried and packed the fruit for shipping to Pacific Rim markets. So other early settlers quickly became aware of the tremendous productive capability of the area and sought to capitalize on the situation. Another important early orchard in Saratoga was known as the Quito Olive Farm. It was planted in 1865 by Don Ramon Arguello and was originally part of the Quito Rancho. It covered about 80 acres and was said to be the largest commercial olive orchard in the world. It produced cuttings for trees and award winning olive oil in addition to the fruit crop. The Quito Olive Farm was later acquired by Chauncey Goodrich, another prominent Saratoga citizen. The earliest documented viticulturist in the Saratoga area was Jean Narcisse Aubrey, who arrived in the Saratoga hills in the late 1850's. By 1871 he had acquired a 160 -acre land grant and set out substantial vineyards and orchards in the Sanborn Road area. 1/22/2007 J Page 2 of 3 The Hume apricot orchard, Glen Una, covered 680 acres and was the largest growing and packing operation of its type. So with all of the local interest in the commercial growing and development of fruit, it is not unusual that Saratoga and the West Valley became an area noted for horticultural experimentation. By the 1880's most of the acreage in the Saratoga area was covered with an orchard of some type. Saratoga has been noted for its many growers and plant developers. The Christensen Nursery on Sanborn Road specializes in evergreens. There was a large geranium and pelargonium nursery located here for many years. The famous Saso Herb Garden was one of the most recent specialty nurseries. Saratoga Horticultural Foundation/ Saratoga Horticultural Research Foundation One of the many local nurseries and growers in the area after World War II was Ray Hartman. He had purchased the beautiful Russell Ranch on Vista Verde just off of Saratoga - Sunnyvale Road. Ray was a grower with an interest in native plants and producing stock for commercial landscape wholesalers. Ray Hartman and Maunsell Van Rensslaer met and formed the Saratoga Horticultural Foundation in 1950, a non - profit group devoted to developing plants for the trade. Mr. Van Rensslaer was already a noted botanist, director of the Santa Clara Botanic Garden from 1934 to 1950 and the author of two books that are considered standard texts. One book is Ceanothus, the other is titled Trees of Santa Barbara. In the 1960's Mr. Van R was a leader of the International Shade Tree Conference. Over the next twenty years the Foundation developed and introduced dozens of plants that were uniquely suited to the California landscape. They specialized in finding drought tolerant native California plants and developing them so they would be consistent performers in a variety of locations. The Foundation was the only organization at the time that was producing new plants for the commercial trade, and the group was active at a time when California was growing by leaps and bounds. California was the new home for thousands of returning GI's after World War II, and hundred of housing tracts needed street trees for their landscapes. The California freeway network was also under construction, and many of the shrubs and trees that grace the California highways were developed and planted by members of the Saratoga Horticultural Foundation. It has been estimated that Saratoga Horticultural Foundation patented, introduced or developed close to eighty trees and shrubs. In the 1990's the price of housing pushed the Saratoga Horticultural Foundation from its site in the West Valley. They acquired property in San Martin, California and moved their operation to the southern part of Santa Clara County. But other developments in the industry were taking place that made their efforts redundant, so the non - profit sold its property in 2005, closed its operations and disbanded its 1/22/2007 Page 3 of 3 organization. The propagation records and the remaining financial assets of the Saratoga Horticultural Foundation were given to UC -Davis in November of 2006, and the tremendous contributions of this group will be commemorated in the university's OAC - the Online Archive of California. The Foundation presented a grant of $9500 to the Museum to use for plant materials and a plaque commemorating the contributions of the Saratoga Historical Foundation. Conclusion. For the last five years we have been working on a number of construction projects at the Museum. These include the addition of a Resource and Study Center, the rehabilitation of the front of the Museum and the replacement of the front steps, along with termite work in the facade. Late in 2006 we completed a restoration of the McWilliams House and the construction of a storage shed and handicapped ramps. After years of construction, we are finally able to turn our attention to restoring the landscaping around the site. The Historical Park has three structures, all important to the heritage of California. It is fitting that we also use the grounds within the park to commemorate some of our unique botanic heritage. As part of those efforts, we are developing a landscape plan for the area. Our landscape designers have noted that we need first need to consider the trees that are currently within the park before we proceed with other considerations.
