PRESENT: Commissioners Kellond, Louden, McCarty, Chair Koepernik and
Vice Chair Wyman (arrived late).
ABSENT. Commissioners Gomersal/ and Marra.
GUESTS: Mr. Thang Do and Mr. Bill Morris.

B. Approval of minutes from March 13, 2007 meeting — Approved 4 -0.
C. Posting of Agenda — Pursuant to Government Code Section 54954.2, the
agenda was posted on April 05, 2007 — Staff announced this item.

A commissioner commented that the Foothill Club will be doing some
repair work.
E. Oral Communications — Historic Preservation Commission direction to Staff —
Instruction to staff regarding actions on current Oral Communications. —
None.
2. Old Business
A. Discuss National Registry & Saratoga Landmark Plaques — Item discussed.
Commissioner Louden provided a check from the Lions Club to staff for
deposit into the HPC account. The Commission changed the date for the
National Registry plaque for the Warner Hutton House to 2006 and for the
Village Library to 2007 and decided to place the order for the plaques.
B. Discuss Heritage Orchard Signage — Item discussed. Commissioner Kellond
presented a potential design for an orchard sign at the corner or Saratoga
Avenue and Fruitvale Avenue. Staff commented that the Commission may
want to also consider two signs facing each frontage. Commissioner
Koepernik offered to obtain estimates for the cost of the corner sign.
3. New Business
A. 8:30 am Site Visit — 14901 Fruitvale Avenue — Determine if proposed
addition and modifications to existing historic structure are appropriate. — Site
visit completed with owner present. Staff clarified that no land -use
entitlements are being requested at this time and design related comments
have not been provided to the applicant. Commissioner Louden commented
that the project appears complex and ambitious and asked the applicant
about how long the construction phase would take. Mr. Thang Do, property
owner and applicant for the project responded he estimated twelve months.
Commissioner McCarty commented that the addition may not be visible from
the front. Commissioner Kellond agreed that the project appeared complex
and it may be possible to create a simpler form, particularly in the front.
However, the proposal appeared to be sensitive to the existing historic
resource. Commissioner Koepernik lauded the applicant for his efforts to be
sensitive to the existing structure, but commented that he didn't like the
proposed solar panels. He added that the materials should be consistent.
Commissioner Wyman commented the project appears to be sensitive and
agreed with the conclusion made by the historic consultant. The Commission
determined that the rehabilitation and addition are in accordance with the
Secretary of Interior Standards for Rehabilitation and accepted the plans as
proposed by a 5 -0 vote.
B. Discuss modifications to existing home at 19908 Bella Vista Avenue — Item
discussed. Mr. Bill Morris represented the owner. The Commission reviewed
plans and accepted modifications as proposed by 5 -0 vote.
C. Discuss Historic Incentives — Item discussed. This item will be discussed at
subsequent meetings.

Project Description
The applicant proposes interior modifications and a minor exterior modification to the existing
residence located at 13855 Saratoga Avenue, known as the Lamphear House. The exterior
modification includes eliminating a window and replacing the opening with siding to match
existing exterior materials. Interior walls will be shifted to accommodate a master bathroom.
Background
The property is listed on the Historic Resources Inventory for reasons relating to the architecture
of the structure. The DPR sheet prepared in April 1989 is attached to this memorandum. The
property also fronts on the portion of Saratoga Avenue that is a designated heritage lane.
Therefore, staff is forwarding this application to the HPC for a determination that this project will
not impact the historic and rural character of this Heritage Lane.
The following are two options available to the Commission in reviewing this proposal:
Determine that the proposed project is in accordance with the Secretary of the
Interior Standards and that it will not have an impact on the historic and rural
character of the Heritage Lane: If the HPC determines that the modification is in
accordance with the Secretary of Interior Standards, and that it will not have an impact
on the historic and rural character of Saratoga Avenue as a heritage lane, the applicant
may apply for required permits.
2. Request changes to proposed project: Require the applicant to revise the plans and
ask the applicant to return to the Heritage Preservation Commission for additional
review.

ORDINANCE NO. HP -19
AN ORDINANCE OF THE CITY OF SARATOGA DESIGNATING
THE PORTION OF SARATOGA AVENUE FROM FRUITVALE AVENUE
TO 14301 SARATOGA AVENUE AS A HERITAGE LANE
The City Council of the City of Saratoga hereby ordains as follows:
WHEREAS, the owners of over sixty percent of all the recorded
lots abutting the subject portion of Saratoga Avenue, submitted an
application requesting designation of the subject portion of
Saratoga Avenue as a heritage lane; and
WHEREAS, the City Council determined that the subject portion
of Saratoga Avenue qualifies for designation as a heritage lane in
accordance with criteria (a) , (e) , (f) and '(g) of Section 13- 15.01'0
of the City Code; and
WHEREAS, the City Council recognizes the portion of Saratoga
Avenue from Fruitvale Avenue to the .Village as an irreplaceable
heritage resource which links the City to its, economical and
historical past and enhances the City's visual and rural character;
and.
WHEREAS, the City determines, as stated in its Heritage
Preservation Ordinance, to safeguard and protect its heritage
resources.
NOW, THEREFORE, BE IT RESOLVED, that the City Council of the
City of Saratoga hereby ordains as follows:
Section 1: After careful review and consideration of the
report of the Heritage Preservation Commission and the Planning
Commission reports, the application and supportive materials, the
City Council has determined that the subject portion of Saratoga
Avenue meets the required criteria for designation; and hereby the
City Council designates the subject portion of Saratoga Avenue as
a heritage lane.
Section 2: The City will ensure the protection of the
historic and rural character of the lane through future land use
decisions and development controls.
Section 3: This designation shall become operative and take
effect thirty (30) days from its date of passage.
This ordinance was regularly introduced and after the waiting
time required by law was thereafter passed and adopted this 7th day
of August, 1991 by the following vote:
AYES: Councilmembers Anderson, Clevenger, Monia, Stutzman and Mayor Kohler

13855 Saratoga Avenue Master Bathroom Project Description
This project adds a master bathroom to the house. The bathroom will be added into
existing interior space. The current master bathroom is approximately 24'x11'. After the
proposed change, a 6'x11' bathroom will be added, and the master bedroom will be
approximately 18'x11'. No exterior walls will be moved. One exterior window will be
removed and replaced with wood siding. Minor interior wall changes will facilitate
creation of a new doorway to enter the master bedroom.
The house at 13855 Saratoga Avenue is approximately 100 years old. A garage was built
in the north -west corner of the property in 1990.

DESCRIPTION

7b. Briefly describe the present physical appearance of the site or
structure and describe any major alterations from its original
condition:
This is a two -story craftsman bungalow with a daylight basement
featuring unusually ornate creekstone trim. It is approached by a
short flight of cement stairs to a shallow porch which is framed by a
wooden arch echoing the shape of the gable above. The front door of
glass panes is centered between two sets of windows, now of sliding
aluminum frame. The windows are framed by squat square columns which
sit on creekstone bases. The stones are tear - shaped and arranged in a
circle to give the appearance of flowers. A band of similarly
decorated stone connects the column bases under the windows. About one
third of the roof is hipped, and contains an asymetrically placed gable
which is punctuated by three small -paned windows in its center. The
rest of the roof is gabled, and contains three tall windows in its
center. There is a two -story stone chimney on the right (north) side,
of the house. False beams supported by plain square brackets project
from the eaves of both gables. The house is flanked at street -side by
two tall cedar trees.

SIGNIFICANCE
19. Briefly state historical and /or architectural importance (include dates,
events, and persons associated with the site).
The present owners have lived in the house since 1972. When they
moved in they discovered doorways that had been closed with brick,
and several doorways into one room. Each of the bedrooms was
painted a different exotic color, and had a room number and door
knocker, evidence to support the story that the house was used as a
brothel. There is evidence that this was the largest of several
similar houses built in the area at the same time. The original
windows of the house were Victorian bay windows enclosing a porch.
