Approval of minutes from June 12, 2007 meeting — Approved 5 -0 C. Posting of Agenda — Pursuant to Government Code Section 54954.2, the agenda was posted on July 05, 2007 D. Commissioners may not comment on the matter but may choose to place the topic on a future agenda. ■ Ms. April Halberstadt expressed her concern that some single family home remodels reviewed by the Historical Preservation Commission had lost their historical integrity by the time the project was completed and that there had been a lack of follow -up to ensure that what had been presented to the Commission had ultimately been constructed. E. Oral Communications — Historic Preservation Commission direction to Staff — Instruction to staff regarding actions on current Oral Communications. — None. 2. Old Business A. Discuss National Registry & Saratoga Landmark Plaques — Item discussed. Commissioner Louden presented to the Commission the proofs of the Saratoga Landmark Plaques and informed the Commission that they would arrive within the next month. B. Discuss Heritage Orchard Signage — Item discussed. Chair Koepernik stated that he is still getting bids for the orchard signage. C. Discuss Historic Incentives — Item discussed. Ms. Halberstadt discussed the need for state incentives. Vice Chair Kellond stated that incentives could include financial or reduced restrictions when applying for a building permit. Chair Koepernik suggested that each member of the Commission think about historical incentive ideas and have them ready for the next meeting. D. Discuss Mustard Walk — Item not discussed E. Discuss Sign for McWilliams House — Item not discussed F. Discuss Landscaping Plan for Historic Park — Item discussed. Ms. Halberstadt exhibited photographs of the site and the intersection of Oak Street and Highway Nine and presented the landscape plan and her ideas for the new signs and their location for the museum. Chair Koepernik expressed his wish that there be name plates installed to identify the species of each new plant and that he would like the redwood tree removed. Vice Chair Kellond expressed his concern about site drainage and the effect of the redwood tree on the health of the Oaks. Chair Koepernik stated his concern that the redwood tree is affecting the health of the two oaks and that it shades the existing landscaping and he recommended that it be removed. The below motions were made and carried on the following votes Redwood tree removal: Motion by Chair Koepernik and seconded by Commissioner Louden to recommend removal of the redwood tree. Approved 5 -0 vote. Conceptual Landscape Plan: Motion by Chair Koepernik and seconded by Commissioner Louden to approve the conceptual landscape plan. Approved 5 -0 3. New Business A. 8:30 A.M. Site Visit — 13601 Saratoga Avenue — Review proposed illuminated monument sign and determine consistency with Heritage Lane. — Site visit completed with representative from Saint Andrews Episcopal Church & School (Bruce Friesen) present. Motion to approve by Commissioner Kellond and seconded by Commissioner Louden and carried by a 5 -0 vote. B. 8:45 A.M. Site Visit — 13855 Saratoga Avenue — Applicant is requesting modifications, historic landmark status, and Mills Act designation. Site visit completed with applicant/owner (Mr. Mike Belshe) present. Item discussed. Vice Chair Kellond liked the applicant's choice of roofing shingles and requested that the shingle color, Country ..., be placed into the record. Commissioner Louden stated that he liked the choice of shingle color. Vice Chair Kellond stated that the applicant's proposed fence design is an improvement from what was originally proposed but felt that the picture that was included in the packet was not specific enough with respect to the proposed design. Mr. Belshe replied that there are not particular fence designs on historic homes, that his ultimate goal is to protect his kids from running into the street, and that the proposed fence was moved back so now it would be at least 60 -70 feet away from the street. Vice Chair Kellond agreed with the proposed fence location. Commissioner Gomersall stated that she liked the location of the fence and expressed her approval of its four foot height. Chair Koepernik expressed his approval of the fences location and height. Commissioner McCarty agreed with the applicant's urgency to erect the fence so as to provide protection for his children. Commissioner Louden expressed his approval of the fence and stated that he was in favor of its simplistic design. Vice Chair stated his concern that he does not want to the Commission to design the fence for the applicant and expressed his desire to have the applicant's historian review the appropriateness of the fence design and to have the historian prepare a written document of her findings for the Commission's review. Mr. Belshe stated that the proposed fence design was not historically accurate. Assistant Planner Bhatt reminded the Commission that the applicant would be applying for the Mills Act. The below motions were made and carried on the following votes: Fence: Motion by Chair Koepernik and seconded by Commissioner McCarty to approve the proposed four foot tall fence in a location that is setback behind the fireplace and symmetrical to both sides. Approved 4 -1 Roof.- Motion by Vice Chair Kellond and seconded by Commissioner Louden to approve the roofing material. Approved 5 -0 Mills Act: Motion by Chair Koepernik and seconded by Vice Chair Kellond to recommend to the applicant that he proceed with the Mills Act designation. Approved 5 -0 4. Pending Items A. Community Development Department City of Saratoga 13777 Fruitvale Avenue Saratoga, California 95070 M E M O R A N D U M DATE: August 14, 2007 TO: Heritage Preservation Commission FROM: Christopher Alan Riordan, AICP, Senior Planner SUBJECT: Proposed new facilities for Saint Andrew's Parish and School Property Location: 13601 Saratoga Avenue, Saratoga, California Property APN: 393 -25 -028 Project Applicant: Saint Andrew's Parish Property Owner: Saint Andrew's Parish Project Description Saint Andrew's provides schooling for children at levels pre- kindergarten through the 8`h grade. Existing enrollment is approximately 415 students. The maximum number of employees is 68 (52 for school and 16 for parish). The project site is five -acres or 217,800 square feet. The zoning is R -1- 20,000. The General Plan designation is Quasi - Public Facility. The applicant received Design Review Approval on March 12, 2003, to construct six new structures, consisting of approximately 72,705 square -feet to support St. Andrew's church and school activities. These structures included a gymnasium /performing arts center, administrative /classroom wing, north classroom wing, clergy offices, parish center, and a bell tower. The gymnasium /performing arts center and the parish center have been constructed. Planning Commission approval has a three year expiration date.. Building permits and construction was not commenced on the two classroom wings and the clergy offices in this three year period and the entitlements granted by the Planning Commission have expired. The bell tower is no longer part of the project. The Historical Preservation Commission (HPC) reviewed the original project on March 11, 2003 and unanimously recommended (7 -0) approval of the project to the City council. The new project, Phase IV, is an application for Design Review for the construction of the two classroom buildings and the clergy offices that were not constructed under the previously approved project. The following is a description of the buildings that would makeup Phase IV of the project. Administration /Classroom Wing Classrooms and administration offices are located in a three -story 24,928 square foot building, which has a maximum height of 30 feet. A discovery center, which includes a school library, is also located in this building. This building serves as the main entry-to the campus. It is the largest building in the proposed development and is located near the center of the site. The administration/classroom wing is linked by a pedestrian annex to the nearby north classroom wing. HPC August 14, 2007 Meeting Project Address: 13601 Saratoga Avenue Project Applicant: Saint Andrew's Parish Proposed new facilities for Saint Andrew's Parish and School North Classroom Wing The north classroom wing is a two -story 16,332 square feet building. It. will contain 15 classrooms and related support spaces. The maximum height of the north classroom wing is 30 feet. Clergy Offices Building The clergy office is an 8,660 square foot three -story building. This building will contain all of he administration functions for the Parish as well as the remaining Sunday school classrooms. This building has multiple meeting and conference rooms and a lounge. The maximum height of this building would be 40 feet. Covered Walkways Pedestrian site circulation between the various buildings will occur under covered walkways made of redwood posts and rafters, with low sloped roofs. The following are two options available to the Commission in reviewing this proposal: 1. Determine that the proposed project is in accordance with the Secretary of the Interior Standards and that it will not have an impact on the historic and rural character of the Heritage Lane: If the HPC determines that the sign will not have an impact on the historic and rural character of Saratoga Avenue as a Heritage Lane, the applicant may apply for required permits. 2. Request changes to proposed project: Require the applicant to revise the plans and ask the applicant to return to the Heritage Preservation Commission for additional review. The owner is proposing a remodel and addition to the existing residence as shown on the attached plans. Historic Evaluation The property is not currently listed on the City's Historic Resources Inventory. The home appears to be of an Eichler like design and construction in a neighborhood of similarly designed and built homes. Because of the potential historical significance of the structure staff requested an historic evaluation of the residence. The applicant has secured the services of an architectural historian to evaluate the property. The contents and results of the analysis have been included as part of a DPR523L form and letter dated April 12, 2007 (attached to this memorandum). The evaluation concludes that the property is not significant for architectural reasons or by association with historically significant people or events per Federal, State, and local criteria. Any future alteration to the structure would therefore not cause an adverse impact to the environment as defined by the California Environmental Quality Act (CEQA). Decision by HPC The applicant is requesting a determination of the HPC regarding the historical significance of the structure. The following are options available to the Commission in reviewing this proposal: Determine that the structure is not historically significant: . This letter and the attached forms constitutes an historical and architectural evaluation of the property, based on the significance statement made within the above referenced DPR523, pursuant to the Guidelines for Implementation of the California Environmental Quality Act (CEQA) — Preliminary Review of Projects and Conduct of Initial Study. For the purposes of CEQA, the City of Saratoga is required to consider historical significance if a property meets the criteria for listing on the California Register. Generally, properties that are at least 50 years old are considered historic and require some level of evaluation by the agency. The attached DPR523 forms dated April 11, 2007, which we prepared, documents the historical and architectural aspects of the property at 18524 Montpere Way, Saratoga. The house was built 1954- 1955 based on the County of Santa Clara building permit for the property and other property records. The original owners /occupants were James and Dorothy Hurt. They purchased the house and property from California Pacific Title Insurance Co. - the developer of the Peremont Tract. The property has not been previously surveyed for or recorded on any local, state, or national registers. We indicated within the DPR523 forms that the property appears not to qualify for listing on the California or National Registers. We also considered the property in light of the criteria for consideration as a locally designated landmark. Kusz *Date April 11, 2007 ® Continuation ❑ Update (Continued from previous page, DPR523a, Pia) The residence is located on a cul -de -sac within a subdivision featuring a selection of similar house designs; they are all simple in form, consisting of asymmetrical gabled roofs over rectangular footprints that integrate carports or garages. The roughly wedge- shaped tract is bounded by Quito Road, Allendale Avenue, and Varona Creek, near Wildcat Creek. Many of the rectangular houses in the area are parallel with the street frontage, but some are also set, as is the subject house, with a narrow fagade facing the street. The area has many mature trees, and the setting is designed to be informal, including a curved street and cul- de -sac that feature sloped gutters and no sidewalks. About a quarter of the surrounding residences have been altered significantly (e.g., full siding replacement, new windows, and /or roof -pitch changes); of the remaining more - original houses, about half have undergone some alteration, including enclosure of car ports, minor window changes, and less- extensive additions. The subject lot is narrow at the street frontage (northeast) and wedges out to the southeast side and southwest rear. The house is parallel with, and near to, the northwest property line. The side yard opens wide to the southeast; this area is fenced off from the front yard, creating a large private space. The portion of the site to the southwest of the house is landscaped in part as a patio, opening from the center of the house. The patio curves outward with red - stained concrete sections separated by reveals, with no imbedded formwork. Large trees follow the southeast property line, primarily on the neighboring parcels, and the patio area includes lawn areas and small trees and shrubs. The rear yard is shaded, is currently unplanted, and has no designed interaction with the house. The front yard includes a lawn area next to the concrete driveway, and a row of evergreens along each side property line. Although the footprint of the house is a rectangle, the open carport is recessed into that space, creating an "L "- shaped living space. The plan is ordered along a center hallway that acts as the spine of the house. Bedrooms flank the "hallway on both sides, and in the center of the plan, the kitchen /living room space is open across the width of the house. A recessed two -car carport occupies the east corner of the house; square posts wrapped in wood trim support the roof beams at this location. Entry is from the north side; a series of cast -in -pace rectangular concrete stepping stones lead from the driveway to the entrance. The front door is flush, with a single, textured -glass sidelight. Opposite from the main entry is a garden entry. This doorway is recessed into the house slightly; it is flanked on one side by the red brick chimney. A single door opens into the carport as well. The house has an asymmetrical gable roof above its simple footprint. The southern slope is at a lower pitch and longer than the northern slope. The roof is carried on four large beams at the front fagade; one beam supports the ridge; one beam is at the north side wall; a third beam - -set very low -- supports the outer eave along the carport, and the fourth is set centered within the longer roof, between the parking spaces. The beams cantilever forward, flush with the rake edge of the roof. At the rear of the house, there are also four exposed beams, but these are set in a different configuration. There is a ridge beam, two wall beams, and a beam set at the centerline of the wall, near the ridge under the longer roof slope. The roof has no apparent rafters; instead, the roofing is carried on a pattern of structural 2x board -and- batten decking. The decking is exposed continuously from the eaves into the interior ceilings. The spacing between the boards is approximately the same size as the battens. An angled outer frieze board conceals an integral metal gutter along the edge of the tar -and- gravel roof. In some places, the wood- framed window sash are full- height; in other places the windows top stucco lower panels. The windows are all fixed sash, and ventilation is provided by narrow, full- height vertical screened openings with internal shutters. The solid shutters are decorated with an exterior pattern that looks similar to a louver, but they open as a single unit on hinges, like a door. The siding consists of vertical boards with a board - and - batten pattern; each board has three narrow bands separated by thin reveals. The siding is continuous from the exterior walls into the interior, creating a visual connection between indoors and out. The northwest wall has no overriding design pattern; instead, a long series of the higher windows alternates with the narrow, full- height screen openings and wider wood siding sections along a single plane. The front door and its sidelight create the only interruption along this fagade; they are in line with the rest of the wall, without any eave changes or other features to distinguish their location; the door is set relatively far from the front of the parcel. The southeast wall has a roughly symmetrical form, centered about a very wide recessed area. The majority of the center wall is set back beneath a deep eave and centers on the wide, red- brick chimney. The south corner steps out in plan; this area has only shallow eaves. The north side of the fagade also steps out at the carport, where the eaves are almost non- existent. The corner of the carport adjacent to the house includes a storage shed with doors made of matching siding; this storage area creates a solid form at the end the recessed area. A portion of this wall has a pattern of three, wide, full- height windows separated by three narrow, full- height ventilation openings; a sided area creates the solid wall adjacent to the recessed area. Within the recess, next to the chimney, is a symmetrical pattern, centered about a simple flush door. Each side of the door features a pair of full- height windows that flank a single ventilation opening. On the other side of the chimney, under the deep eaves, is a symmetrical composition of three wide full- height windows separated by a pair of ventilation openings. Facing the street, the front fagade is narrow, under the shorter length of roof. The carport is recessed under the other length of roof. Near the corner of the wall is a vertical ventilation opening and a full- height, narrow decorative -glass window. The rear fagade is clad in the vertical wood siding, unbroken by windows, but with a pair of the narrow, full- height ventilation openings at the center of the wall. Interiors: The interior of the house reflects many of the same details as the exterior. Such finishes as the ceilings and walls are continuous with the exterior materials. Such details as the high interior wall glazing accentuate the form of the residence. The kitchen and bathrooms have been altered, and the parquet floor is not likely original. Integrity and character - defining features The property maintains adequate historic integrity as per the National Register's seven aspects of integrity. It maintains its original location in the post -War suburban neighborhood that became part of Saratoga shortly after its development; it is still surrounded by most of its historic residential setting, including surrounding houses of similar scale and design and mature trees. It retains its mid - twentieth - century residential scale and feeling and continues, through its form, massing and detailing, to illustrate its associations with patterns of development in the South Bay Area. The building has integrity with its Modern design, including its low, asymmetrical roof form and its repetitive patterns of fenestration and ventilation. Also address integrity.) This single - family residence was built on Lot 19 of Peremont Tract Unit 2. This second phase of a three -phase 79 -lot residential subdivision was recorded on May 25, 1954, and a building permit issued by the County of Santa Clara on Sept. 13, 1954. The building permits were obtained by Viola Lumber Company, who appears to have acted as the General Contractor for the project as well as for the first unit. In late 1955, the house at 18524 Montpere Way, located on a short cul -de -sac along this through street, was owned and occupied by James E. and Dorothy J. Hurt (OR 3365:437 12/20/1955). They bought the property from California Pacific Title Insurance Co. James was an engineer at Lockheed Industries at that time. The Hurts were residents until at least the late 1970s. Subsequent to their residency, the property changed ownership at least five times until acquired by the present owners in 2006. The Peremont Tracts were developed by George Myran and B. M. Blanchard of California Pacific Title Insurance Company. The first unit consisted of 14 lots along Quito Road and Allendale Avenue, and went on the market sometime in 1954. The second unit included completion of Montpere Way and included 24 additional lots, filling in the area between the first unit and Varona Creek (the confluence of Vasona and Sobey Creeks). Kusz *Date April 11, 2007 ® Continuation ❑ Update (Continued from previous page, DPR523b, B10) The third unit was consisted of 41 lots north of Varona Creek at its confluence with Wildcat Creek, and included the construction of Harleigh Drive and Perego Way, a cul -de -sac. This last unit appears to have been developed after Saratoga's incorporation as a city, and the style by then had been changed to California Ranch. The first two units of Peremont appear to have been designed by the architectural firm of Anshen and Allen, based on the style and detailing of the houses. Confirmation could not be obtained, as the drawings are not presently available in the public record. Anshen & Allen formed as a partnership between S. Robert Anshen (1910- 1964), and William Stephen Allen (1912 -1992) who began their practice together in San Francisco in 1939 after their graduations from the University of Pennsylvania. As an architectural firm in mid - century California, they completed a variety of buildings, although the bulk of their work was in residential construction. Early published buildings include the Chapel of the Holy Cross in Sedona, AZ (1956) and Dinosaur National Monument Visitor Center in Utah (1957). Later works include Research and Engineering Center for FMC in Santa Clara (1961) and the Science and Laboratory Building for the University of California, Santa Cruz (1964). In 1949, Joseph Eichler collaborated with Robert Anshen as the architect for Eichler Homes in the South Bay area for the Sunnyvale Manor Addition. Eichler had lived in a rented Frank Lloyd Wright designed Usonian house, the Bazett -Frank house in Hillsborough, and along with Anshen, was inspired early on by the modernist designs of Wright. Although Eichler had the concept of mass - produced high - quality homes, he enlisted the talent of an architect to fully realize this vision. Anshen & Allen developed Eichler's concept with the use of post- and -beam construction which allowed for quick construction and was also flexible enough to be able to provide individual designs when necessary. In 1953, a rift developed between Anshen and Eicher at which time Eichler retained Quincy A. Jones & Frederick Emmons to work as the architect for Eichler Homes. It is during this time, in late 1953 and early 1954, that the Peremont Tract was developed by Myran and Blanchard. The dispute with Eichler was short - lived, and eventually both architectural firms were working concurrently on residential design for the company. Anshen & Allen would go on to create houses for other subdivisions as well. By 1962, Anshen & Allen had completed the design for over 3,000 houses in the Bay Area. EVALUATION The houses in the Peremont Tract are similar in design to Anshen & Allen designed residential developments that first appeared in the early 1950s in the South Bay area. This house design, constructed elsewhere for builders Joseph Eichler and Elmer Gavello won Merit Awards in Sunset Magazine's summer issue in 1956 (Vol. 116). Many of these housing tracts remain as distinct reminders of trends in modern architecture during Santa Clara Valley's period of industrialization and urbanization following World War II. While they have historical significance as groupings - reflecting patterns of development and architectural innovation - buildings such as the Hurt House are not individually distinctive in a way that would enable eligibility for the National Register of Historic Places or the California Register of Historical Resources as individual resources. In some local communities, these tracts, when found to have a high level of artistic merit and integrity to their original designs, have been found to qualify for designation as local historic districts. Within the Peremont Tracts, changes to the original building fabric associated with the 1954 -1955 period of construction have already reduced the integrity of the subdivision to a level that would limit the ability to establish the grouping as being eligible for the California Register as a historic district. Due to this reduced integrity, the lack of distinction of the Hurt House as an individual property, and the inability to association the property with persons who have made important contributions as individuals to the community, it would appear that the property would not be eligible for the National or California Registers under any of the applicable criteria. The applicant proposes to deconstruct the structure and build a new single family residence. Property History The property is not currently listed on the City's Historic Resources Inventory. Given the structure's apparent age, staff requested the applicant summarize characteristics of the home; please see attached letter. Decision by HPC The applicant is requesting a determination of the HPC regarding the historical significance of the structure. The following are options available to the Commission in reviewing this proposal: 1. Determine that the structure is not historically significant:. Architectural drawings Memorandum to the Saratoga Historic Preservation Commission Page 2 PROJECT DATA Owners: Adel and Maria Khouja Address: 15211 Hume Drive, Saratoga, CA 95070 APN: 510 -01 -016 App. No.: PDR07 -0001 GpMM A visit to the site was performed with the purpose of evaluating the characteristics of the existing building. The existing building is not a single entity architecturally or historically. There is ample evidence that the building was constructed in several stages and at different times. The Preliminary Title report states that the property was sub- divided by the then current owner, Mr. Clayton,and recorded at the Santa Clara County Recorders office on -- May, 1945. What appears to be the oldest part of the house exhibits characteristics that put it in the 1940's - 1950's timeframe. It is the only portion of the house that is clad in brick, painted white. There are numerous coats of paint visible on the brick face, all of them in various shades of white, suggesting that the house has been repainted in the same tones over and over again. This portion of the building is supported by a continuous conventional 'T footing with a lip to support the brick cladding: The brick is set in uneven lines (the joints vary in width), as a means of creating more of a rustic appearance. The brick appears to be wire cut (see photo), and it has been used for walkways and a rear patio. The brick portion of the house has two different types of windows, one of them is single pane, true divided light, single pane and fixed, and there are three of them facing the street. One of them has obscure glass, since it hides the fact that the room behind is the mechanical closet. The windows have deep green (forest green) shutters that are decorative and non operable. It is the same case with all the shutters around two sides of the house where they exist. On the left side of the building, there is a rather large window that is also built as a TDL, but it is 1/2" steel angle, with the glass pane held in place by mastique (See photo). This window as all the others, is in poor condition. The roofing framing was executed with 2 x 4 rafters spaced 24" on centers, and there is no gutter. The roofing material is No. 1 handsplit cedar shake in very poor condition. The gable end of this building is built with 2 x 12 vertical planking, with the joints covered with a 1 x 4 trim piece, a type of construction known as board and batt. The main part of the building, attached to the brick building, is also supported by a conventional "T" footing and has a conventional crawl space. The framing throughout is conventional 2 x 4 framing, with conventional ceilings all finished in gypsumboard, except for the Living Room which is an open beam ceiling with 4 x 8 rafters spaced at about 4', with resawn and whitewashed wood ceiling, much in use in the 1960's and early 1970's. The exterior of the house is shiplap, also painted white, with galvanized steel on outside comers and 2 x 2's in the interior corners. The nails used throughout are conventional galvanized nails, and no square nails that would have indicated a much older construction. The windows are, with the exception of two small ones, TDL's in single pane and of the single P spaced at about 4', with resawn and whitewashed wood ceiling, much in use in the 1960's and early 1970's. The exterior of the house is shiplap, also painted white, with galvanized steel on outside corners and 2 x 2's in the interior corners. The nails used throughout are conventional. galvanized nails, and no square nails that would have indicated a much older construction. The windows are, with the exception of two small ones, TDL's in single pane and of the single hung type, fitted with aluminum screens on an aluminum frame. All large windows have deep green (forest green) decorative shutters. It is evident that the idea behind the addition was to create a New England feeling, including a cupola over the main door, with a copper roof and a weathervane. The rear portion of the house has a covered porch with a brick surface, to which another porch was added at a later time. Since the first porch is 24' long, it has three supporting posts. When the new porch was added,the original posts were not eliminated. The result is a fairly large porch, with a set of posts in the middle of it that preclude full use of the space. In order to maintain a certain unity, the gable ends of this portion of the building are also built with board and batt, and the recessed part of the porch is finished the same way. The rest of the building as noted, is all shiplap. All the windows and patio doors in the back are TDL's, all in wood, and all single pane. They also seem to have come from different manufacturers, since they have different detailing (see photos). The necessity of having to maintain a minimum slope on the addition to the porch, the roof has a minimum pitch resulting in a_6' -8" headroom at the exterior support beam. The last part of the building is a garage that has two doors to the front and one to the back. The garage also has shiplap, but it is smoother than the rough sawn used in the rest of the house, where the circular patterns of the cutting saw could be discerned. The garage has conventional framing, and the garage doors are plywood,as seen in the stamp (see photo), and in the photo showing the door from the inside. The garage has conventional concrete floor, slab on grade, and it has overhangs front and back but not on the sides. Although the stamp does not show a date, it seems to be from the 1960's or early 70's. When considered as a whole, the existing house can be. said to be a series of additions to a basic structure that were done on different dates during a time frame of the 1940's to the early 1970's. It does not appear that thiswas an integrated design that was executed over time, but rather small additions built as needs grew and /orfunds became available for construction. It is difficult to explain the variety of materials and window and door manufacturers otherwise. It is an old house that is in very poor condition, but one which will be recycled in full.
