D. Oral and Written Communication — Any member of the public may address the Commission for up to three minutes about any matter not on the agenda. Commissioners may not comment of the matter but may choose to place the topic on a future agenda. E. Oral Communications — Instruction to staff regarding actions on current Oral Communications. 2. Any materials distributed by staff after the posting of the agenda are made available for public review at the office of the Director at the time they are distributed to the Planning Commission. Routine Organization A. Roll Call PRESENT— Commissioners Conrado, Gomersall, Kellond, Tai, Vice Chair McCarty, and Chair Marra ABSENT — Commissioner Koepernik STAFF — Senior Planner Christopher Riordan Guests — Leslie Dill and Franklin Maggi of Archives & Architecture B. Approval of minutes from the April 14, 2009 meeting — Approved with minor corrections. C. Posting of the Agenda — Pursuant to Government Code Section 54954.2, the agenda was posted on May 7, 2009 — Senior Planner Christopher Riordan announced this posting. D. Oral and Written Communication — Any member of the public may address the Commission for up to three minutes about any matter not on the agenda. Kick -off meeting and discussion with Archives and Architecture concerning their proposed work program for the update to the City's Heritage Resource Inventory - The representatives from Archives and Architecture, Franklin Maggi and Leslie Dill, discussed their proposed approach for conducting the update to the City's Heritage Resource Inventory. They stated that the Context Statement would be done first. The Context Statement is a specific history of the City of Saratoga and a chronological history of the City with a focus on the major themes. The State Office of Historic Preservation suggests nine themes that can be used for these Context Statements, such as the impact of street cars on urban development, suburbanization, etc. This Statement will show how the buildings fit into the major themes. Franklin Maggi and Leslie Dill also described how the public would be involved in the update process and stated that they were still working out the details of the public involvement and anticipated that it would be held with the Saratoga Historical Foundation. 4. Pending Items A. Update the Heritage Resources Inventory List — Status of Consultant — Discussed under Item 3A. B. National Register Applications — The Commission discussed which members were preparing the applications. The McWilliams House application would be prepared by Commissioners Gomersall and McCarty and the Museum Building would be prepared by Commissioners Marra and Koepernik. 5. We have been focusing at this point on research and gathering data. We have also been working away at the field survey. We mapped all of the properties currently on the Inventory, and started with the outlying listings, so it's slow -going (as expected) with much driving between properties, but we're making progress. Although the bulk of the properties appear intact, we have resources that do seem to be missing - -we will continue to collect these and report them as a group after we've completed all our field work. Also, a couple of the properties are not visible from the public right -of -way and may not be able to be evaluated for their historic integrity at this time. We are looking at these with aerials; Again, we'll continue our work and provide a complete list at the end of the field study. We are anticipating that the field survey will be completed by the end of next week. 4hope this is helpful. If you would like a written report for a more formal presentation for the commission, ase let me know. We are thinking that the public involvement portion could be targeted for the August meeting of the commission? Let me know what you think.
