Very few, if not any, were built in Saratoga during the war. As some of you may know I sat on the first eight (8) years of this Commission and have had my architectural firm here for over 50 years. Village Shopping Center - it was built in 1956 and designed by well -known San Jose architect, Kurt Gross. The style could be considered as country heavy timber and the major occupant was the Buy and Save Market, owned /operated by the Butera Family of Saratoga. It is my opinion, because of it's age, style, architect, and major occupant, it meets the City's requirements as a historical structure. Wells Fargo Bank - This building opened on January 2, 1959 as the First National Bank of Saratoga /Cupertino and it was my first commercial building in Saratoga. Being constructed next to the Village Shopping Center the sidewalk at that side followed the slope of the parking lot, and the main floor was level, meeting the street level sidewalk. An unusual feature is that under the side sidewalk is sloping trench with weep holes in the west side retaining wall to drain the heavy underground water in that area. This trench drains into a large concrete pipe from the shopping center. The style in Mid - century Modern. Again, it is my opinion that this building meets the City requirements as a historic structure because of it's age, style, original owners, and architect. Saratoga, CA 95070 Attn: Members of the City Heritage Commission Saratoga High School - As stated in the Saratoga News this school opened on September 9, 1959. It was designed by the Los Gatos firm of Higgins and Root, Architects. William Higgins of that firm lived in Saratoga with his family. This school is one of the two high schools forming the Los Gatos High School District. The building has an enclosed center court being used as circulation between most of the classrooms. The style is Mid - century Modern. Again this building qualifies as a historic building because of the ago, style, and architects. Enclosed is a copy of the newspaper advertisement providing the bank's opening on January 2, 1959. Since HPC has not been involved, and SHF has been, I will briefly describe work to be done and how it may affect the historic sites in the area. Background: I have been meeting and working with CalTrans representatives and state archeologists for the past year on this project after first being contacted. Since there was no other interest from other SHF board members when first presented, I have been the lone SHF representative, which began during my tenure as SHF President. As you know, Highway 9 above Saratoga follows the old Saratoga - Pescadero Turnpike route, and there are several sites along Highway 9 that will be affected by this highway widening project, two of which are in the Saratoga sphere of influence: the Hakone Gardens property and the Saratoga Congress Springs /Hotel site. Hakone: There will be some taking of the Hakone property within the CalTrans easement, however, there will be no adverse effect on the character of the property. Further, the work will be south of the Charles Maclay Bank Mills and tollgate site so the remaining old rock wall will not be affected. Congress Hotel site: Most of my interaction and time CalTrans and archeologists has been in this area. This has involved a site inspection of properties above the highway along Congress Springs Lane in order to document remaining hotel archeology; the San Jose Water property bordering the highway; as well as hikes up the canyon to the Saratoga Springs for archeological survey and documentation. Further, since I had photographed the old hotel site years before the housing development in this area, I supplied the team with digital copies of my work which will be included in the final state report. I was impressed with the concern and level of interest in the area by the CalTrans team. All locations were surveyed and fully documented. The area affected by highway widening will be in 1 the s -curve area above the San Jose Water filtration /pumping location. My fear was that, in widening of this area that the old concrete stairway would be removed or otherwise adversely affected. However, the work will occur on the uphill side of the roadway so this stairway will remain. The hotel site, the remaining wall, vegetation, and /or other remaining evidence of the hotel site will not be affected by proposed highway widening. As a side -note of interest, it was determined by the archeologists that the old stairway is of much later date of construction than was the hotel. I, and others including Willys Peck, had always assumed that the stairway was a remaining artifact of the hotel operation. However, examination of the re -bar exposed by the damage done by a truck last year, and sampling of the concrete indicated construction was probably sometime in the 1920's, well after the hotel burned in 1903. My supposition is, that it was perhaps constructed by the InterUrban Railway operation that terminated at about that point, or by the operators of the popular picnic area, in order to provide access to the waters of the creek or the canyon beyond. April, I do not yet know when work will commence on this project. However, I am still in contact with the CalTrans project team in Oakland, so if you have further interest let me know. Hayfield Court is not a private road - -- a photo from the road is possible. The most used view is from the back, near the end of the cul -de -sac. I took a tour of this fabulous Julia Morgan home about a year ago, on November 21, 2008. Paul Masson's Lodge: 14754 Pierce Road Saratoga It is located directly across the road from the entrance to the old Paul Masson Winery. The home with its distinguishing turret cannot be seen from Pierce Road. There is a long driveway leading to the home. Property Location: 19565 Glen Una Drive, Saratoga, California Property APN: 510 -05 -009 Project Applicants: Nick Gera Property Owners: Nick Gera Project Summary The project site is currently developed with a 3,988 square foot, two story single family residence with an estimated construction date of circa 1949. The applicant is proposing to demolish the 576 square foot existing detached garage and construct a new 951 square foot attached garage with a 537 square foot second story addition above. The addition will be located at the rear of the residence and would not affect the aesthetics of the house as viewed from the street. Due to the age of the structure, the City is required to consider its historical significance. The determination to allow the addition and to comment on the homes historical significance would be based on a recommendation from the HPC. Historic Evaluation Staff has determined that the existing house is most indicative of the Craftsman architectural style. This architectural style was the dominant theme for smaller houses built throughout the country in the early part of this century. The Craftsman style originated in southern California and most landmark examples are concentrated there. Identifying features of this style are low - pitched, gables roofs with wide, unenclosed eave overhang; roof rafters usually exposed; decorative (false) beams or braces commonly added under gables; porches, either full -or partial- width, with roof supported by tapered square columns and columns or pedestals which frequently extend to ground level. The subject house has a side - gabled roof. About a third of Craftsman homes feature this type of roof. Most are one - and -a -half stories high with centered shed or gable dormers. Porches are generally contained under the main roof. Two story examples of the Craftsman style commonly have full width porches. The most common wall cladding for Craftsman is wood clapboard or wood shingles. Stone, brick, concrete block, and stucco are also used. Those types of materials are most commonly found in the cooler climates such as the northern or mid - western states. The following are options available to the Commission in reviewing this proposal: 1. Determine that the structure is not historically significant: If the Commission determines that the structure is not historically significant, the property would not be listed on the Historic Resources Inventory. Proposed demolition and /or future alterations would not be subiect to HPC review. 2. Determine that the property /structure is historically significant and direct staff to place the structure on the historical list: If the Commission determines that the property /structure is historically significant: ° At least one (1) of the seven (7) criteria listed in the City code must be selected to reflect the reasons why the structure is significant. ° The HPC would need to determine that the proposed project either meets or does not meet the Secretary of Interior Standards (Standards) for historic properties. Suggestions to ensure compliance with the Standards may be provided. ° Staff would place the property on the Historic Resources Inventory and proposed future alterations to the structures would require HPC review and would be required to meet Standards for historic properties. Members Cf the City Heritage Commission Dear Honorable Chairman and Commission Members, After reading the article 6this week in the Saratoga News about Saratoga High School I decided to write this letter to you to present my personal views about buildings in Saratoga that may qualify as post World War II historical buildings for the Heritage Commission Inventory. Very few, if not any, were built in Saratoga during the war. As some of you may know I sat on the first eight (8) years of this Commission and have had my architectural firm here for over 50 years. Village Shopping Center - it was built in 1956 and designed by well -known San Jose architect, Kurt Gross. The style could be considered as country heavy timber and the major occupant was the Buy and Save Market, owned /operated by the Butera Family of Saratoga. It is my opinion, because of it's age, style, architect, and major occupant, it meets the City's requirements as a historical structure. Wells Fargo Bank - This building opened on January 2, 1959 as the First National Bank of Saratoga /Cupertino and it was my first commercial building in Saratoga. Being constructed next to the Village Shopping Center the sidewalk at that side followed the slope of the parking lot, and the main floor was level, meeting the street level sidewalk. An unusual feature is that under the side sidewalk is sloping trench with weep holes in the west side retaining wall to drain the heavy underground water in that area. This trench drains into a large concrete pipe from the shopping center. The style in Mid - century Modern. Again, it is my opinion that this building meets the City requirements as a historic structure because of it's age, style, original owners, and architect. Dill, Partner ITEMS: Three (3) binders that contain documentation for 109 of the 111 listed properties: -84 new completed DPR forms -12 earlier documentation forms for the listings that have been demolished -13 abbreviated DPR forms with attached documentation for properties with extensive earlier documentation (such as National Register nominations) NOTE(S): Two resources have not been completed, but we have included "placeholder" forms for these two houses: 20201 Hill Ave. (Wessels House) and 20271 La Paloma Ave. These have no previous documentation from the City, have limited architectural integrity, and we could not find additional historical information to document these yet. They were added to the Inventory in the late 1990s. We were able to prepare a DPR form for the Spinazze Ranch. It also had no previous City documentation, but we were able to write a description and determined a background history for this property. We were able to prepare a DPR form for the Carter House at 19490 Glen Una although we hadn't mentioned that there was no previous City report found. The house was visible from the public right -of -way, and we were able to write a description and integrity statement. There is no background history for this property. The context statement is still in final edits. ' f HERITAGE PRESERVATION CONB41SSION Committee Profile The Heritage Preservation Commission functions as a liaison working in conjunction with the Council, the Planning Commission, and the agencies and departments of the City to implement the City's Heritage Preservation Ordinance. The Commission's scope includes property surveys within the boundaries of the City of Saratoga for the purpose of establishing an official inventory of heritage resources and recommending to the City council specific proposals for designation as a historic landmark, heritage lane or historic district. One member is nominated by the Saratoga Historical Foundation and two members must be trained and experienced in the field of construction and structural rehabilitation, such as a licensed architect, engineer, contractor or urban planner. At its November 4th meeting, the City Council will review these updated mitigation strategies prior to their submittal to FEMA. Additional background information about this effort to help the City in its disaster preparedness can be read in the staff report.
