EXCAVATION AND BACKFILL REQUIREMENTS
Backfill trench in R/W to prevent settling and restore to existing condition. (Applies to
any area in back of curb).
2. See attached standard drawing for restoration of utility excavations in asphalt concrete
pavement.
3. Comply with State of California, Department of Transportation Standard Specifications
(July, 2002) where applicable particularly:
All sections /parts paying particular attention to:
7 -2.02 E. Trench Safety
7 -1.01 F. Air Pollution Control
7 -1.01 G. Water Pollution
TREE PRESERVATION
1. Route all utility service connections so as to avoid trenching within drip line of any
tree.
2. If trenching within the drip line of any tree is unavoidable, such trenching shall be done
by hand to minimize root damage. No roots in excess of 1'/2" in diameter shall be cut.
3. Trenches which expose tree roots shall be backfilled as soon as possible to minimize the
amount of time the roots are exposed. Trench backfill standards, under these conditions
shall be as required by the City Horticultural Consultant.
4. The Engineering Inspector shall have the authority to stop work at any time he feels tree
preservation measures are not being carried out or damage to trees is occurring. Work
shall not be allowed to resume until all preservation and /or corrective measures are
implemented.
5. The City Horticultural Consultant may require additional tree preservation measures as
necessary. Any such additional measures shall be deemed as conditions of the approved
Encroachment Permit.

PUBLIC CONVENIENCE
1. Hours of construction in the City of Saratoga are between 7:30 A.M. and 6:00 P.M,
Monday through Friday.
2. Two (2) lanes of traffic shall be maintained at all times between the hours of 4:00 P.M.
and 9:00 A.M.
3. Traffic may be restricted to one (1) lane of traffic only between the hours of 9:00 A.M.
and 4:00 P.M., using properly attired flagmen situated at each end of the construction
area.
4. NO CLOSURE OF ROADWAY WILL BE ALLOWED, AT ANYTIME.
5. Anytime a driveway is to be blocked by construction, the resident of said blocked
driveway shall be notified of said blockage at least twenty -four hours in advance of the
construction affecting them. (In the case of the construction scheduled for a Monday, the
resident must be notified by 8:00 A.M. on the preceding Friday).
6. Traffic Control methods and signs shall conform to sections 7 and 12 of the State of
California Standard Specifications, and Chapter 5 of the ,State of California Traffic
Manual.

General Encroachment Permit Conditions
1. Comply with City of Saratoga Standards, rules and regulations;
2. All trenches /potholes in City Streets to be backfilled with I -sack slurry per City
Standard Specification "Restoration of Utility Excavations in Asphalt Concrete
Pavement" (see attached sheet);
3. All U -S -A (Underground Service Alert) marks to be removed from project site
prior to completion of work;
4. All directly affected residents to be notified at least 48 hours prior to
commencement of work;
5. If project affects traffic, applicant to submit traffic control plan(s) to City
Engineering Inspectors at least 48 hours prior to commencing work (inspectors
may be reached at 408- 868 -1261.
6. Any additional permit conditions attached to this permit packet.

Additional Encroachment Permit Conditions
For # 07 -079 20865 Wardell Road.
1) Comply with all City of Saratoga standards, rules, regulations;
2) Make appointment with City Public Works Inspector for a pre -
construction meeting prior to commencing work. For
appointment, please call Dolf Dini at (408)- 868 - 1261.
3) The proposed residential roadway will be constructed per
Encroachment Permit Plan 20865 Wardell Road Saratoga,
California by TS Civil Engineering dated 3112107. ( See
attached plan)
4) All work will be done with in the City right -of -way and subject
property boundaries. See attached Public Road Survey
Certificate by TS Civil Engineering dated 03106107.
5) Traffic plans, if any, for each stage of project will be submitted
to, and approved by, Public Works Inspectors prior to
construction.
6) No open -air drying /storage of any drilling mud or slurry
material associated with drilling /excavation operations will be
allowed. Any such material shall be hauled offsite at time of
drilling /excavation.
7) Affected streets, sidewalks, driveways, curbs and gutters will be
restored to satisfactory condition as determined by Public
Works Inspectors and City Engineer
8) Pot holes will be backfilled with 1 -sack slurry per city
specification.
9) Sand or loop seal will be placed at pot hole /trench joint when
restoring pot hole /trench.
Additional Encroachment Permit Conditions
For Permit 07 -079 20865 Wardell Road
10) Trench shall be back filled with slurry mix and restored per the
City of Saratoga's Restoration of Utility Excavations in Asphalt
Concrete Pavement Detail See attached detail.
11) Sand seal or loop seal will be placed at trench joint when
restoring trench.
12) Damaged pavement markers and traffic lines in the limits of the
project will be removed and replaced. Thermoplastic Traffic
Stripes will be used in accordance to Caltrans Standard
Specification 2006.
13) The existing trash enclosure will be restored to the satisfaction
of the Public Works Inspector and City Engineer.
14) Comply with all recommendations of Fehr & Peers New
Driveway Evaluation dated February 26, 2007.
15) Owner and Applicant shall indemnify, hold harmless and
defend the City, its employees, agents, independent contractors
and volunteers (collectively "City ") from any and all costs and
expenses, including but not limited to attorney's fees incurred
by the City or held to be the liability of City in connection with
City's defense in any proceeding brought in any State or Federal
Court, challenging the City's action with respect to the issuance
of this Encroachment Permit or contesting any action or
inaction (including but not limited to CEQA compliance) in the
City's processing and/or approval of the subject Encroachment
Permit Application.
16) This Encroachment Permit, as conditioned, is appealable to the
City Council within 15 days of the date in the Signature Block
in the lower right corner of the "ENCROACHMENT PERMIT"
pursuant to City Code Section 2- 05.030.
17) This Encroachment Permit shall become effective and final
ONLY upon expiration of the applicable appeal period set forth
above, provided no notice of appeal has been filed within such
time. If a notice of appeal has been timely filed the
Encroachment Permit shall become effective and final only
upon final decision on the appeal by the City Council. This

Fehr & Peers has completed a traffic evaluation of a new residential driveway located at the
western terminus of Wardell Road. The proposed driveway will intersect an existing driveway and
provide access to a new residential development. The purpose of this evaluation was to review
the proposed configuration, evaluate operations with the driveway in place, and determine if any
special traffic control devices are required. This memorandum summarizes our findings and
recommendations.
PROPOSED PROJECT
A new residential development is proposed at 20865 Wardell Road, which is located at the
western terminus of Wardell Road west of the Arroyo de Arguello intersection. The new
development is expected to include four new single - family homes and will require construction of
a new driveway to permit vehicle access to the site. An existing driveway serving five homes
intersects the south side of Wardell Road. Based on property lines, the new driveway is proposed
to intersect the existing .driveway just south of the existing curb line on Wardell Road. The
attached Encroachment Permit Plan (TS Civil Engineering, February 5, 2007) shows the
proposed configuration. This layout is similar to the intersection of two other driveways also
intersecting the western end of Wardell Road.
DRIVEWAY EVALUATION
The traffic volume generated by both the existing and new driveways is estimated to be nine (9)
vehicle trips during either the AM or PM peak hours. This volume amounts to an average of one
vehicle every six (6) to seven (7) minutes during the course of the peak hour, with an even lower
frequency during other hours of the day. In general, the number of times that a vehicle in each
driveway will arrive at the same time will be limited.
Based on the relatively low volume of traffic with the new project in place, the two key
considerations from an operational standpoint are adequate sight distance and designation of
right -of -way. Because of the existing topography, the new driveway will be constructed on an
incline and will parallel the existing driveway from the homes until just before the proposed
intersection at Wardell Road. This configuration and the adjacent landscaping may make it
difficult for a driver exiting the 20865 Wardell Road property in the new driveway from seeing a
vehicle exiting the existing driveway. In addition, landscaping that remains after construction of he
new driveway may limit visibility of nearby vehicles. If vehicles were to arrive at the same time,
the vehicle on the right would typically have the right -of -way, but without defined control drivers
may not yield properly. Even under this condition, the curves in the driveways and their limited
width would limit vehicle travel speeds.

To address the potential for limited sight distance and confusion over right -of -way, we
recommend that a stop sign be located at the end of the new driveway serving 20865 Wardell
Road. This would require vehicles to stop prior to entering the existing driveway and Wardell
Road, and allow drivers to make sure that all driveway and street approaches are clear. The
location of the recommended stop sign is shown on the attached Encroachment Permit Plan.
