Recommended, Motions
Authorize staff to issue a Purchase Order to Saratoga Tree
Service in an amount not to exceed $3757.50. The funds for this
expenditure are included in the current year's budget within the
line item for tree work (3036- 4530).
Report. Summary
In order to begin and track the work performed under the new
program of City -owned tree maintenance, we have determined the
need to have an up -to -date inventory of the trees we own and a
systematized approach to their care. Staff has obtained
proposals from a horticultural contractor to aid in the
establishing such a system. Saratoga Tree Service has submitted
an estimate of $3757.50 for this work. We have discussed the use
of volunteers to assist in the various aspects of the proposal
and feel that the actual cost to be far less than what is
proposed.
Fiscal.Impact
3757.50 is included in this year's budget within line item for
tree work (3036- 4530).

PROPOSAL FOR COMPUTERIZED TREE INVENTORY

This proposal is designed for the organization of a
complete list of necessary data for all the city owned trees
in specified areas. The initial input will be started with
the earlier data collected by Ed Sturtz on 1465 trees.
A site survey will be done on each tree, and an inventory
number will be given to each tree for easy recognition. The
number tags will be driven one foot into the ground near the
base of each tree, toward the street side. They will be
flush to the ground so as not to pose any hazard, and painted
orange for locating.
The site survey will be conducted by Saratoga Tree
Service, and all data will be collected, as• needed for -each
tree. Any additional information will be noted pertaining to
special problems that may need attention.
This data will then be processed and entered into the
program for analysis. The information obtained will be
invaluable for the planning of budgets and understanding the
future needs for fund allocation. The re -port generation of
the requested data will serve to determine the immediate
needs for service work and develop a plan to take care of the.
hazard trees. This information can be assimilated in any
number of ways. Organizing the work can be grouped by area,
by type of tree, by health condition, or combinations.
The software provided is easy to understand, and training
of city personnel will be a simple task. We designed this
program so it will be functional and easily used by anyone
who will need it. Ongoing technical support will be provided
as needed, (if in.fact, you will ever need any). Continued
input will be an easy task_ by your designated employees. The
program was designed with growth in mind, along with the
extra criteria about sidewalks that will a'ss;ist the street
department. And heritage status for preservation of the many
special trees. We are so fortunate to have their continued
care be our responsibility.

asphalt or cement covering root system, 5 signifies the
worst possible surface conditions or grade change
11) Urgency 1 -5: 1 means no immediate needs, 5 signifies
urgent work mandatory.
12) Service Requirements: This section determines what needs
to be done, and when. The degree of urgency is not used
here because that is listed in the previous section.
Here is where your staff can keep track of what has been
done, and what needs to be done.
13) Sidewalk Damage: This will assist the street dept. in the
maintenance of walkways.
14) Future Damage Expected: This is for determining the
damage that may incur by evasive species, and show where
root pruning may prevent costly repairs.

Recommended Motions
Direct the City Manager authorize approval of the agreement with

FINDINGS AND CONCLUSIONS
With the physical growth and increased use in the Civic Center
Complex, the need for added custodial help is evident. Staff has
determined the most cost effective way to improve quality of
custodial service is to contract out for night -time janitorial
service to City Hall offices.
We have received a bid of $539 per month for this service. By
improvement in job assignments of existing full and part -time
personnel, the increased cost to the City is approximately $450
per month.
RECOMMENDED ACTION
Direct the City Manager be authorized to approve the agreement
with Pioneer Building Maintenance Company and adopt Appropriation
Resolution for $3200 to be added to Fiscal Year 1987 -88
and $5400 for Fiscal Year 1988 -89.
BACKGROUND
As the number of improvements and activities on City property
expands, so too does the burden to maintain those properties.
The City Council has acted on its maintenance responsibilities
as they pertain to City streets with its funding of the Pavement
Management Program. In recognition of the duty to maintain its
City buildings, parks, medians, and public landscaped areas, the
City Council had requested staff to investigate and report on the
cost effectiveness of utilizing contracts with the private sector
to provide the necessary maintenance capabilities.
This report on Building Custodial Services is the first of two on
the subject of privatization of maintenance services. With the
recent completion of the addition to the Senior Center, it is
essential that the decision that this report generates be acted
on as soon as possible. A second report which looks at
landscape maintenance will be submitted in several weeks.
Over the past several years, the activities at all City
facilities has grown dramatically. Staffing in the various
departments has increased, theater rental by drama groups has
flourished, the recreation program conducted at the Community

Center has been expanded, and senior programs at the Center have
been created and greatly enlarged. Now with the completion of
the Senior Center addition, the amount of activities there will
explode. Over the next several years activities will continue to
grow. With the addition of the Hutton House,_ the City will be
responsible for the quality care of an historical building.
During, these past years, the custodial workers staff has not
changed and therefore the quality of that service has suffered.
The Maintenance Department is responsible for the custodial care
of the buildings in the Civic Center complex. We currently have
two full -time Building Maintenance Custodians and two part -time
temporary Custodians who do all custodial work at City Hall,
Civic Theater, Community Center, Senior Center, and the offices
in the Corporation Yard. They also perform the heavy floor
cleaning and waxing at HAkone Gardens. Each of the part -time
workers puts in approximately 70 hours per month. One works
primarily on weekends during the high rental use of the Community
Center and Civic Theater.
The custodial requirements of a public agency differ somewhat
from those of a private owner. The City's buildings not only
provide office space in which to conduct busi -ness, but are also
utilized as public meeting and recreation facilities. Large
groups of people u.se the Civic Theater for meeting's and
performances. The Community Center and Senior Center are used at
various times of the day and night for recreation activities and
for private group functions. Because of these public uses, the
need for custodial services other than just jan- itorial is
evident. Those services include building security, on- the -spot
facility repair, the supply of paper products, and other
assistance as needed.
In analyzing the Senior Center . additon and the activities we
understand will take place there, we have determined that a
minimum of 20 to 25 hours per week will be required to keep that
facility clean. This assumes that the clean -up of the kitchen
work areas is done by the kitchen staff and the janitorial
requirements of the kitchen are confined to the floors and other
standard miscellaneous cleaning.
ANALYSIS
In order to react to this added use and to improve the quality of
custodial services provided to the City's buildings, we have
investigated several methods of dealing with our building
custodial shortcomings. The options we see are:
1. Maintain .status quo
2. Add to full -time custodial staff
3. Increase hours worked by existing part -time helpers or add
part -time helpers
4. Supplement or replace the current custodial staff with
contracted private janitors

Maintain. Status._Quo - As stated earlier, with the increases
both in physical dimensions and in use of the facilities, the
quality of custodial care will continue to decline. In the
current state, we receive numerous complaints on the cleanliness
of some of our buildings'. With the addition to the Senior Center
and the high intensity use it will receive, 'I do not believe this
to be a viable option.
Add_ to, Full-Time Custodial Staff The beginning salary of a
Building Maintenance Custodian is approximately $1500 per month.
Fringe Benefits of about $500 per month bring the hard cost of
this position to around $2000 a month. If we added a full -time
position and at the same time cut out the two part -time helpers
the net increase to the City would be about $1300 monthly. Both
direct and indirect overhead will also be increased if this
option were chosen.

Time .Helpers In evaluating our needs it appears that an
alit onal 100 hours per 'month will be needed to care for the
Senior Center addition. A portion of these hours could be added
to one of the current helper's time. However, P.E.R.S. limits
the use of part -time employees to 20 hours per week. At $5 per
hour, the City's direct cost would be $500 per month. Very
little overhead cost would be attributed to this alternative. In
the past, we have found it difficult to find dependable workers
to fill our Custodial Helper positions.
Supplement.or_Re lace t'he Current Custodial Staff With.Contracted
Frivate_Janitors - Because our custodial staff has more than
3anitorial responsibilities, it would be di:fficu,lt to replace
them with private contracts.. The two full -time workers are long -
time, employees who know the responsibilities of their jobs.
However, improvements can be made in their job assignments which
would give the City more flexibility and better coverage of the
Civic Center complex. The night -time cleaning of the offices at
City Hall could be handled by a private janitorial contractor.
We have obtained two proposals for that work. The low bid,
submitted by Pioneer Building Maintenance Company, is $539 per
month for the complete service (see attached). Contracting out
for the cleaning of City Hall. offices while retaining our two
full -time custodians would allow us to .reduce the hours of our
part -time workers by as much as 2.0 hours per month, which amounts
to about $100. With that reduction, the net cost to the City
will be less than $450 per month. If we started this contract on
December 1, 1987, the total impact to this year's budget would be
about $3200, and about $5400 for Fiscal Year 1988 -89.

SUBJECT: Resolution Declaring Weeds Growing on Certain Described Property
to be a Public Nuisance
Recomended Motion:
Adopt resolution declaring weeds growing on certain described property to be a
public nuisance.
Report Summary:
The attached resolution represents the first step in Saratoga's annual weed
abatement program administered by the County Building Official. The County has
determined that 431 parcels in Saratoga this year have excessive weed growth
which is a fire hazard or otherwise noxious or dangerous. The Council should
pass the resolution setting the public hearing for weed abatement -- December 16
this year. The County then sends the owners of the 431 parcels notices
informing them that the weeds must be abated, either by the owners or by the
County; when County abatement will commence; and how they may present any
objections at the public hearing. The public hearing is noticed in the
newspapers as well. After the public hearing, the Council passes another
resolution ordering abatement on properties whose owners did not object or
whose objections the Coucil felt were invalid. The final steps take place next
summer, when the County presents the Council with a list of properties whose
abatement bills have not been paid, and the Council, after hearing any
objections, passes a resolution declaring liens on those properties. These
procedures are the same as those followed for the last several years.
Fiscal Impacts:
None to City. County recovers its costs from administrative portion of fee
charged to property owners.

Recommended Motion:
Adopt Resolution Abandoning a portion of the Public Service Easement at the
rear of 15365 Hume Drive (APN 510 -52- 004 ).
Repoft Summary:
David B. Zulim, Civil Engineer, on behalf of his client Mr. David Drennan has
requested that a portion of the Public Service Easement at the rear of 15365 Hume Drive
be abandoned in order to construct a pool house /pool. Along with this request were
letters from all concerned utility companies; Title Report; Legal Description; and Map'."
None of•the concerned utility companies have any objection to this proposed abandonment,
as they do not have any facility within the portion to be abandoned.

PUBLIC UTILITY EASEMENT
WHEREAS, it appearing that the hereinafter described portion of a
public utility easement is no longer necessary for the purpose intended
and has not been in use for the past twelve (12) months, and the City Council
of the City of Saratoga being so advised and good cause appearing,
NOW, THEREFORE, BE IT RESOLVED that the hereinafter described portion
of easement be and the same is hereby abandoned.Said portion so abandoned
as above referred to is described as follows:
A portion of the public service easement within Lot 4 as shown
on the Map of Tract No. 5023, which map was recorded in Book
304 of Maps at Pages 45 and 46, Santa Clara County Records,
said public service easement lying entirely within the City
