Safety Establishes a policy framework Element for new development and redevelopment within the City that addresses natural and man -made hazards. 2 -3 years This document is the playbook used (typical) during a disaster/ emergency situation. 5 years Voluntary plan that is developed within a jurisdiction to pursue additional mitigation grant funding from FEMA. 10 -20 years Typically sets the long -term vision for the City. 2/20/2013 2 2/20/2013 Safety Element Update Process ■ RBF met with City Department personnel on July 13, 2012 ■ Conducted interviews with following Departments: • Community Development • Building and Safety • Public Works • Santa Clara County Fire Department • Santa Clara County Office of Emergency Services • Santa Clara County Sherriff's Department Safety Element Update Process ■ Collected additional data & relevant plans ■ Reviewed existing regulations ■ Updated mapping ■ Prepared draft element for City staff review In concert with this process Cotton Shires and Associates was hired to update the City's Groundmovement Potential Map (D Safety Element Update Process (Planning Commission Feedback) Planning Commission Study Session Jan 8, 2013. ■ Received feedback from Commissioners, Planning Department staff, and Fire Department Staff ■ Overall readability of maps and text ■ Emergency service locations and evacuation routes Planning Commission Public Hearing Jan 23, 2013. • Received feedback from Planning Commissioners on minor grammatical revisions to text. • Did not receive any public input or feedback. ° b• Safety Element Update Process (City Council Feedback) City Council Study Session Feb 4, 2013. ■ Received feedback from Councilmembers, Planning Department staff, and Fire Department Staff • Concerns regarding fuel load management and maintenance within hillside areas of the City. • Discussion regarding the Santa Clara County FireSafe Council and the need for a regional effort on fire prevention, preparedness, and response. ■ Concerns regarding evacuation routes throughout the City and the inclusion of a new route along Norton Road. 0 Element Organization ■ Purpose of the Safety Element ■ Hazard Identification Example: Seismic Hazards • Primary Seismic Hazards (Fault Rupture, Seismic Shaking) • Secondary Seismic Hazards (Liquefaction, Landslides) • Regulatory Framework (Alquist- Priolo Earthquake Fault Zoning Act, Seismic Hazard Mapping Act) • Goals, Policies, and Implementation Programs Primary objective - streamlined, relevant, and easy to read document for users and easy for City staff to enforce n4ow Local Geology Context: ■Location and extent of the types of geologic units located within the City. ■Areas of bedrock typically are steeper in topography and less stable, potentially requiring special studies, to determine constructability. 2/20/2013 •SARA TA f� T*:,,.A Failum Im,MaUan Areas 2/20/2013 E. -d i r'� . . . . . . . . . . . . . . . . . :: FFMA Fk,e;tl'= Fire Hazard Zones 2/20/2013 Wei Evacuation Routes Context: ■Identification of the emergency evacuation routes within the City along with recommended route directions and potential bridges that may inhibit evacuation efforts. ■Ability to utilize this information in emergency response and operations planning and exercises. Integrates with the Emergency Operations Plan. Goals and Policies Update ■ Review existing goals, policies, and implementation measures.
