Subject: Review of Parking and Pedestrian Access at Marshall Lane Elementary School,
Saratoga, California

INTRODUCTION
In response to a request from the City of Saratoga's City Council (February 1S, 2012), Fehr & Peers
has completed a comprehensive evaluation of traffic concerns for the roadway network
immediately surrounding Marshall Lane Elementary School in Saratoga, California. The intent of
this evaluation is to provide a comprehensive assessment of circulation around the school and to
avoid future piecemeal improvements that could have secondary impacts on the neighborhood
and circulation. This memorandum addresses traffic, pedestrian, and parking concerns on Sobey
Road, Old Woods Road, Evans Lane, Marshall Lane, and Marilyn Lane and includes
recommendations to improve traffic and pedestrian flows around the school.
CONTEXT AND BACKGROUND
Marshall Lane Elementary School is within the Campbell Unified School District but physically
located in the City of Saratoga. Marshall Lane students generally travel from neighborhoods east
(City of Saratoga) and west (City of Campbell) of Quito Road between McCoy Road and Twin
Creeks Road.
The school has two driveways that parents and guardians can use to drop- off /pick -up their
students. The driveways can be accessed by Marilyn Lane from the north and Sobey Road from
the south. A third pedestrian -only entrance is located on Sobey Road across from Old Woods

Road. Vehicles pull into Old Woods Road to drop off or pick up students, who then use a
crosswalk to enter or exit the gated entrance.
Pedestrian access via a designated sidewalk or pathway around the school is provided on the
north side of Sobey Road, on the south side of Marshall Lane, and on the east side of Marilyn
Lane. Standard painted crosswalks, consisting of two parallel yellow lines, are provided on the
west leg of the Old Woods Road /Sobey Road intersection, and on the north leg of the Sobey
Road /school driveway intersection. High visibility crosswalks, consisting of two parallel yellow
lines with horizontal yellow stripes, are provided on the east leg of the Marilyn Lane /Marshall
Lane intersection and on the west leg of the Marshall Lane /Quito Road intersection.
Parking restrictions are in place on the streets adjacent to the school to encourage parents to use
the designated on -site drop- off /pick -up locations and to minimize impacts on the surrounding
neighborhoods. Parking is prohibited at all times on the entire Sobey Road school frontage, as
well as on Marilyn Lane between Marshall Lane and Ravenwood Drive. Parking is also prohibited
from 8:00 am to 4:00 pm, Monday thru Friday when school is in session on the west side of
Marilyn Lane south of Marshall Lane, the south side of Marshall Lane, and on both sides of Old
Woods Road and Evans Lane for the first 300 feet south of Sobey Road.
Over the years, several improvements have been made to address traffic concerns. These
improvements were generally implemented incrementally in response to neighborhood concerns
and include, but are not limited to:
1) Parking restrictions during school hours on Marshall Lane, Evans Lane, Old Woods Road,
and Marilyn Lane
2) Installation of a stop sign and stop bar on Marshall Lane at the Marilyn Lane intersection.
3) Speed reduction from 30 mph to 25 mph on Sobey Road from Quito Road to Ten Acres
Road
Existing crosswalks, sidewalks, and on- street parking restriction are shown on Figure 1.
ANALYSIS AND METHODOLOGY
For the comprehensive circulation evaluation, detailed field observations were conducted on
Wednesday, May 2, 2012 during the school's morning peak hour (7:45 am to 8:45 am) and

afternoon peak hour (1:00 pm to 2:00 pm). School starts at 8:20 am and dismissal is at 1:35 pm.
Pedestrian behavior was observed on the sidewalks and at the crosswalks, and vehicular traffic
was observed entering and exiting the north and south driveways, including parents who parked
on adjacent streets to walk their children to and from school grounds. Photos from the field
observations are shown in Figure 2.
Though congested during the peak drop- off /pick -up times, overall vehicle and pedestrian
circulation was observed to be adequate with some minor areas for improvements. In some cases,
parents and guardians prefer to park their vehicles off - campus and walk their students to and
from the school site. While the existing parking restrictions on the neighborhood streets force
some of these vehicles to park further away from the school, this circulation was not observed to
create secondary impacts. The areas for improvement are identified below.
OBSERVATIONS AND RECOMMENDATIONS
The following section identifies summarizes the circulation issues that were observed during field
observations along with accompanying opportunities and recommended improvements.
1. Issue: Sight distance is impaired by overgrown hedges and trees at the northeast corner
of Marshall Lane and Marilyn Lane. Photo 4 on Figure 2 shows the overgrown trees.
Vehicles traveling west on Marshall Lane have difficulty seeing pedestrians traveling
southbound towards the school on the sidewalk on the east side of Marilyn Lane.
Recommendation: Trimming the hedges and trees at the northeast corner will help
improve visibility of oncoming pedestrian and vehicle traffic.
2. Issue: During afternoon pick -up times, vehicles traveling westbound on Marshall Lane
frequently block the crosswalk as they wait to turn into the southbound traffic lane on
Marilyn Lane that queues from the school. Blocking the crosswalk creates a hazard for
pedestrians, who must weave between the vehicles to cross the street. It is also illegal.
Recommendation: A sign should be installed at the crosswalk that reads: Do Not Block
Crosswalk.
3. Issue: Vehicles do not yield to pedestrians at the crosswalk on Sobey Road and Old
Woods Road. A standard crosswalk guides pedestrian across from Old Woods Road to a
school entrance on Sobey Road. Photo 10 on Figure 2 shows students using the

entrance at the crosswalk. Recommendation: Install an enhanced - visibility crosswalk to
warn drivers approaching the crosswalk. High visibility crosswalks include the following:
a. High visibility crosswalk with parallel yellow lines and horizontal stripes, similar to
the crosswalk at Marshall Lane and Marilyn Lane.
b. A line of painted triangles, also called "sharks teeth," is a road surface marking
that warns drivers to yield to pedestrian traffic. Sharks teeth should be added to
the east and westbound travel lanes.
c. School zone pedestrian crossing signs help alert drivers to look for crossing
students. These signs should be installed next to the crosswalk.
d. A flashing beacon can be used to alert drivers of pedestrian traffic. This
recommendation is optional. If installed, the beacon should be used during
morning and afternoon peak hours during the school year.
4. Issue: Drivers were observed parking in the first 100 feet of the west side of Old Woods
Road to drop off students, then performing a U -Turn on Old Woods Road to exit onto
Sobey Road. This resulted in frequent U -turns occurring very close to the Old Woods
Road /Sobey Road intersection.
Recommendation: Consider prohibiting stopping on the southwest corner of Old Woods
Road /Sobey Road. This will encourage drivers to stop further up Old Woods Road and
avoid U -turns so close to the Sobey Road intersection.
With the improvements identified above, the circulation around Marshall Lane school is adequate
for the current pedestrian, bicycle, and vehicle demands, and no additional improvements should
be needed provided student enrollment remains at or below the current level.
