1. Routine Organization
a. Roll Call—

b. Review of minutes - Conrado/Shah moved to approve the HPC Minutes for the
February 11, 2014 Meeting.Motion Passed. Ayes: Conrado, Marchetti,Nugent, Schuck,
Shah, Stransky. Noes: None.Absent: Cappello.Abstain: None
c. Posting of Agenda—Pursuant to Government Code Section 54954.2, the agenda was
properly posted on March 6, 2014.
d. Oral Communication—None.
e. HPC direction to staff regarding non-agendized oral communications - None.

3. Old Business
a. Environmental Impact Report (EIR) Process — The Community Development Director
gave a general overview of the EIR process. The HPC will make a recommendation on
what they would like to be considered in the EIR at the April 8th HPC meeting.
b. HPC Budget FY2014-2015—The HPC directed staff to draft a memo to the City Council
asking for additional funding for FY2014-2015. If the Council does not approve the full
amount, the HPC would like the Council to consider the request by line item. The first
request would include additional money for training. Training could include off-site
training ($250), two video-taped sessions with April Halberstadt ($1,500), and 4 to 6
webinars ($250). The training could also be attended by other Commissions, Council
members, city staff, and Museum Board members. The second request is for
reconnaissance survey level Building, Structure, and Object (BSO) records for properties
that have recently been added to the Heritage Resource Inventory without a survey. The
third request is for intensive level DPRs for five properties that would be added to the
Landmark List. The existing DPRs were based on information gathered by the HPC in the
1980s. Intensive surveys use the National Register criteria and must be conducted or
confirmed by an appropriately qualified professional. Conrado/Marchetti moved to request
$2,000 for training, $4,000 for survey level BSO records, and $6,000 for intensive level
DPRs. Motion Passed. Ayes: Conrado, Marchetti, Nugent, Schuck, Shah, Stransky. Noes:
None.Absent: Cappello.Abstain: None
c. Landmark List— The HPC assigned individual members to review eleven properties for
possible inclusion on the Landmark List, narrowing the list down to five for the year. The
respective Commissioner will send a self-addressed letter to the property owner:
Cappello: Fair Oaks
Conrado: Rancho Bella Vista
Marchetti: Hakone Gardens/ Sam Cloud Hay& Feed Warehouse
Nugent: Cloud-Smith Building/Novakovich Ranch
Schuck: Green Store Building
Shah: Kerr Building/Hogg Building/and/Hutchinson Building
Stransky: Lundblad's Lodge/Paul Masson Lodge
d. Heritage Tree Inventory—The following update was provided by each Commissioner:
Cappello: provided an email from the Cemetery district indicating acceptance of
adding the trees to the inventory. Capello to follow up with Kate and the owner.
Cindy to schedule the Council meeting once reviewed by Kate.
Conrado: The owner accepted the addition of the Ravenwood tree to the inventory.
Cindy to schedule the Council meeting once reviewed by Kate.
Marchetti: Still reviewing the Blaney Pine and the District Office Oak. Add the
"Aloha" Oak. The Blaney Valley Oak and Kevin Moran grove were removed from
the list due to not meeting the criteria.
Nugent: The owner accepted the addition of the Farwell Oak tree to the inventory.
Nugent to follow up with Kate. Cindy to schedule the Council meeting once
reviewed by Kate.
Schuck: Notified by Jill Hunter that the owner passed away and there is no one
available to accept the addition of the Donna Lane tree to the inventory.
Shah: Notified by Jill Hunter that the Douglas oak tree has been removed.
Shah: Will review trees suggested by Jill Hunter(Susie's Garden, Redwood School
"dawn Chinese redwood"
Stransky: Will review Hakone trees suggested by Peter Marra.
e. Heritage Inventory Update.
i. 20365 Williams Avenue — Commissioner Marchetti/Conrado moved to name this
resource the "Williams Avenue House". Motion Passed. Ayes: Conrado, Marchetti,
Nugent, Schuck, Shah, Stransky. Noes: None.Absent: Cappello.Abstain: None
ii. 20200 Mendelsohn Lane - Commissioner Shah/Nugent moved to name this
resource the "Mendelsohn Lane House". Motion Passed. Ayes: Conrado, Marchetti,
Nugent, Schuck, Shah, Stransky.Noes: None.Absent: Cappello.Abstain:None
4. Action Items for Discussion/Update:
a. Commission Appreciation Dinner — The Vice chair announced the upcoming
Commission Appreciation Dinner on April 30th from 6:00 to 8:30pm at the Foothill Club.
The formal invitation will come at a later date.
b. Commissioner Schuck to color code map of properties on Big Basin Way.
Commissioner Schuck showed the HPC the progress to date. He is working on adding
missing addresses.
c. Staff to draft letter to property owners of heritage inventory properties. The HPC
approved the draft letters with the addition of a link to the Heritage Resource Inventory.
Motion Passed. Ayes: Conrado, Marchetti, Nugent, Schuck, Shah, Stransky. Noes: None.

d. Staff to update HPC on status of 14521 Big Basin Way — Grover House (1895) —
Staff gave a brief summary of an application submitted on February 26th for an addition
to the structure. The application will be reviewed by the HPC in an upcoming meeting.
e. HPC training — Some HPC members expressed an interest in the upcoming Webinar on
the Mills Act on March 25th from Noon to 1:30pm. The HPC also indicated a desire to
invite other City Commissions and Council members to future trainings.
5. Commissioner Comments
a. Commissioner Marchetti would like to add an agenda item to the April meeting regarding
HPC badges and business cards.Request Passed. Ayes: Conrado, Marchetti,Nugent,

b. Commissioner Nugent would like to agendize consideration to add the "Commander John
Sisson Graham"House at 14474 Oak Place to the Inventory. The house was designed by
Julia Morgan.Request Passed. Ayes: Conrado, Marchetti,Nugent, Schuck, Shah,
Stransky. Noes: None.Absent: Cappello.Abstain: None
c. Commissioner Shah would like to agendize consideration to add 21170 Big Basin Way to
the Inventory.Request Passed. Ayes: Conrado, Marchetti,Nugent, Schuck, Shah,
