Type: Regular Meeting Place: City Hall/Administrative Conference Room- 13777 Fruitvale Avenue 1. Routine Organization a. Roll Call— i. Present: Cappello, Conrado, Marchetti,Nugent, Schuck, Shah, Stransky ii. Absent: none b. Review of minutes - Stransky/Marchetti moved to approve the HPC Minutes for the March 11, 2014 Meeting. Motion Passed. Ayes: Conrado, Marchetti,Nugent, Schuck, Stransky. Noes: None.Absent: Shah.Abstain: Cappello c. Posting of Agenda—Pursuant to Government Code Section 54954.2, the agenda was properly posted on April 4, 2014. d. Oral Communication— i. April Halberstadt sent an email requesting the Thomas Kincaid house be considered for the inventory. The HPC did not recommend the item be agendized because the house is not in the city of Saratoga. ii. Maryellen Stamos sent an email to the City notifying the HPC of the proposed work at 13361 Argonne Drive. The notification was informational only because the property, which is on the inventory, is not a historic landmark or on a heritage lane. e. HPC direction to staff regarding non-agendized oral communications -None. 2. Communications from Staff— a. Arbor Day — Brian Babcock gave an overview of the upcoming festivities. Commissioner Marchetti said she would check her schedule to see if she was available to host a HPC table at the event. The table could include applications and pictures of heritage trees. Commissioner Nugent indicated she would invite West Valley College to the event. Staff indicated she would invite the newest heritage tree owners to the event. 3. New Business— a. Environmental Impact Report (EIR) Scoping Meeting Recommendation — The HPC discussed their recommendations for the Sebastian's Mixed-Use project EIR. The HPC requested that the EIR include a full Historic Study and evaluation of the John Henry House, with the following components: 1) research who lived in the house, when did they live there, where did they work, and what did they contribute to the community; 2) research the significance of the architectural style of the structure; 3) research when was the structure built; 4) research what would be the impact to the historical setting of Big Basin Way if the structure is relocated; and 5) research if the structure (or part of the structure)be saved and/or moved, given its current condition. b. Heritage Tree Recommendations to City Council — The recommendation to add the trees at 14790 Butano Terrace and 18490 Ravenwood Drive to the Heritage Tree Inventory will be reviewed by the City Council on April 16th in time for Arbor Day. c. 14474 Oak Place — The item to consider the "Commander John Sisson Graham House" as a Heritage Resource was continued to the upcoming May 2014 HPC meeting. The home, designed by Julia Morgan, is listed in Sara Holmes Boutelle's book. More information is needed for the survey/DPR. d. 21170 Big Basin Way — The item to consider adding this property to the Heritage Resource Inventory was continued to the upcoming May 2014 HPC meeting. More information is needed for the survey/DPR. e. Mills Act Webinar—The March 25th Mills Act webinar was attended by Alex, Annette, Paul, Paula, Rina, and Cindy. C HPC Badges and Business Cards—This item, requested by Commissioner Marchetti, to purchase HPC badges and business cards, was continued to the May 2014 meeting to allow Commissioner Marchetti to get prices. 4. Old Business a. HPC Budget update —The Finance Committee reviewed the HPC budget request for next fiscal year and moved to consider the request in an upcoming budget study session. b. Landmark List workplan — Once the draft letter has been finalized, each commissioner will send the respective homeowner the letter (signed by the Chair), inviting them to learn more about landmark status and the Mills Act program. Commissioner Stransky sent a letter to the owners of the Lundblad's Lodge and the owners of the Paul Masson Lodge. The city received a letter from the owner of the Lundblad's Lodge requesting removal of consideration for landmark status. City staff also spoke with the owner of the Paul Masson Lodge -who is still considering the request. c. Heritage Tree Inventory workplan — The trees at 14790 Butano Terrace and 18490 Ravenwood Drive will be considered for the Heritage Tree Inventory by the City Council at their April 16th Meeting. 5. Action Items for Discussion/Update: a. Grover House — This application will be reviewed by city departments and outside agencies for completeness prior to being scheduled for HPC review. b.
