MINUTES

Place: City Hall/Administrative Conference Room- 13777 Fruitvale Avenue
1. Routine Organization
a. Roll Call.
i. Present: Cappello, Conrado, Marchetti, Schuck, Shah, Stransky
ii. Absent: Nugent(excused)
b. Review of minutes. Conrado/ Stransky moved to approve the HPC Minutes for the June
10, 2014 Meeting. Motion Passed. Ayes: Cappello, Conrado, Marchetti, Schuck,
Stransky. Noes: None. Absent: Nugent. Abstain: Shah.
c. Posting of Agenda—Pursuant to Government Code Section 54954.2, the agenda was
properly posted on July 2, 2014.
d. Non-Agendized Communications—Mary-Lynne Bernald announced the upcoming
Relay for Life event, inviting the HPC and the general public. Mrs. Bernald also asked if
anyone from the HPC would like to help with the fundraising table at the event.
e. HPC direction to staff regarding non-agendized communications—none.
2. New Business—
a. 13631 Saratoga Avenue. The HPC conducted a site visit and discussed the St. Andrews
Parish & School application to move an existing portable classroom to an adjacent
location. The Commission indicated that they were happy to see it moved further away
from Saratoga Avenue, a Heritage Lane. Conrado/Marchetti moved to approve the
application, as proposed. Motion Passed. Ayes: Cappello, Conrado, Marchetti, Schuck,
Shah, Stransky. Noes: None. Absent: Nugent. Abstain: None.
3. Old Business
a. 14521 Big Basin Way — The Grover House. Following an overview by staff planner,
Michael Fossati, the Commission discussed the project. The discussion included a request
to use the same wood siding type as the original building and relocate the existing
heritage resource plaque to the new Grover House, once restored. Some members of the
Commission also felt that the proposed metal roof was not in keeping with the historic
character of the Grover House and would not meet the Secretary of Interior Standards and
Guidelines. The applicant indicated that the metal roof would be similar in style to the
recently approved restoration of the Sam Cloud Hay&Feed Warehouse.

Cappello/Conrado moved to approve the project as proposed. Motion failed to get a
majority vote. Ayes: Cappello, Conrado, Schuck. Noes: Marchetti, Shah, Stransky
Absent: Nugent. Abstain: None.
Shah/Marchetti moved to approve the project with the condition that the proposed roof
materials should be changed to be of natural materials similar to the existing roof and be
consistent with the Secretary of Interior Standards. Motion failed to get a majority vote.
Ayes: Marchetti, Shah, Stransky.
Noes: Cappello, Conrado, Schuck Absent: Nugent. Abstain: None.
b. Heritage Tree Inventory workplan — The Commissioners are continuing to work with
homeowners to get the needed information on the application forms.
c. Landmark List workplan — The 2014 workplan calls for designating five homes as
landmarks. Four letters requesting homeowners to consider landmark status for their
homes have been sent. One homeowner has denied landmark status and one is
considering it. There was no known response yet from the other two homeowners at the
time of the meeting. The remaining seven letters will be sent out before the August 12ffi
HPC meeting.
d. Big Basin Way workplan. Commissioner Shah presented pictures of buildings fronting
Big Basin Way. Commissioner Shah will send the written list of addresses to staff to
forward to the HPC and Staff will create an electronic dropbox for the digital photos. The
HPC will decide at a future meeting which buildings on Big Basin Way should be added
to the Inventory.
e. 14474 Oak Place — This item will be agendized under action items until the HPC is able
to review a completed heritage resource designation form.
f. 21170 Big Basin Way—This item will be agendized under action items until the HPC is
able to review a completed heritage resource designation form.
4. Action Items for Discussion/Update (No staff memo):
a. HPC Training—This action item will be removed due to no available instructor.
b. Old Grandview Ranch. An update of this action item was continued until the August 12,
2014 meeting.
c. Election of New Chair. The Commission asked to have this item placed on the August
12, 2014 agenda for discussion of the annual term and election.
