1. Routine Organization
a. Roll Call
i. Present: Cappello, Conrado, Marchetti, Marra,Nugent, Schuck, Shah

b. Review of minutes. Conrado/Marra moved to approve the HPC Minutes for the
November 12, 2013 Meeting.Motion Passed. Ayes: Cappello, Conrado, Marra,Nugent,
Schuck, Shah.Noes: None.Absent: None Abstain: Marchetti
c. Oral Communication -None.
d. HPC direction to staff regarding non-agendized oral communications -None
2. New Business
a. Joint meeting with City Council—The HPC discussed the upcoming (January 15th)joint
meeting with the City Council. The HPC would prefer to have more time with the Council
but the hour long meeting will be split with the Historical Foundation. The Chair will
prepare a brief report card of goals accomplished in 2013 and new goals for 2014. The
report card should include community engagement (e.g., newsletter and Saratoga News
articles), the Hakone Gardens National Registrar Listing, collaboration with West Valley
College, properties added to the Inventory/Landmark/Mills Act List, Heritage Trees added
to the inventory, improvement of access to information on the City's website, and
involvement with the Quarry Master Plan. Goals for 2014 could include moving homes
from the inventory to the Landmark List, increasing the Heritage Tree Inventory, and
continuing to be involved with the Quarry Master Plan. Other ideas included making the
Village a "Point of Interest", applying for grants, and working with the Library
Commission. HPC member Nugent would like to request a budget from the City for
miscellaneous projects (e.g., updating/producing DPRs).
3. Old Business
a. Training Recap — The HPC expressed appreciation for the November 19th training by
April Halberstadt. The HPC is looking forward to scheduling the second-half of the
training in 2014. Training is required between October 1st and September 30th of each
year. It is a Certified Local Government (CLG) requirement that "all commissioners and
staff to the commission attend at least one training program relevant to [the] commission
each year. [But] It is up to the CLG to determine the relevancy of the training." There is
no specified time requirement.
b. Heritage Trees — Each HPC member will send a copy of the signed letter to their
respective heritage tree homeowners acknowledging HPC interest in adding their tree(s)
to the Heritage Tree Inventory. The letter should include self-addressed envelopes to
make it easier for homeowners to send back the application. The HPC member assigned
to West Valley College will send a letter to the college to follow up on previous
discussions to preserve trees on the college and to add trees to the Heritage Tree
Inventory.
4. Action Items for Discussion/Update:
a. Staff to get more information on 21170 Big Basin Way — The Chair and Vice Chair
met the owner's daughter (Carol) at a Quarry Master Plan meeting and would like more
information about the house. Carol expressed an interest in protecting her parents house.
Carol would invite the commissioners to tour the house in the future.
b. Research method needed to acquire missing DPR data (i.e., original property owner
name.)
c. Staff to update HPC on status of Hakone Sign — The Hakone sign application will go
before the Planning Commission in January. Material samples were presented.
d. Staff to draft a letter to Heritage tree applicants — The HPC requested that dual
electronic signatures (Chair and staff)be added to the letter.
