HERITAGE PRESERVATION COMMISSION
MINUTES
Date: Tuesday, February 12, 2013 / 8:30 A.M.
Type: Regular Meeting — Please meet in the parking lot in front of City Hall
at 8:30 A.M. Staff will provide transportation to the site visit under
New Business and reconvene in the Administration Conference
Room by approximately 9:15 A.M.
Place: Administrative Conference Room — 13777 Fruitvale Avenue
1. Routine Organization
A. Roll Call
Present: Cappello, Conrado, Marchetti, Marra, Nugent, Shah
Staff.• Christopher Riordan, Cindy McCormick
B. Review of minutes from January 8, 2013 meeting. Approved 6-0
C. Posting of Agenda — Pursuant to Government Code Section 54954.2, the
agenda was properly posted on February 7, 2013. Senior Planner
Christopher Riordan announced the posting of the agenda.
D. Oral & Written Communication - Any member of the public may address the
Commission about any matter not on the agenda for this meeting for up to
three minutes. Commissioners may not comment on the matter but may
choose to place the topic on a future agenda. Rick Hollis from West Valley
College spoke about creating a heritage oak preserve on the college
property. He would like fences around the oak trees to protect them and
asked if the College needed approval from the City of Saratoga to
remove a tree.
E. Oral Communications —Instruction to staff regarding actions on current Oral
Communications. The Commission discussed the comments from Rick
Hollis and possible jurisdictional issues as they may relate to the City's
authority over the trees at West Valley College. The Commission
requested that a discussion of the jurisdictional issues be added as an
agenda item for the March meeting. The Commission requested that
Rick Hollis prepare a map of the tree locations and return to the
Commission at later meeting.
2. New Business
A. Designate New Chair. Commissioner Conrado nominated as Chair for
2013—Approved 6-0
B. Site Visit at 21000 Big Basin Way (Hakone Estate & Gardens) - Review
Two Proposed Monument Signs for Hakone Estate & Gardens that will
replace the existing monument sign located on Big Basin Way. Site Visit
Completed— The Commission provided the following comments to the
applicant: Consider one double sided sign instead of two signs,
explore two signs in a triangle that are closer together, modify the
color of the sign to reduce the contrast with the surroundings, the
blank back of the signs should not be visible. Continued to the March
12, 2013 meeting - 6-0.
C. Review Heritage Tree Applications
• Ginkgo Biloba — 19802 Merribrook Lane. Commission Discussed.
Approved 6-0
• Valley Oak — 19616 Farwell Avenue Commission Discussed.
Approved 6-0
D. Discuss and Review the January 16, 2013 Joint Meeting held with the City
Council and the Saratoga Historical Foundation. Commission Discussed
3. Commissioner Comments - The Commission discussed the need for a plaque
for Hakone Gardens indicating that the property was listed on the
Register of Historic Places and that the plaque should read "Hakone
Historic District".
4. Adjournment — Meeting adjourned at 9:41 a.m.
