Type: Regular Meeting Place: City Hall/Administrative Conference Room- 13777 Fruitvale Avenue 1. Routine Organization a. Roll Call i. Present: Cappello, Conrado, Marchetti, Marra, Nugent, Schuck, ii. Absent: Shah iii. Staff. Cindy McCormick b. Review of minutes from June 11, 2013 meeting.Approved 4-0 (1 absent, 2 abstained) c. Oral Communication -Any member of the public may address the Commission about any matter not on the agenda for this meeting for up to three minutes. Chair Cappello received correspondence from Ann Waltonsmith, inviting the HPC members to a BBQ in October for the Historical Foundation, The BBQ will require a paid ticket. d. HPC direction to staff regarding non-agendized oral communications - Commissioners may not comment on the matter but may choose to place the topic on a future agenda. None 2. New Business a. John Henry House. Vice Chair Nugent received correspondence regarding the recent sale and potential demolition of the home at 14630 Big Basin Way. It is currently listed on the Heritage Resource Inventory. Vice Chair Nugent indicated that Mayor .Till Hunter urged it be saved from demolition or moved to another location. Vice Chair Nugent indicated that the Historical Park does not have room for it (as suggested by Mayor Hunter) and that the condition of the structure may make it difficult to be moved. The HPC asked for clarification on whether structures on the Inventory could be demolished without HPC input. The HPC also wanted staff to check to see if a demo permit was applied for. If the home is demolished, the HPC would like to see it deconstructed and salvaged by a salvage company. b. Quarry Park Project Liaison. The project manager from The Planning Center DC&C has requested that HPC commissioner Alexandra Nugent represent the HPC as a liaison for the historic elements of the Quarry Park. The HPC requested the project manager submit a formal request to the HPC to nominate a liaison. Vice Chair Nugent indicated the Quarry management might want advice on what to do with the older structures on the site. The HPC would like to agendize the Quarry for consideration on the Heritage Resource Inventory with the understanding that it would need to meet at least one criteria to be on the list. The HPC would also like to be made aware of any plans for demolishing structures on the property and would also like an update on the current status of the Quarry project. Staff will schedule an update for the next meeting. c. Saratoga Historical Foundation newsletter. Vice Chair Nugent has been asked for background information on the HPC for an upcoming newsletter article. Commissioner Conrado volunteered to be the contact person for the newsletter. The HPC would like the newsletter to discuss the Mills Act, Designated Landmarks, and the National Register. d. HPC Training. Vice Chair Nugent is researching several options for the Commission's annual training but has not received much response. The HPC felt that a video would probably be the best option due to Commissioner's schedules. Vice Chair Nugent will get more information on videos. Staff will correspond with April Halberstadt on presenting information about researching the history of heritage resources. 3. Old Business a. Heritage Inventory Update. Review photos taken by Commissioners and discuss the architectural styles of five homes added to the Heritage Resource Inventory (no staff report). i. 19908 Bella Vista - Guest house of Blaney Estate. Circa 1917. Style: "Early California"Name: "Blaney Carriage Hose" ii. 13685 Saratoga Vista Avenue—no research presented iii. 13764 Saratoga Vista Avenue-no research presented iv. 13514 Hammons Avenue — Home has been added on to/modified. 1951. Style: "California Adobe"Name: "Hammons Adobe" v. 20365 Williams Avenue — not sure of year or name of builder. Style: Craftsman Name: TBD vi. 20200 Mendelsohn Lane-Style: "Spanish Revival" b. Heritage Inventory Update — The Commission determined that no changes are needed on the Heritage Resource application form. c. Heritage Tree Inventory Process. The HPC would like the City Arborist to attend a scheduled HPC meeting to discuss any proposed heritage tree that does not meet one or more criteria set forth in the City Council resolution. The HPC would like to come to the City Council with a unified recommendation with the City Arborist. 4. Action Items Update a. Staff: The HPC asked staff for clarification on whether structures on the Inventory could be demolished without HPC input. b. Staff: The HPC asked staff to check to see if a demo permit was applied for the John Henry House (not as of July 12). c. Staff: The HPC asked staff to clarify the requirements for Mills Act structures, including any required inspection schedule, number of designations allowed per year, and the overall process for designation. (see staff report) d. Staff: The HPC asked staff to correspond with April Halberstadt on presenting information about researching the history of heritage resources. Staff will give the HPC an update at the next meeting. 5. Commissioner Comments 6. Adjournment
