SARATOGA CITY COUNCIL SPECIAL MEETING
At 5:35 p.m.,the City Council conducted applicant interviews for the Library Commission and
Parks and Recreation Commission in the Administrative Conference Room at City Hall at 13777
Fruitvale Avenue. At 6:00 p.m.,the Council held a Joint Meeting with the Youth Commission.
SARATOGA CITY COUNCIL REGULAR MEETING
Mayor Lo called the meeting to order at 7:04 p.m. and led the Pledge of Allegiance.

REPORT OF CITY CLERK ON POSTING OF AGENDA
City Clerk Crystal Bothelio reported that the agenda for the meeting was properly posted on
September 11, 2014.
COMMUNICATIONS FROM COMMISSIONS & PUBLIC
Oral Communications on Non-Agendized Items
Kathleen King, Executive Director of the Healthier Kids Foundation Santa Clara County and
former Saratoga Mayor and Council Member, invited the City Council and members of the
Saratoga community to participate in the 10'h annual Silicon Valley Turkey Trot. The race
benefits the Healthier Kids Foundation Santa Clara County, Housing Trust Silicon Valley,
Second Harvest Food Back of Santa Clara and San Mateo Counties, and the Health Trust.
Saratoga has won the Silicon Valley Turkey Trot Mayor's Cup Challenge the last few years.
Additional information about the race is online at http://svturkeytrot.com/.
Carl Guardino,president and CEO of the Silicon Valley Leadership Group, also spoke about the
Silicon Valley Turkey Trot. He shared that this is the largest turkey trot event in the United
States and over the last 9 years, it has raised $4.2 million for needy families. The goal for the
2014 Silicon Valley Turkey Trot is to raise $1 million.

Communications from Boards and Commissions
Jeremy Wang, Chair of the Saratoga Youth Commission, provided an overview of the Council's
Joint Meeting with the Youth Commission. He also shared information about upcoming Youth
Commission projects and activities, such as the Commission's Pizza and Politics forum and
Walk-One-Week program.

ANNOUNCEMENTS
Council Member Hunter provided information about Saratoga Heritage Day on October 4.
Activities will include a tour of historic homes, festivities at the Saratoga Historical Foundation
Museum,and notable characters from Saratoga's past strolling through downtown Saratoga. She
also announced Witchy Walk-A-Bout on October 25, 2014 from 1:00 p.m. to 4:00 p.m. in
Saratoga Village. Village businesses will be giving out candy and prizes to trick-or-treaters.
Council Member Cappello shared that SASCC will be holding a Health Fair on October 18, 2014
from 10:00 a.m. to 1:00 p.m. at West Valley College in partnership with El Camino Hospital.
The event is free, including parking.
Vice Mayor Miller announced that the City's Recreation Activity Guide is out and includes a
number of classes for people of all ages, including a karate class for children of different ages.
Inside the Activity Guide, residents will also find the Saratogan,the City's newsletter. It includes
an article about new City Manager James Lindsay.
Mayor Lo shared that the State of the City video has been posted on the City's website and on
YouTube. The video is a general overview of the City, including updates about the current status
of the City. She also announced that the Sheriffs Office is holding a Digital Media Safety
presentation on October 2, 2014 at 6:00 p.m. at the Joan Pisani Community Center. The
presentation will help parents understand how to keep their children safe online.

PUBLIC HEARINGS
4. Zoning Amendment to Apply a Planned-Combined(P-C) District Designation to 20400
Saratoga-Los Gatos Road at Our Lady of Fatima Villa
Recommended action:
1. Conduct a public hearing.
2. Introduce and waive the first reading of the attached ordinance to add the Planned-
Combined Zoning District(P-C) designation to an existing site at 20400 Saratoga-Los
Gatos Road.
3. Direct staff to place the ordinance on the Consent Calendar for adoption at the next regular
meeting of the City Council.
Cynthia McCormick, Planner in the Community Development Department,presented the
staff recommendation to continue the item to the October 15, 2014 Council Meeting.
Mayor Lo invited public comment on the item.

5. Historic Landmark Designation& Mills Act Agreement for 15095 Fruitvale Avenue (Fair
Oaks/Caswell House)
Recommended action:
I.Accept public testimony;
2.Introduce and waive first reading of the attached Ordinance and direct staff to place the
second reading and adoption of the Ordinance on the consent calendar for the next regular
Council meeting; and
3.Adopt the attached Resolution and direct the City Manager to enter into a Mills Act
Agreement for the property located at 15095 Fruitvale Avenue.
Christopher Riordan, Senior Planner in the Community Development Department, presented
the staff report.

RESOLUTION NO. 14-059
MILLER/HUNTER MOVED TO: DIRECT STAFF TO PLACE THE SECOND
READING AND ADOPTION OF THE ORDINANCE ON THE CONSENT
CALENDAR FOR THE NEXT REGULAR COUNCIL MEETING; AND ADOPT
THE ATTACHED RESOLUTION AND DIRECT THE CITY MANAGER TO
ENTER INTO A MILLS ACT AGREEMENT FOR THE PROPERTY LOCATED AT
15095 FRUITVALE AVENUE. MOTION PASSED. AYES: LO,MILLER, CAPPELLO,

At 7:46 p.m.,Mayor Lo invited students from Prospect High School on stage to introduce
themselves.
ADHOC & AGENCY ASSIGNMENT REPORTS
Mayor Emily Lo
Mayor Lo shared she received an email from the Japanese Consulate about hosting a traveling
cultural exhibit that will be going through the United States. The Japanese Consulate is interested

in having the exhibit hosted in Saratoga in 2015. Mayor Lo said she will be working with the
Japanese Consulate to determine if there is an opportunity for the exhibit to be hosted in
Saratoga.
Cities Association of Santa Clara County—the Cities Association along with Joint Venture
Silicon Valley and Business for Clean Energy hosted a workshop on September 17, 2014 on
Community Choice Aggregators. Mayor Lo and Administrative Analyst Brian Babcock attended
the workshop. During the presentation, information about agencies that have successfully
implemented Community Choice Aggregators was shared. Additionally, there are several cities
in Santa Clara County that are interested in creating Community Choice Aggregators.
Vice Mayor Howard Miller
Valley Transportation Authority Policy Advisory Committee (PAC)—during the last meeting,the
Executive Director spoke and provided updates on public transit near Levi Stadium and
extension of BART to the South Bay. Additionally,there was discussion on a 2016 sales tax
measure to raise funds for transit measures. The stakeholder group will be put together to
consider priorities to be proposed for funding through the measure.
West Valley Solid Waste Management Joint Powers Authority—during the meeting on
September 4, 2014, the Authority Board considered the assessment of penalties on the hauler for
multiple missed pickups and leaving the lids open on garbage and recycling carts. Additionally,
Board scheduled the reviews for the Authority Attorney and Executive Director.
Council Member Manny Cappello
Saratoga Ministerial Association—the group met on September 17, 2014 and City Manager
James Lindsay was introduced to the members. During the meeting,there was a report about the
Palo Alto Medical Foundation program, linkAges TimeBank. The program is a multigenerational
network that allows people to connect with each other through an exchange of services, help,
interests,and resources. Through the service exchange network,members earn credits for service
by providing services to others. The program is free and anyone may join. Information about the
program is online at https://timebank.linkages.org/.

Council Member Jill Hunter
KSAR Community Access TV Board—the Board is interested in investing its PEG funds.
Consequently,the Board met with a representative of Morgan Stanley during the last meeting
and will be meeting with another investment group at the upcoming meeting.
CITY COUNCIL ITEMS
Council Member Hunter shared that the Village Gardeners will be celebrating its 10th
anniversary next March. The group is interested in submitting the City of Saratoga to be
considered for the America in Bloom award.
CITY MANAGER'S REPORT
City Manager James Lindsay provided a status report on the improvements at Blaney Plaza. The
project is moving along quickly. He added that the City is sensitive to the impact on businesses
next to Blaney Plaza. Consequently, a banner has been put up to let the public know the
businesses are open during construction.
