BACKGROUND:
Draft City Council minutes for each Council Meeting are taken to the City Council to be
reviewed for accuracy and approval. Following City Council approval, minutes are retained for
legislative history and posted on the City of Saratoga website. The draft minutes are attached to
this report for Council review and approval.

The City Council held a Closed Session at 5:00 p.m. in the Administrative Conference Room at
City Hall at 13777 Fruitvale Avenue. At 6:00 p.m., the City Council held a Joint Meeting with
State Senator Jim Beall, Jr.

Oral Communications on Non-Aundized Items
State Senator Jim Beall, Jr. provided an overview of the Joint Meeting, which included
discussion of the past legislative session and potential future legislation. He also announced a
Senior Scam Stopper presentation on January 16, 2015 from 1:00 p.m. to 3:00 p.m. at the Jewish
Community Center in Los Gatos.

ANNOUNCEMENTS
Council Member Page announced Senator Beall's Transportation Town Hall meeting on
December 4, 2014 at Bascom Community Center from 10:00 a.m. to 12:30 p.m. He encouraged
residents with an interest in State Route 85 and other freeways to attend.
Council Member Page shared information about an affordable housing impact fee passed by the
City of San Jose. The fee will be charged on most market-rate apartment projects to support
development of affordable housing.
Council Member Hunter announced that the Tree Lighting and Open House will be on
November 28 in the Village from 5:00 p.m. to 9:00 p.m.
Vice Mayor Miller shared that the new Saratoga Recreation Department Activity Guide went out
in the mail and features a variety of classes for all ages and interests.
Mayor Lo presented a gift from Muko, Japan, Saratoga's Sister City. The ift was presented to
delegates from Saratoga during the recent trip to Muko to celebrate the 30' anniversary of the
Sister City relationship.
Mayor Lo then shared that the City is still accepting applications for the Traffic Safety
Commission and Heritage Preservation Commission. Applications are due November 24.
Mayor Lo also announced that the City Council will be holding its reorganization on December
2, 2014 at 7:00 p.m. in the Civic Theater. During the meeting, outgoing Council Members will
be recognized, new Council Members will be sworn in, and a new Mayor and Vice Mayor will
be selected.

1. Proclamation Declaring November as Lung Cancer Awareness Month
Recommended action:
Present proclamation declaring November 2014 as Lung Cancer Awareness month in the
City of Saratoga to Molly Golban, Liza Meak and David Burgess of NBC, and Bonnie

2.Adopt the Resolution to adopt the 2015-2023 General Plan Housing Element which
includes conforming amendments to the General Plan Land Use Element.
3.Introduce the Housing Element Implementation Ordinance; waive the First Reading, and
direct staff to place the ordinance on the consent calendar for adoption at the next regular
meeting of the City Council.

Council Member Hunter commented that she felt the City's tree fund should be used to
remove dead pines near highways and for upkeep and pruning of trees in the City to
demonstrate Saratoga is Tree City USA.
12. Request for Business Development Program Funds—Minicakes by Tasha
Recommended action:
Determine whether to allocate Business Development Program funds to Minicakes by Tasha.
City Clerk Crystal Bothelio presented the staff report.

request.

Vice Mayor Miller and Council Member Cappello requested that the Business Development
Program be scheduled for a future meeting, so that the Council can give direction on program
funding and purpose.

15. Informational Report on California Single-Use Plastic Bag Ban

ADHOC & AGENCY ASSIGNMENT REPORTS
Mayor Emily Lo
Cities Association of Santa Clara County—an update on community choice aggregation was
presented at the last meeting. Mayor Lo shared she thought that this issue would become a
significant area of interest next year.
Cities Association of Santa Clara County—Selection Committee—the Cities Association made
several appointments to regional boards, including the Bay Area Air Quality Management
District, Association of Bay Area Governments, Local Area Formation Commission,
Metropolitan Transportation Commission, Santa Clara County Emergency Operational Area
Council, and Silicon Valley Regional Interoperability Authority.
Santa Clara County Library District Joint Powers Authority—the Board voted to eliminate the
non-resident library card fee. Additionally, the rental fee for the Saratoga Library Community
Room was increased from $10 for a 4-hour block to $25 for a 4-hour block. Mayor Lo also
shared she was selected to serve as Chair of the Board in 2015. Monte Sereno Mayor Burton
Craig will serve as Vice Chair.
Vice Mayor Howard Miller
City School Ad Hoc—Vice Mayor Miller met with Los Gatos-Saratoga Union High School
District Superintendent Bob Mistele about the recently approved bond measure and Saratoga
High School's share of the bond funding.
Council Finance Committee—the Finance Committee met to discuss the CAFR and also asked
the Finance and Administrative Services Director and City Manager to create a prototype work
plan for the Finance Committee to plot out regularly occurring work items.
Hakone Foundation Board—the audit subcommittee is gearing up for the audit.
Valley Transportation Authority Policy Advisory Committee (PAC)—the PAC has set a new
record for most consecutive meetings with a quorum. Highlights of the recent meeting included
starting a work plan for next year. There is interest in a sales tax measure that may go on the
2016 ballot to fund transportation projects. The PAC considered including funds for noise
mitigation on State Route 85.
West Valley Solid Waste Management Authority—during the last meeting, the Board reviewed
the Executive Director and Authority Attorney.
Council Member Manny Cappello
Destination Saratoga—Destination has decided to ramp down and will be meeting quarterly
instead of monthly. The group will stop collecting membership fees and decided to let go of the
PR firm that the group had on retainer. If Destination Saratoga reaches a new objective, the
group can ramp back up.
Saratoga Chamber of Commerce—the Chamber is continuing its investigation related to the
office manager and will be filing a claim with the Chamber's insurance company.

Santa Clara County Expressway Plan 2040 Policy Advisory Board—one more meeting is
planned for next year. Consequently, a new representative from the City of Saratoga should be
appointed to serve on the Board.
West Valley Sanitation District—the District recently conducted a flow study and requested that
other districts served by the San Jose-Santa Clara Regional Wastewater Facility also conduct
updated flow studies, because the treatment plan is expected to base fees on average flow.
Additionally, the Treatment Plant Advisory Committee will be meeting November 201H
Council Member Jill Hunter
KSAR Community Access TV Board—the Board met on November 18, 2014 and expressed
concerns about the microphones in the Civic Theater.
Saratoga Historical Foundation—the next meeting is November 20, 2014.

RECOMMENDED ACTION:
Waive the second reading and adopt the proposed ordinance.
BACKGROUND:
On November 19, 2014, the City Council adopted the 2015-2023 General Plan Housing Element.
Included with the Housing Element was a Housing Element Implementation Ordinance which
implements the policies contained in the Housing Element. The City Council opened and
conducted a public hearing, adopted a resolution approving the Housing Element, and introduced
the ordinance and voted to place the ordinance for second reading and adoption on consent.
ENVIRONMENTAL DETERMINATION:
Environmental review was completed in the form of an Initial Study and it was determined that
the proposed adoption of the 2015-2023 Housing Element would not result in potential
significant impacts on the environment and a Negative Declaration was prepared. A notice
regarding the opportunity to review the document and a notice of intent to adopt a negative
declaration was published in the Saratoga News and the 30 day review period ended on July 22,
2014. The Negative Declaration was also sent to the State Clearinghouse for review (Document
# 2014062067) and the 30 day review period ended on July 21, 2014. The proposed zoning
amendments were considered as part of the Housing Element approval and no further
environmental review is necessary.

ORDINANCE
AN ORDINANCE AMENDING CHAPTER 15
OF THE SARATOGA CITY CODE
THE CITY COUNCIL OF THE CITY OF SARATOGA HEREBY ORDAINS AS FOLLOWS:
Findings
1. The City of Saratoga intends to update the City Code to implement the policies contained in
the 2015-2023 General Plan Housing Element.
2. Certain updates in this ordinance affect provisions of the City's zoning regulations in
Chapter 15 of the Code. These amendments were considered by the Planning Commission
of the City of Saratoga at a duly noticed public hearing on November 12, 2014 after which
the Planning Commission recommended adoption of the ordinance to the City Council.
3. The City Council has adopted a resolution pursuant to the California Environmental Quality
Act (CEQA) adopting a Negative Declaration and finding no evidence that this ordinance
may have a significant adverse effect on the environment.
Therefore, the City Council hereby amends the City Code as follows:
Section 1. Adoption.
The Saratoga City Code is amended as set forth below. Text to be added is indicated in bold double-
underlined font(e.g.,bold double-underlined)and text to be deleted is indicated in strikeout font(e.g.,
see . Text in standard font is readopted by this ordinance. Text in italics (e.g., italics) is
descriptive only and is not part of the amendments to the City Code.
1. Policy Action No.'s 4-1.1 & 4-4.2 Related Amendments to GN(RHD) Development
Standards
15-19.035 C-N(RHD) District Regulations.
(a) Permitted uses. In addition to the permitted uses listed in Section 15-19.020(a) and 15-
19.030(a) of this Article, the following permitted uses shall also be allowed in a C-N(RHD)
district:
(1) Mixed-use development with a minimum residential density of t thir dwelling
units per net acre and conforming to the design standards found in Article 15-58. Pursuant to
Government Code Section 65583.2(i)any design review required for such development shall not
constitute a "project" under CEQA.
(2)Emergency shelters,transitional housing,single-room occupancy buildings,and supportive
housing for homeless individuals and families.

(b) Conditional uses. In addition to the conditional uses listed in Section 15-19.020(b) and
15-19.030(b)of this Article,the following conditional uses may also be allowed in a C-N(RHD)
district,upon the granting of a use permit pursuant to Article 15-55 of this Chapter:
(1)Drive-through services.
(2) Gasoline service stations; provided that all operations except the sale of gasoline and oil
shall be conducted within an enclosed structure.

(h)Height of structures.The maximum height of any structure in a C-N(RHD)district shall
be d icy thirty-five feet.

(k)Alternative standards for multi-family dwellings.Notwithstanding any other provisions
of this Section,where multi-family dwellings will be located upon a site,the project shall comply
with the development standards set forth in Article 15-17 of this Chapter. The density of
development above twent forty dwelling units per net acre shall be as determined in each case
by the Planning Commission, based upon its findings that:
(1) The project will not constitute overbuilding of the site; and
(2) The project is compatible with the structures and density of development on adjacent
properties; and
(3) The project will preserve a sufficient amount of open space on the site; and
(4) The project will provide sufficient light and air for the residents of the site and the
occupants of adjacent properties.

m) Development standards for emergency shelters.
1) Shelter Capacity. An emergency shelter for homeless persons shall contain no more
than twenty(20)beds and shall serve no more than twenty(20)persons nightly.The nhvsicaI
size of the shelter shall not be larger than necessary for the number of persons the shelter
serves.
(2)Parking. On-site narking for residents shall be based on one space for every four beds.
and staff parking shall be based on one space for each employee on the maximum staffed shift.
3) Lighting. Adequate external lighting shall be provided for security purposes. The
lighting shall be stationary and designed, arranged and installed so as to confine direct rays
onto the premises and to direct light away from adjacent structures and public rights-of-way.
External lighting shall be of intensity compatible with the neighborhood.

4) On-site Waiting and Intake Areas. An interior waiting and intake area shall be
provided which contains a minimum of 200 square feet. Waiting and intake areas may be used
for other purposes (excluding sleeping) as needed during operations of the shelter.
(5) Common Facilities. The emergency shelter may provide one or more of the following
specific common facilities for exclusive use of the residents and staff, provided that such
facilities do not substantially increase the overall size of the shelter facility:
a) Central cooking and dining room.
b) Recreation room.
c) Laundry facilities sized to serve only the occupants at the shelter.
(d) Other uses that are considered ancillary to the primary use such as office and storage,
not to exceed 10% of the total floor area of the shelter facility, exclusive of the common
facilities identified in subsections (a). (b), and (c) above.
6) On-site Staff. At least one manager and one supporting staff member shall be on-site
during all hours of operation of the facility. Such manager and staff member must be
individuals who do not utilize the shelter's beds or other services and who reside off-site.
(7) Security. Security personnel shall be provided during operational hours whenever
clients are on the site.-A security plan shall be submitted to and subject to the approval of the
Community Development Department Director prior to issuance of a certificate of occupancy.
8)Concentration of Uses. No more than one emergency shelter shall be permitted within a
radius of 300 feet of another emergency shelter.
(9) Emergency Shelter Operations.All emergency shelters shall comply with the following
requirements:
(a) Hours of Operation. Clients shall only be on site and admitted to the facility between
5:00 p.m. and 8:00 a.m.
b) Length of stay. Each emergency shelter resident shall be allowed to stay for no more
than 90 days(cumulative,not consecutive)in a 365 day period. Extensions up to a total stay of
180 days in a 365-day period may be granted by the shelter provjder jf no alternative housing
is available.
(c) Management Plan. Prior to commencing operation,the shelter operator shall submit a
written management plan to the Director of the Community Development Department which
plan shall be subject to the Director's approval t. The shelter operator shall comply with the
management plan as approved by the Director and the management plan shall address: hours

of operation,admission hours and process,staff training,neighborhood outreach and privacy,
security,resident counseling and treatment,maintenance plans,residency and guest rules and
procedures, and staffing needs.
(d) Annual report. The shelter operator shall provide to the Director of the Community
Development Department an annual report of the use of the facility sufficient for the Director
to make a determination of compliance with the City's development standards for the use.
2. Policy Action No. 4-1.6 Related Amendments to Parkin,-Requirements for Affordable
Housing Developments in the GN(RHD) Zoninz District
15-35.030 - Schedule of off-street parking spaces.
Off-street parking spaces shall be provided in accordance with the following schedule:

3. Policy Action No. 4-4.1 Related Amendments to Second Dwellin-e Unit Development
Standards
15-56.030 -Development standards.
Except as otherwise provided in Section 15-56.050,each second dwelling unit shall comply with
all of the following development standards:

(a)Lot size. The net site area of the lot upon which the second dwelling unit is located shall
not be less than ninety percent of the minimum standard prescribed for the district applicable to
such lot. Minimum standards for lots located in the HR Residential District are determined per
Section 15-13.060(a) of the City Code.
(b)Unit size an .The second dwelling unit shall -hundred s"ar-e feet and be at least fia�ur
shall not exceed one thousand two hundred square feet of living space,not including the garage.If
a second dwelling unit has a basement, the area of the basement is included as part of the total
maximum allowed.

4. Policy Action No. 4-4.2 Related Amendments to Transitional and Supportive Housing
15-12.020 - Permitted uses.
The following permitted uses shall be allowed in the R-1 districts:
(a) Single-family dwellings.

garages and carports,garden sheds,greenhouses,shade structures,recreation rooms,home hobby

nurseries, greenhouses or storage of landscaping equipment products or supplies for commercial

40 of this Chapter.
(eff) Stables and corrals for the keeping for private use of one horse for each forty thousand
square feet of net site area; provided, however, that in the equestrian zone only, one additional
horse may be permitted on the first forty thousand square feet of net site area, and an additional
horse may be permitted for each additional forty thousand square feet of net site area. All horses
shall be subject to the regulations and license provisions set forth in Section 7-20.220 of this
Code.
(fg) Swimming pools used solely by persons resident on the site and their guests.
(g-h) The keeping for private use of a reasonable number of domestic dogs, cats and other
small mammals,birds,fish and small reptiles,subject to the regulations as set forth in Article 7-20
of this Code,and subject also to the restrictions and standards prescribed in Section 15-11.020(h)
of this Chapter.

(1i)Except as specified in Section 15-12.030,recreational courts,to be used solely by persons
resident on the site and their guests.
(ii) Antenna facilities operated by a public utility for transmitting and receiving cellular
telephone and other wireless communications, subject to design review under Article 15-46
15-13.030 - Permitted uses.
The following permitted uses shall be allowed in the HR district:
(a) Single-family dwellings.
(b) Transitional and Supportive Housing
(13�e) Accessory structures and uses located on the same site as a permitted use, including
garages and carports,garden sheds,greenhouses,shade structures,recreation rooms,home hobby
shops, cabanas, structures for housing swimming pool equipment and one guest house.
(ed)Raising of vegetables,field crops,fruit and nut trees and horticultural specialties,and the
processing of such products as are so raised or grown on the premises.
(dV)Home occupations,conducted in accordance with the regulations prescribed in Article 15-
40 of this Chapter.
(eft) Stables and corrals or the keeping for private use of not more than two horses on a site.
The minimum net site area shall be forty thousand square feet for one horse and eighty thousand
square feet for two horses, except that in the equestrian zone only,a second horse may be kept if
the net site area is at least forty thousand square feet.All horses shall be subject to the regulations
and license provisions set forth in Section 7-20.220 of this Code.
(€g) Swimming pools used solely by persons resident on the site and their guests.

15-20.020 - Permitted uses.
The following permitted uses shall be allowed in the R-OS district:
(a) Single-family dwellings. No more than one dwelling unit shall be located on each lot.
(b) Transitional and Supportive Housing
(13�e) Accessory structures located on the same lot as a permitted use and not exceeding a total
floor area of two hundred fifty square feet,including detached garages and carports,garden sheds,
greenhouses, shade structures, recreation rooms, home hobby shops, cabanas, structures for
housing swimming pool equipment and one guest house. Accessory structures for agricultural
uses such as stables,barns,hay covers and storage sheds shall not exceed a total of one thousand
six hundred square feet.
(ed)Agricultural uses such as raising of vegetables, field crops, vines, fruits, and nut trees, and
horticultural specialties, and the processing of such products.
(dg)Home occupations,conducted in accordance with the regulations prescribed in Article 15-40
of this Chapter.
(ef)Stables,corrals,and pastures for the keeping of horses for private use. The minimum net site
area shall be one acre for each two horses kept on the site. All horses shall be subject to the
regulations and license provisions set forth in Section 7-20.220 of this Code.Notwithstanding the

provisions of Section 16-80.030(a)of this Chapter,no stable or corral shall be located closer than
thirty feet from any interior property line of the site or any structure for human habitation.
Setbacks from perennial or intermittent streams shall be sufficient to avoid any discharge or mud
slide into the stream.Any stable,corral or pasture which is fifty feet or less from any perennial or
intermittent stream bank shall require the approval of the City Engineer and/or Santa Clara Valley
Water District. The property owners shall comply with the mitigation measures pursuant to the
Water District and/or the City Engineer's requirements. In addition,the natural grade of a corral
shall not exceed an average slope of fifteen percent.

constructed subject to the standards provided in Section 15-20.050(g)(5) and Section 15-80.030

Section 2. Severance Clause.
The City Council declares that each section,sub-section,paragraph,sub-paragraph,sentence,clause
and phrase of this ordinance is severable and independent of every other section, sub-section,
paragraph,sub-paragraph,sentence,clause and phrase of this ordinance.If any section,sub-section,
paragraph, sub-paragraph, sentence, clause or phrase of this ordinance is held invalid, the City
Council declares that it would have adopted the remaining provisions of this ordinance irrespective
of the portion held invalid, and further declares its express intent that the remaining portions of this
ordinance should remain in effect after the invalid portion has been eliminated.
Section 3. California Environmental Quality Act
Environmental review was completed in the form of an Initial Study and it was determined that the
proposed adoption of this ordinance would not result in potential significant impacts on the
environment and a Negative Declaration was prepared. The Negative Declaration was adopted by
the City Council on November 19, 2014.
Section 4. Publication.
A summary of this ordinance shall be published in a newspaper of general circulation of the City of
Saratoga within fifteen days after its adoption.
Following a duly notice public hearing the foregoing ordinance was introduced at the regular
meeting of the City Council of the City of Saratoga held on November 19,2014,and was adopted by
the following vote on December 3, 2014.

BACKGROUND:
As required under AB 1600 accounting guidelines,this report provides:
1. A brief description of the type of fee;
2. The amount of the fee;
3. Beginning and ending balances of the fees;
4. Total fees collected and the interest earned, if applicable;
5. Identification of the public improvement the fees were used for;
6. Identification and timeline of public improvements any unexpended fees will be used for;
7. Description and uses for transfers or loans of fees, if applicable.
The only AB 1600 Development Impact Fee that the City has been collecting is the Park-in lieu fee.
Under Saratoga's Municipal Code 14-28.080, as a condition of approval, a sub-divider/owner shall either
dedicate a portion of land or pay a fee in lieu thereof, or a combination of both at the option of the City,
for the purpose of providing park or recreational facilities for each new parcel.
Five acres of parkland per 1,000 residents is the standard promulgated by the National Recreation and
Parks Association and is a common metric utilized by other communities in California to measure
adequacy of parkland. Saratoga's 2007 Update to the Open Space and Conservation Element of the
City's General Plan recognized that additional parkland must be protected and adopted this goal to
provide at least five acres of parkland per 1,000 residents to maintain the City's existing character as a
small town community surrounded by rural and open space.
In support of this goal, the City established a Park-In-Lieu fee of $20,700 per new parcel to provide
funding for increased usage and additional park requirements brought on by the new development within
the City. The Park-In-Lieu Development Fee of$20,700 per subdivided parcel is calculated based upon
the following formula:
(2.76 people per household) X (5 acres per 1,000 residents) X ($1.5 million per acre)=$20,700

The FY 2013/14 ending balance of$682,530 was committed to four capital improvement projects in FY

RECOMMENDED ACTION:
Provide direction on the amount of funding and proposed timeline for the 2015/16 Community
Event Grant Program, along with direction on the process for awarding the Street Closure Grant.
BACKGROUND:
In 2012, the Council directed staff to develop a formal community event grant funding allocation
process, known as the Community Event Grant Program. Through this program, event organizers
may request grant funds for events that are held in Saratoga and are open to the public. The City
conducts an annual application process and also accepts off-cycle applications, which are
reviewed by the City Council on a case-by-case basis.
For the annual application process, organizers are given approximately six to eight weeks to
prepare and turn in their applications. The applications are then brought to the Council for
consideration and decision.
Council has budgeted$20,000 to the program for the last three Fiscal Years (2012/13, 2013/14
and 2014/15). Council awarded a total of$19,978 in grant funds for Fiscal Year 2012/13;
$22,253 for Fiscal Year 2013/14; and$21,400 for Fiscal Year 2014/15. Staff is requesting
Council direction on the amount of Community Event Grant Program funds for Fiscal Year
2015/16.
Staff is also seeking input on the proposed timeline for the 2015/16 application process. The
proposed timeline is below:

January 20, 2015 Announce Community Event Grant Pro_gram: Release the application and
application requirements for interested event organizers. This will include
information on the City website and communications to past applicants.
March 3, 2015 Application Deadline: Applications for the Community Event Grant

March 19, 2015 Council Decision: Staff will bring forward Community Event Grant
Program applications for Council consideration and decision. Event
organizers will be asked to attend the meeting to answer Council questions.
Street Closure Grant Funding
In Fiscal Year 2014/15, the City Council began setting aside $10,000 annually to help a local
group pay for the cost of closing down Big Basin Way for a community event. However, the
process for distributing the Street Closure Grant has not been defined.
Staff recommends consolidating the award of the Street Closure Grant with the Community
Event Grant Program process. A separate application would be created, but the noticing and
timeline of the Street Closure Grant would match the Community Event Grant Program process.

BACKGROUND:
The Saratogan is one of the methods the City uses to improve communication with residents and
ensure the public has access to useful and important information. The City has published a wide
range of articles in previous issues, ranging from public safety articles to water conservation tips
to updates on City projects. Since the start of the 2010/11 budget, The Saratogan has been
incorporated into the Saratoga Recreation Activity Guide to save the City money on mailing
expenses. The Saratogan will be published four times this fiscal year instead of three now that
the Recreation Activity Guide is being printed quarterly.
The Winter 2014/15 issue of The Saratogan was mailed to residents in mid-November and
presented articles under the theme of "Taking Time to Volunteer." The newsletter featured
articles about volunteer opportunities with the City and local organizations. It also included
information on community events, the City's video projects, solar panel permit information,
along with an "Ask Our Staff' section.
Staff has come up with preliminary topics for the Spring 2015 issue of The Saratogan, which
will be mailed to residents at the end of January. Staff proposes the theme "Staying Safe in
Saratoga" along with the following articles:

• How residents can keep their homes, vehicles, and neighborhoods safe. The articles will
rely on tips and expertise from the Santa Clara County Sheriff's Office

getting my street repaired?
A: The City of Saratoga has a comprehensive Pavement Management Program
that staff uses to help identify streets with the greatest maintenance needs. The
program uses a pavement management system software, which is maintained by the
Metropolitan Transportation Commission.
The system provides current inventory of roads, pavement conditions, maintenance
recommendations, and a forecasting of budget needs. This information, combined with
resident requests and physical inspections, determines the year-to-year priorities for street paving.

Staff is seeking direction on potential change to the list of City Council agency and ad hoc
committees (not individual Council Member assignments). Direction could include removal or
addition of agencies or committees, as well as updates to the descriptions or purpose of
committees. Additionally, staff is recommending removal of the Santa Clara Valley Water
District West Valley Flood Control and Watershed Advisory Committee, since this committee
was consolidated with the Santa Clara Valley Water District Commission.
At the December 17, 2014 meeting, an updated list of individual Council Member assignments
will be presented for Council consideration and discussion. This provides the Council with the
opportunity to adjust individual Council Member assignments. Individual assignment
preferences should be submitted to the Mayor by 5:00 p.m. on Tuesday,December 9, 2014.

KSAR Community Access CATV One member of the City Council, along with the City Manager or the City Manager's designee, represents the City on the
Foundation Board Community Access Television Board. Other Board members include representatives from the West Valley-Mission College
District Board, one staff member from West Valley College and three public members who must be Saratoga residents and
who are selected jointly by the four City and College Board members. The CATV Board establishes policies and priorities for
the management and operation of the local community access television station, which are then implemented by the
Community Access Coordinator. KSAR is a 501c3 Board.

Plan 2040 Policy Advisory Board Santa Clara County, along with two County Supervisors, two Santa Clara Valley Transportation Authority Board Members,
and two County Roads Commissioners (non-voting).The Board reviews needs of expressways and the Santa Teresa/Hale
corridor based on land use plans, projected traffic growth, and Complete Streets planning.

Santa Clara Valley Water The Water District's Water Commission advises the Water District Board on issues related to water supply, flood protection
Commission and environmental stewardship. Commission Members include representatives from each of the cities in the County,the
Water District,the County,Santa Clara County open Space Authority, and Midpeninsula Regional Open Space District.

Saratoga Ministerial Association The Saratoga Ministerial Association is comprised of representatives from communities of faith located within the city of
Saratoga. The purpose of the group is to build community and support city residents through cooperation and joint
activities, including the annual Thanksgiving Day service, summer block parties and other events. One member of the City
council serves as liaison to the Ministerial Association.
The group meets monthly on the fourth Wednesday at noon (except in July and August). The location rotates among the
congregations.
Saratoga Sister City Committee The purpose of the Sister City Committee is to plan and carry out programs and activities,which strengthen Saratoga's
Liaison relationship with its sister, city, Muko-Shi, in Japan. One member of the City Council serves as liaison to the Sister City
Committee.
Meetings are held the first Tuesday of every month at 7:00 p.m. at the Joan Pisani Community Center.
TEA Ad Hoc Committee The TEA Ad Hoc Committee represents the City of Saratoga in efforts to secure Saratoga's fair share of property tax
allocations.

Valley Transportation Authority The VTA PAC is one of several standing advisory committees to the VTA Board of Directors. Composed of elected official
Policy Advisory Committee representing each of the cities in the County, the PAC makes recommendations to the VTA Board on issues of transportation
planning and programming.

West Valley Mayors and City The West Valley Mayors and Managers Association is a sub-regional grouping of the VTA governance structure. It consists of
Managers Association the Mayors and City Mangers from the cities of Campbell, Cupertino, Monte Sereno, Saratoga and the Town of Los Gatos. It

is charged with selecting the VTA Board member representing the above municipalities(for a two year term).
Meetings are held the fourth Wednesday of the month at noon. Each city hosts the gathering for a year at a time,
rotating in alphabetical order. Meetings in August and December are usually cancelled.
West Valley Sanitation District The West Valley Sanitation District provides wastewater collection and disposal services to Campbell, Monte Sereno, Los
Gatos, most of Saratoga, and a portion of unincorporated Santa Clara County.The five-member Board of Directors is
composed of one Council Member from each of the four west valley cities and the District 4 Santa Clara County Supervisor.
Board members are compensated $100 for each meeting attended.

West Valley Solid Waste This WVSWMA consists of the west valley cities of Campbell, Los Gatos, Monte Sereno, and Saratoga. The Authority was
Management Authority formed to coordinate efforts in carrying out solid waste collection and disposal activities, and in meeting the mandates of
AB939, the States' Integrated Waste Management Act. The Authority is responsible for establishing collection rates within
each city and overseeing both landfill and hauler agreements. The Authority Board is composed of one Council Member
from each of the four member agencies.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SARATOGA
APPOINTING COUNCIL REPRESENTATIVES TO AGENCIES
AND AD HOC COMMITTEES FOR YEAR 2014
WHEREAS, representatives from the City Council serve on 'various agencies and ad hoc
committees; and
WHEREAS, the responsibility for representing the City Council should be shared by all
members; and
WHEREAS, the City Council annually reviews agency and ad hoc committee
assignments to update and reassign members as needed; and
WHEREAS, the City Council conducted its reorganization on December 4, 2413 for the
2414 calendar year; and
WHEREAS, on December 4, 2013, Council was asked to provide input to the Mayor on
changes to agency and ad hoc committee assignments, including the addition or removal of
assignments and adjustments to member assignments; and
WHEREAS, the Mayor has duly considered input from the members of the City Council
and has made the assignments shown in Exhibit A.
NOW, THEREFORE, be it resolved that the City Council does hereby approve the City
Council agency and ad hoc assignments presented at the December 18, 2013 City Council
meeting and attached to this resolution and members of the Council hereby agree to their
appointments through December 2014 or until amended.

SUBJECT: 2015 City Council Meeting Schedule
RECOMMENDED ACTION:
Provide direction on the 2015 City Council Meeting schedule.
BACKGROUND:
Staff has scheduled this item to provide the Council with the opportunity to give direction on the
meeting schedule for 2015. In particular, staff is seeking direction on:
1. Cancellation of the January 7, 2015 regular meeting. We are recommending a 6:00 PM
closed session meeting on this date to begin labor negation discussions.
2. Scheduling a Saturday joint meeting in April or May on architectural design with both the
Planning Commission and Heritage Preservation Commission. The meeting would be
facilitated by the American Institute of Architects Santa Clara Valley Chapter.
3. Cancellation dates for the summer recess. With the exception of 2012, the Council has
canceled the last meeting in July and first meeting in August since 2011.
