Report on Posting of the Agenda: Brian Babcock,Administrative Analyst with the City of Saratoga,
reported that pursuant to Government Code Section 54954.2,the agenda for this meeting was properly
posted on October 18, 2013.

Approval of Minutes: Draft minutes for the August 28, 2013 meeting.
Schlosser/Whitcomb to approve the draft minutes for the August 28, 2013 meeting. Motion passed 3-0-
1. Yays: Calderon, Schlosser, Whitcomb. Nays: None. Absent: Baxter.
Old Business
1. New Chair and Vice Chair
Issue: Discuss and elect new chair and vice chair.
Action: Vote on new chair and vice chair.
Schlosser said that he expects to resign from his position in March. He moved to select
Whitcomb as Chair and Calderon as Vice Chair. Calderon seconded the motion. Motion passed
3-0-1. Yays: Calderon, Schlosser, Whitcomb. Nays: None. Absent: Baxter.
2. Emerging Trends
Issue: Continue ongoing discussion on emerging trends. Discussion on adding a cafe to the
Saratoga Library has been added to this item.
Action: Discuss trends.
Schlosser updated the audience on the discussion of adding a cafe to the Saratoga Library. He
said he had discovered that the Martin Luther King,Jr. Library in downtown San Jose had been
renovated for$1 million. He reported that they "barely break even." Said that upgrading the
Saratoga Library cafe would be economically unviable.
Calderon moved to have City staff come back with a report on the viability of collaborating with
businesses for a cafe. Whitcomb seconded the motion. Motion passed 3-0-1. Yays: Calderon,
Schlosser, Whitcomb. Nays: None.Absent: Baxter.
3. Upcoming Events
Issue: Continue ongoing discussion on upcoming events.
Action: Discuss upcoming events.
No discussion.
4. Library Commission Work Plan
Issue: The Library Commission will have a joint meeting with the Saratoga City Council on
December 4, 2013 at 6 p.m. in the Administrative Conference Room at Saratoga City
Hall, 13777 Fruitvale Avenue.The Commission should have an updated work plan to
present to the Council.
Action: Discuss and approve new work plan for 2014.
Schlosser said that Commissioners should keep giving presentations to community groups about
Library resources.
Howe said she would want Commissioners to meet with Library staff to hear about current
programs and brainstorm on possible programs or events in the future.
Parham said that the Library has a PowerPoint presentation ready for meetings with community
members. Howe said library Commissioners could meet with other Commissions to share ideas.
Calderon moved to add these items to 2014 Work Plan. Schlosser seconded the motion. Motion
passed 3-0-1.Yays: Calderon, Schlosser, Whitcomb. Nays: None. Absent: Baxter.
New Business
5. Determine Date for Meeting in December
Issue: Due to the holiday season,the Commission meeting in December is usually rescheduled.
Beginning The Commission should decide upon a new meeting date in December.
Action: Determine and vote on December meeting date.
Whitcomb moved to approve Dec. 4 at 4 p.m. in the Saratoga Library's Community Room.
Schlosser seconded the motion. Motion passed 3-0-1.Yays: Calderon, Schlosser, Whitcomb.
Nays: None. Absent: Baxter.
Reports
1. Nancy Howe, Santa Clara County Librarian
Howe provided an update on Measure A, a 20-year tax extension, which will benefit the County
Library. She said it was an affirmation of the importance of libraries to their communities. She
added that a recent report showed that for every$1 the County Library spent,the community
received $2.50 to $5 back in services. She also said that Deputy County Librarian Derek
Wolfgram will give a report on it at the next meeting. Howe showed a video on Treehouse, an
online technology school.The program is available for free to County Library cardholders.Told
Commissioners the County Library is doing a nationwide search to find a permanent Saratoga
Librarian. She said the position is expected to be filled in January.
2. Allison Parham,Acting Saratoga Community Librarian
Parham said that Lisa Liu is the new Saratoga Children's Librarian. She also gave a report on
past, current and future Saratoga Library programs and events.
3. Terrie Creamer, Friends of the Saratoga Libraries
Creamer said that the Friends of the Saratoga Libraries granted $131,000 to the library in the
past fiscal year. She passed out newsletter and also said that the Friends group is having an
open house event on December 3. She said the Friends group is trying to reach out to younger
volunteers through Facebook.
4. Jill Whitcomb, Library Commission Chair
No report.
5. Brian Babcock, City of Saratoga Liaison
Babcock discussed Library Commission opening.

- SASCC Community Health Fair, November 2nd from 10 a.m. to 1 p.m. at the West Valley
College Event Center, 14000 Fruitvale Avenue
- Turkey Trot, November 28th (Thanksgiving Day), beginning at 7:45 a.m. in Downtown
San Jose at Santa Clara Street and Market Street
- Sarato�a Holiday Tree Li�hting and Wine Stroll, November 29th (Day after Thanksgiving),
beginning at 5 p.m., tree lighting at 5:30 p.m., in Downtown Saratoga

Whitcomb moved to adjourn the meeting at 5:43 p.m. Schlosser seconded the motion. Motion passed 3-
0-1. Yays: Calderon, Schlosser, Whitcomb. Nays: None. Absent: Baxter.
