Report on Posting of the Agenda: Brian Babcock,Administrative Analyst with the City of Saratoga,
reported that pursuant to Government Code Section 54954.2,the agenda for this meeting was properly
posted on November 27, 2013.
Oral &Written Communications:
None
Approval of Minutes: Draft minutes for the October 23, 2013 meeting.
Schlosser moved to approve the draft minutes for the October 23, 2013 meeting. Whitcomb seconded
the motion. Motion passed 5-0. Yays: Baxter, Calderon, Marty, Schlosser, Whitcomb. Nays: None.
Absent: None.
Old Business
1. Emerging Trends:
Issue: Continue ongoing discussion on emerging trends. Discussion on adding a cafe to the
Saratoga Library has been added to this item.
Action: Discuss trends.
Babcock gave a report in response to a request by Calderon that the City look for possible
business partners for a new cafe at the Saratoga Library. Babcock said that the City could not
move on anything associated with a new cafe at the Library until a decision had been made and
agreed upon by the Friends of the Saratoga Libraries and Santa Clara County Library District.
Schlosser reiterated his report from October. He said he had discovered that the Martin Luther
King,Jr. Library in downtown San Jose had been renovated for$1 million. He reported that they
"barely break even." Schlosser said that upgrading the Saratoga Library cafe would be
economically unviable.

Issue: Continue ongoing discussion on upcoming events.
Action: Discuss upcoming events.

3. Saratoga City Council Joint Meeting and Work Plan
Issue: The Library Commission will have a joint meeting with the Saratoga City Council on
December 4, 2013 at 6 p.m. in the Administrative Conference Room at Saratoga City
Hall, 13777 Fruitvale Avenue.The Commission will be presenting its 2014 Work Plan to
the Council at the meeting.
Action: Discuss the joint meeting with the Saratoga City Council and 2014 Work Plan.
Whitcomb read the 2014 Work Plan, including projects and desired outcomes.
Schlosser said the Youth Commission discussion came up because more youth are using the
Library. He added that the Library Commission should meet with the Youth Commission to align
similar desired outcomes.
Baxter said Library Commission Chair and Liaison could attend a Youth Commission meeting and
vice versa.
Calderon and Marty said they would be willing to attend a Youth Commission meeting as an
official representative of the Library Commission.
Schlosser said the Library Commission could work with the Parks and Recreation Commission to
incorporate physical locations of the Saratoga library into community activities. He said Library
Commission should give a presentation to the Saratoga Senior Center.
Whitcomb said library Commissioners should invite community groups to Commission
meetings.
Baxter moved to appoint Marty as an official Library Commission representative to the Youth
Commission, Whitcomb as a representative to the Heritage Preservation Commission, Calderon
to the Parks and Recreation Commission, and Baxter to the Traffic Safety Commission. Calderon
seconded the motion. Motion passed 5-0. Yays: Baxter, Calderon, Marty, Schlosser, Whitcomb.

New Business
4. New Saratoga Community Librarian
Issue: The Santa Clara County Library District is currently in the process of hiring a new
Community Librarian for the Saratoga Library. The District is seeking input from
Commissioners on attributes and qualities they would like to see in the new librarian.
Action: Receive report from Santa Clara County Library District Deputy Librarian Derek
Wolfgram and give input.
Wolfgram gave a report on the minimum requirements of a new Saratoga Librarian. He said the
Library District wanted to reach out to Commissioners to find out what was important to them
in terms of candidates' attributes. Wolfgram said the job is not as stable as it was a decade ago.
He said the Commissioners input would be put into a "guiding document" during the interview
process.
Calderon said young people are becoming more sophisticated. She added that the new librarian
should have technological competence to serve a sophisticated community and youth with
technology skills.
Schlosser said the person needs to have a "high wow factor" because there will be high
expectations from the community. He added that the person should be able to institute
sophisticated programming that represents the community's needs. He said the person should
involve industry leaders for their consulting expertise. Schlosser said the candidate should be a
leader and community collaborator with an eye toward the future.
Baxter said the person should have a long-range vision with the ability to make things happen in
the present. She said the person should be willing to stay in the community and "meld into the
community spirit." She said the Library District should look outside of the Bay Area for
candidates.
Wolfgram said the Library District looked nationwide. He said some interviews could be done
through Skype with candidates outside of the area. He said recruitment and the application
process were done and was working with Human Resources to choose the first round of
candidates. He said interviews would be held in January with the hope of someone starting in
March.
Reports
1. Derek Wolfgram, Santa Clara County Deputy Librarian
Wolfgram said that the County Library has moved into its new services and support center in
Campbell. He said the Library District is 100 years old and this is the first building it's ever
owned. He said the District was paying $350,000 in rent that can now go toward library services.
He spoke about the Library District's Open House in December and that Silicon Valley Reads will
have a kick-off event on February 2 at the Campbell Community Center. Wolfgram reported on
an ongoing satisfaction survey and said that circulation numbers are down due to a shift online.
2. Allison Parham,Acting Saratoga Community Librarian
Parham said that Saratoga Supervising Librarian Roslyn Donald is on leave for six to eight weeks.
Her temporary replacement is Annapurna Dandu. Parham went over upcoming programs and a
digital tour of the Library website. She thanked the Friends for all of their help this year.
3. Terrie Creamer, Friends of the Saratoga Libraries

4. Jill Whitcomb, Library Commission Chair
No report.
5. Brian Babcock, City of Saratoga Liaison
Babcock discussed Library Commission opening.
