HomeMy WebLinkAbout10-22-2014 Library Commission Meeting Minutes y o4 SARqT City of Sa ratoga C��� �Gy library Commission ,9�6 MINUTES �'�ClFORN�� DATE: October 22, 2014 TIME: 4:00 p.m. LOCATION: Saratoga Library/Community Room 13650 Saratoga Avenue Saratoga, CA 95070 Call to Order 4:05 p.m. Roll Call Present: Robert Gulino, Stephen Kispersky, Lauren Marty,Jill Whitcomb Absent: Linda Baxter(Unexcused) Staff: Terrie Creamer, Nancy Howe, Allison Lew, Brian Babcock Public: None Report on Posting of the Agenda: Brian Babcock,Administrative Analyst with the City of Saratoga, reported that pursuant to Government Code Section 54954.2,the agenda for this meeting was properly posted on October 17, 2014. Oral &Written Communications: None Approval of Minutes: Draft minutes for the June 25, 2014 and August 27, 2014 meetings. Gulino moved to approve the draft minutes for the June 25, 2014 and August 27, 2014 meetings. Whitcomb seconded the motion. Motion passed 4-0.Yays: Gulino, Kispersky, Marty, Whitcomb. Nays: None. Absent: Baxter. Old Business 1. Emerging Trends Issue: Continue ongoing discussion on emerging trends. Action: Discuss trends. There was no discussion on this topic. 2. Upcoming Events Issue: Continue ongoing discussion on upcoming events. Action: Discuss upcoming events. Marty asked for a discussion item on Library's "Battle of the Books" event be agendized. Marty and Gulino said they wanted to attend the event. Lew said the Commissions could read off questions to contestants as "celebrity guests." Gulino said that there should be a "Battle of the Books"for adults. Howe replied that the Library sends out an informal survey after every event and that a similar event for adults could be looked into if Commissioners were interested. New Business 3. New Chair and Vice Chair Issue: Discuss and elect new chair and vice chair. Action: Vote on new chair and vice chair. Gulino moved to have this item discussed and voted on before Old Business. Marty seconded the motion. Motion passed 4-0. Yays: Gulino, Kispersky, Marty, Whitcomb. Nays: None. Absent: Baxter. Whitcomb moved to nominate Marty as new Chair for the Commission. Gulino seconded the motion. Motion passed 4-0. Yays: Gulino, Kispersky, Marty, Whitcomb. Nays: None. Absent: Baxter. Kispersky moved to nominate Gulino as Vice Chair. Whitcomb seconded the motion. Motion passed 4-0. Yays: Gulino, Kispersky, Marty, Whitcomb. Nays: None. Absent: Baxter. 4. Recap of the Joint Session with the Saratoga City Council Issue: The Saratoga Library Commission, and staff from the Santa Clara County Library District and Saratoga Library met with the Saratoga City Council for their annual joint meeting on October 15, 2014. Commissioners could discuss ideas and thoughts from the meeting, as well as update Commissioners who were not able to attend. Action: Discuss item. Marty said that she wanted to move forward with the discussion of possibly making the Saratoga Library a historic building. Marty said she would collect information on the subject for the Library. Howe said that the Santa Clara County Library Joint Powers Authority had a difficult decision to make on October 30, 2014 regarding keeping or eliminating the annual $80 non-district library card fee. She said that some people feel that circumstances have changed since 2011 and that the fee should be eliminated. Howe said that at the time 43 percent of Santa Clara County Library District users were non-district residents. Howe said the Library was spending more because other libraries were cutting hours. She said that the budget situation has improved and no other library districts have charged Santa Clara County District residents. Kispersky asked if the County Library would not receive State reimbursements because it was charging a fee. He asked if there was a trade off for not charging. Howe said that the State could possibly not give reimbursements to the County Library. Howe said that the County Library would lose approximately$300,000 in revenue if the JPA decided to eliminate the fee. She said, however, that the County Library could still come ahead by$60,000 to $100,000 due to State reimbursements.The County Library would also have access to higher internet speeds thanks to a State program for libraries. Howe said she wanted to be clear that staff was not taking a position and that it was strictly a JPA decision. 5. 2015 Work Plan Issue: The Library Commission creates a new work plan each year, which is presented to the Saratoga City Council during an annual joint meeting. Action: Discuss ideas for 2015 Work Plan. Marty said the Library Commission's mission is to work with Library staff and increase library card users. Marty said the Commission needs to do better with public outreach. Gulino said the Commission could host trivia contests. He also said the Commission should work with the Saratoga Chamber of Commerce to get more business owners to use the Library's great services. Marty said she wanted to see "increased relationship with the Chamber of Commerce" in the Commission's work plan. Gulino said there is the possibility of co-promotional activities. Kispersky said he would like to explore expanded Library hours. Howe said that the Library could provide a report on the data for times and usage. Whitcomb said that the Commission could host an open house during late nights. Marty said that she would work on the Commission's work plan and present it at its next meeting. 6. Determine Date for Meeting in December Issue: Due to the holiday season,the Commission meeting is usually rescheduled. The Commission should decide upon a new meeting date in December. Action: Determine and vote on December meeting date. Kispersky motioned to have the meeting on December 10, 2014 at 4 p.m. in the Community Room of the Saratoga Library. Gulino seconded the motion. Motion passed 4-0. Yays: Gulino, Kispersky, Marty, Whitcomb. Nays: None. Absent: Baxter. Reports 1. Nancy Howe, Deputy Santa Clara County Librarian Howe thanked Saratoga for the 100-year anniversary celebration. Howe discussed early voting and the Library's role in promoting knowledge and civic engagement. 2. Allison Lew, Acting Saratoga Community Librarian Lew showed the Commission a "collaboration station"that allows multiple users to plug their laptops,tablets or smartphones into a "puck" and show their work on a screen.The station allows the users to switch what's shown on the screen by the push of a button. Lew spoke on the upcoming Silicon Valley Reads, which has a theme of"Homeland and Home:The Immigrant Experience." Lew said the kick-off event would be held on Wednesday, February 4, 2015. Howe said the books were from authors from three different continents and dealt with assimilation. Lew said that the Library had hired Jaiden Williams as its new children's librarian and Adrienne Apple as its new coded page. Lew discussed past and upcoming Library programs. Gulino left the meeting at 5:17 p.m. Marty said she would help the Library table at a November farmers market at West Valley College. Lew discussed the Saratoga Library's 100-year anniversary celebration event and thanked the Friends of the Saratoga Libraries and Saratoga City Council for their support. 3. Terrie Creamer, Friends of the Saratoga Libraries Creamer passed out the Friends' November 2014 newsletter, which had articles on the retirement of longtime Book-Go-Round volunteer Mary Jean Gravkin and the November 5, 2014 Author Series, which will feature author Shauley Cheng. 4.
