COMMUNICATIONS FROM COMMISSIONS & PUBLIC
ORAL COMMUNICATIONS ON NON-AGENDIZED ITEMS
Any member of the public will be allowed to address the City Council for up to three (3)
minutes on matters not on this agenda. The law generally prohibits the council from
discussing or taking action on such items. However, the Council may instruct staff
accordingly regarding Oral Communications under Council Direction to Staff.

Subject: Strategic Plan Study Session
At the City Council Retreat on January 26, 2012, Council engaged in an initial effort to develop a
strategic plan for the City of Saratoga. As noted at the retreat, the development of a strategic
plan requires identification of the organization’s overall goals and establishment of specific
objectives (both short and long term) to achieve these goals.
At the retreat, staff was directed to schedule a City Council Study Session on the strategic plan
to affirm the goals and objectives. As the primary intent of the Study Session is to obtain
consensus from the Council on the establishment and definition of the City’s goals, staff is
requesting that each member of the Council use the goal definition worksheet (Attachment B)
to prepare definitions in each of the categories, to be shared at the Study Session. Goals and
objectives put forward by staff and shared at the Retreat are included in Attachment A. Council
may revise, define, add, or remove goals and objectives as desired.
