HomeMy WebLinkAboutCity Council Resolution 15-030 - Support of Tax EquityRESOLUTION NO. 15-030 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SARATOGA IN SUPPORT OF TAX EQUITY ALLOCATION CHANGES PROPOSED IN GOVERNOR BROWN'S 2015-16 MAY BUDGET REVISION WHEREAS, the enactment of Proposition 13 in 1978 unfairly impacted local governments that collected no property tax or had low property tax rates; and WHEREAS, as a result, Tax Equity Allocation (TEA) legislation has been adopted to correct the imbalance and bring TEA cities to a seven percent property tax rate; and WHEREAS, the property tax inequity has been addressed for all but four California TEA cities, which are located in Santa Clara County; and WHEREAS, these four cities still receive a reduced property tax allocation despite efforts to bring the Santa Clara County TEA cities into alignment with other no/low property tax cities; and WHEREAS, the 2015-16 May Revision proposes to rectify the longstanding TEA issues in Santa Clara County; and WHEREAS, if approved, the full property tax rate for Santa Clara County's TEA cities would be implemented over a five-year period; and WHEREAS, allowing these cities to collect their full share of property taxes will significantly improve their ability to serve the public and provide core services, such as road maintenance and law enforcement. NOW, THEREFORE BE IT RESOLVED, that the City Council of the City of Saratoga does hereby support the changes to TEA proposed in Governor Jerry Brown's 2015-16 May Revision and urges approval of this provision of the 2015-16 May Revision. The above and foregoing resolution was passed and adopted at a regular meeting of the Saratoga City Council held on the 20th day of May 2015 by the following vote: AYES: NOES: ABSENT: ABSTAIN: AT Desbie Clerk Mayor Howard A.
