From Mary Robertson Regarding the Letter planned for tonight, I would like to see you add Item 8 of the performance agreement as well which indicates that "bridges will be designed and constructed in a manner not to preclude future light rail development in the freeway median." If VTA does.not adhere to the performance agreement, we would like council to take legal action to stop this plan. As this council has experienced over the past few months, it is obvious that any changes regarding this freeway are of great concern to many residents, not to mention the dynamics of this city. You, council, are the eyes and ears for the residents of this city and are elected for the residents and not your own desires. Please think of ways something as important as this can be better communicated in the future. Maybe council could use the Saratogan to publicize any information that would alter oui city such as the freeway expansion. Maybe council could contact neighborhood Associations, maybe council could contact members of neighborhoods to get the word out. Maybe council could have sent out a mailer to- all households in the city. In other words, a better job needs to be done with such critical issues in the future which is now. That being said, a recent rumor circulating is that VTA is no longer planning to proceed with the additional lanes in the median. If this is true, residents need the following from our council representatives. L We need council as well as our Mayor and VTA rep to make sure the additional lanes are removed from the 2040 VTA draft plan that is now in the VTA works. We need council to make sure that the Dollar allocation for the additional lanes are eliminated. The published 2035 VTA plan listed conversion only of the. existing HOV Lanes. Council needs to make sure the 2040 VTA plan reads the same as the 2035 Plan. 2. The rumor circulating is that only the existing HOV lane would be converted. We need council to make sure that the entire conversion of the existing lane is funded at one time in its entirety and that conversion of the existing HOV lane will not be a piecemealed construction of ABCD as was outlined previously. This Needs to be done at one time. 3. We need council to make sure that no federal funds are used in this HOV conversion. We want no possibility of trucks in the future. 4. Plan Bay Area Page 27 approved July 13, 2013 lists project 240439 that references SR85 conversion and additional lanes. We need council to make sure that Plan Bay Area is amended to reflect conversion of EXISTING HOV lanes ONLY. This info would be sent From VTA to Plan Bay (MTC). .r Final List of Plan Bay Area Transportation Projects /Programs y County July 17, 2013 / 'Amounts shown in millions of year of expenditure (YDE) + Committ (r RTPID Project Total Cost ed Funding Discretio+ Fundin County Implement Rapid Transit improvements in the Santa Clara /Alum Rock route (includes dedicated guideways, signal prioritization, ticket vending machines, Santa 240117 premium stations, real -time information, and specialized vehicles) $ 147 $ 147 Santa ara 240118 Implement Stevens Creek Rapid Transit Project $ 166 !Clara Santa ara 240119 Implement El Camino Rapid Transit Project $ 234 62 $ Santa ara 240159 implement King Road Rapid Transit Project $ 62 $ Extend BART to Berryessa (includes environmental, preliminary engineering, Santa Clara 240374 property acquisition and construction phases) $ 3,489 $ 3,489 $ Santa Clara 240375 Extend BART from Berryessa to San Jose /Santa Clara (Phase 2) $ 3,962 $ 1,355 $ Implement improvements on Hacienda Avenue between Winchester Santa Clara 240376 Boulevard and San Tomas Aquino Road $ 4 $ $ Widen McCllelan Road for bike lanes between Foothill Boulevard and Byrne Santa Clara 240377 Avenue $ 3 $ $ Santa Clara 240379 Extend Buena Vista Avenue from Santa Teresa Boulevard to Monterey Road $ 10 $ $ Construct 4 -lane bridge across Uvas Creek to allow the extension of Tenth Santa Clara 240385 Street to Santa Teresa Boulevard (Glen Loma Development). $ 16 $ $ Santa Clara 240398 Widen Los Gatos Boulevard from Camino Del Cerro to Samaritan Drive $ 7 $ $ Widen Dixon Landing Road from 4 -lanes to 6 -1anes between North Milpitas Santa Clara 240403 Boulevard and 1 -880 $ 7 $ $ $ Santa Clara 240404 Widen Calaveras Boulevard overpass from 4 -lanes to 6 -lanes $ 84 $ Santa Clara 240405 Improve intersection at Dixon Landing Road /Milpitas Boulevard $ 4 $ $ Extend Butterfield Boulevard North (includes 4 -lane arterial, bike lanes, Santa Clara 240408 sidewalks, lighting and signal modification) $ 1 $ $ Implement improvements on Santa Teresa Boulevard between Main Avenue Santa Clara 240411 and DeWitt Avenue $ 12 $ $ Extend Butterfield Boulevard South between Tennant Avenue and Watsonville Road (includes UPRR overpass structure, drainage channel, traffic signal upgrades, striping, median and landscaping, street lights, bike Santa Clara 240412 lanes and sidewalks) $ 22 $ $ Santa Clara 240414 Improve intersection at Miramonte Avenue /Park Drive $ 2 $ $ Santa Clara 240419 Upgrade Saratoga Signal System $ 1 $ $ Santa Clara 240425 Widen intersection at El Camino Real /Lafayette Street $ 1 $ $ Santa Clara 240427 Implement pedestrian safety improvements on Route 9 $ 2 $ $ Implement Saratoga Signal Upgrade Project Phase 11 (includes providing traffic management system at Saratoga City Hall and communication Santa Clara 240428 equipment to all upgraded signals) $ 1 $ $ Implement streetscale improvements on Prospect Road between Saratoga Santa Clara 240430 Avenue and Saratoga - Sunnyvale Road $ 2 $ $ Santa Clara 240434 Implement sidewalk and pedestrian enhancements on Saratoga Avenue $ 0 $ $ Improve southbound U.S. 101 between San Antonio Road to Carleston Santa Clara 240436 Road /Rengstorff Avenue $ 51 $ $ f Route 85 express lanes between Route 87 and 1 -280: Convert HOV lane to express lane between U.S. 101 and 1 -280; Convert HOV lane and construct — i additional express lane between 1 -280 and Route 87; Convert HOV lane to express lane between Route 87 and southbound U.S. 101; Construct 1.1 mile auxiliary lane between South De Anza Boulevard northbound on -ramp and Stevens Creek Boulevard northbound off -ramp (included under VTA Express Santa I Clara 240439 Lane Network RTPID #240742) $ 187 $ - $ Santa Clara 240441 Improve interchange at U.S. 101 /Oregon Expressway /Embarcadero Road $ 128 $ - $ (r
