[28 CFR 35.102-35.104 ADA title II] OFFICE OF THE CITY MANAGER Memorandum To: Cc: Mayor Cappello & City Council Traffic Safety Commission From: James Lindsay, City Manager Date: March 28, 2016 Subject: Joint City Council / Traffic Safety Commission Study Session BACKGROUND: One of the priorities the City Council identified at the Annual Retreat on February 5, 2016 was to consider expanding the scope of duties for the Traffic Safety Commission (TSC) to include reviewing crime prevention strategies. The City Council discussed how crime prevention strategies could fit into the scope and meeting schedule of the TSC at its February 17, 2016 regular meeting. The consensus from that meeting was to continue the discussion with the TSC at a future joint study session. There was also a brief discussion on this subject during the City Council’s joint meeting with the TSC that included limiting the scope to less than 12 months and identifying a specific goal or project. Staff researched how Public Safety Commissions are used in other cities similar to Saratoga. Of the fourteen cities reviewed in the Bay Area and Southern California, only four had a Public Safety Commission or Crime Prevention Task Force: Atherton, Cupertino, La Canada Flintridge, and Malibu. The duties for the Public Safety Commissions in Cupertino, La Canada Flintridge, and Malibu cover a wide variety of public safety issues, including fire department service levels, evaluating the effectiveness of law enforcement services, and drug use prevention at schools. Captain Rick Sung attends the meetings as the staff liaison to the Cupertino Public Safety Commission and will be able answer any specific questions about its responsibilities. Atherton’s Crime Prevention Task Force (Attachment A) consists of four members of Atherton Police Department and seven community members with the goal of providing a safer Town by preventing and reducing crime through education and awareness efforts and forming community partnerships with neighbors, the Task Force and the Atherton Po lice Department. The Crime Prevention Task Force’s objectives include preventing burglaries and identity theft, disaster preparedness, and promoting participation in National Night Out (Attachment B). National Night Out is an annual community-building event that promotes police-community partnerships and closer relationships between residents to help make neighborhoods safer. The program is on its 33 rd year and is typically held nationally on the first Tuesday of August. Many cities in Santa Clara County participate in this program at varying levels. 3 DISCUSSION: The TSC has a great track record of working with the community as many of the traffic-calming and traffic-safety issues the Commission tackles are neighborhood based. Another neighborhood oriented group in Saratoga are the Community Emergency Response Teams (CERT). Recently, the City has been working to develop stronger connections with CERT volunteers after they complete their training from County Fire. Engaging new CERT members and existing leaders might help foster a stronger relationship. The City Council has the option of assembling TSC members and CERT leaders to establish a framework for holding National Night Out events in Saratoga. The group could organize, publicize, and encourage National Night Out events throughout Saratoga. This year, National Night Out will take place on August 2, 2016. An annual event that brings neighborhoods together and provides an opportunity to meet representatives from the Sheriff’s Office, County Fire, and Office of Emergency Services could be very beneficial to Saratoga. National Night Out also has a new program called Dog Walker Watch which offers training for individuals to observe and report suspicious while walking their dogs. This new program could be considered with or independent of the annual event. The City Council may also consider asking the TSC to review the existing Neighborhood Watch program and identify possible improvements and outreach methods. The TSC may also be asked to review topics and communication methods for the quarterly crime prevention forums offered by the Sheriff’s Department. BOX 303 WYNNEWOOD, PA 19096 Page#12_Layout 1 12/30/15 3:45 PM Page 1 New Spirit Police-Community Partnerships Citizens, law enforcement agencies, community groups, businesses, youth organizations and local, state and federal officials from 15,728 communities from all 50 states, U.S. territories and military bases worldwide joined forces to celebrate the “32 Annual National Night Out (NNO) – a community crime and safety event sponsored by the National Association of Town Watch, ADT, Nextdoor.com, Associa and Fun Flicks. Nationally, 38.3 million people participated in NNO 2015. “There were incidents during the year leading up to NNO that did not portray local law enforcement very favorably,” said Matt Peskin, National Project Coordinator. “We could sense that com- munities were using National Night Out as a way to highlight the job local law enforcement is doing and how powerful their partnership is with local police.” He added, “We thank our national sponsors for supporting this powerful program and for helping us to spread the word about NATW and National Night Out. Throughout the nation, along with the traditional ‘lights on’ and front porch vigils, there were tens of thousands of block parties, cookouts, parades, potlucks, ice cream socials, neighborhood visits by local police, flashlight walks, safety fairs, poster contests, festivals and other unique events and activities. Chief Gary Tyson, Siler City (NC) Police Department, said “NNO is an event that brings the community and the police together.” “That is exactly what happened here in Siler City. We had folks coming out from all walks of life, fellowshipping with our Department. NNO has made Siler City a safer, friendlier place.” Senator John Cornyn of Texas said, “National Night Out lets us reaffirm our commitment to the rule of law and to the people sworn to uphold it.” He added, “Let us join together to promote and pray for the well-being of communities across Texas and this country. And let us remember to thank all who keep our families, our neighborhoods, and our nation safe.” Trevor Hamdorf, Crime Prevention Officer, New Brighton (MN) Department of Public Safety said, “NNO is a time for us to meet the 99.8% of the peole who support us and appreciate our work. This is an opportunity to talk to people.” “John Kuhn, the U.S. Attorney for the Western District of Kentucky explained, “Frankly, we spend most of our time in offices, running our agencies and we don’t get a chance to get out and meet members of the community so NNO is a great opportunity for that.” “National Night Out is a unique, community oriented celebration which aims at crime and drug awareness and prevention,” said Juneau (AK) Police Department Lt. David Campbell. “It gives citizens the opportunity to interact with their neighbors, as well as first responders.” In Oakland (CA), Mayor Libby Schaaf, Police Chief Sean Whent and Fire Chief Teresa Deloach Reed said NNO is a chance for people to get to know their neighbors and make the community safer. Schaff said National Night Out has grown dramat- ically in Oakland from only 35 NNO block parties in 2004 to more than 560 events this year. AWARD WINNERS MINNEAPOLIS was selected as the top-ranked Category 1 area and received the National Night Out 2015 Cup. San Antonio was second, Arlington (TX) was third and Houston/Harris County was fourth. ORLANDO won the Cup in Category 2. Maple Grove, MN, won in 3 and New Brighton, MN, captured Category 4. Fircrest, WA took Category 5 and Middleburg, VA finished first in the new Category 6. DWW training classes, conducted by local law enforcement, teach citizens how to become more effective observers and reporters of suspicious activity.
