HomeMy WebLinkAboutApplication for Renaming City-owned Facility_Redacted1 1 1 1 1 1 1 1 1 1 1 1 1 1 1 1 1 1 1 Application for Renaming Introduction In an effort to honor Joan Pisani, former Director of Recreation for the City of Saratoga, who passed away in September of 2007, a committee was established to identify a fitting tribute. For thirty-three years, Joan's focus as director was to provide quality programs for the citizens of Saratoga. Always enthusiastic, dedicated and unselfish, Joan's goal was to bring pleasure, success, and happiness to the community. The committee is submitting the attached application to rename the Community Center in her honor. The basis for this request are her many contributions to the City of Saratoga, her positive impact, Joan's many community volunteer efforts, and her long tenure as an employee and resident of Saratoga. Each of these areas is addressed in detail in the application. Also, there has been a tremendous outpouring of public interest for this effort as supported by numerous letters all of which have been provided. The letters are from Saratoga residents, city and school officials past and present, current and former youth commissioners, and others whose lives were positively influenced. Joan was the cornerstone of the City of Saratoga's Recreation Department for many years. Through a lifetime career of loyalty, accomplishment, and dedication, she set a standard that is truly remarkable. And, if ever a legacy can be ideally identified with an appropriate civic facility, it is hard to imagine a more fitting action. Joan at Fun Run. Contributions to Saratoga In early 2005, Joan volunteered to be the City Liaison to the Planning Committee to celebrate Saratoga's 50th Anniversary. In an commendation given by then Mayor Aileen Kao, it was noted that through her leadership and enthusiasm, "[Joan]...organized the committee, contributing many hours to community sponsored special events." Joan was also involved in playing a key role in the following events: 25th Anniversary of Saratoga's incorporation, Highway 85 Fun Run featuring Kenny Loggins as the official starter, • Heritage Bike Rally, • Biking Backwards, • and was a member of the planning and logistics committee for the Saratoga Community Parade (1995-1998, 2006) Biking Backwards. Joan honored at the 50th Anni- versary's Grand Parade. Positive Impact in Saratoga During her 33 years with the City of Saratoga, Joan was responsible for the vast expansion of the Recreation De- partment. When she began, the Department offered only a handful of programs that were featured in a four-page bro- chure. By the end of her tenure, the Department had grown incredibly, having sponsored over 495 programs annually and overseeing the production of the 52 page quarterly activity guide. She also instituted the online registration program which helped increase revenue while making the Department more efficient. In addition, Joan supervised the facility maintenance of various city -owned buildings including City Hall, Com- munity Center, North Campus, Civic Theater, McWilliams House, Book Go Round, and the exterior of the Saratoga Library. She oversaw the year-round rental program that started from 24 rentals to more than 400. Recreation director is serious about fun By Shari Kaplan Joan Pisani holds three very formidable titles—wife, mother and Saratoga homeowner. But before taking on any of those impressive roles, Pisani was already involved in another relationship, which has remained strong to this day. "June 24, 1974 that's my anniversary date. 1 even had a different last name then," she says, remembering the day she was hired by the Saratoga Recreation Department, the city department she now directs. Upon graduating from San Jos€ State University with a degree in recreation, Pisani got her feet wet as recreation supervisor of Morgan Hill, which at the time didn't even have a recreation department. "Everything went over so well. It was a real confidence booster and a great way to start my career," recalls Pisani, who, among other things, organized and executed a circus day trip involving 13 busloads of participants. She says she's always had an interest in people and events—and m the organization of both. "In high school I was very involved in many activities --student government, dances, things like that," she says. Between leaving her Morgan Hill position and taking her Saratoga one, she considered various options, including being a cruise ship activities director. One of the reasons she nixed that idea was because she didn't want to leave her boyfriend at the time, Ron Pisani. It was a wise choice, she adds because her boyfriend would later become her husband and the father of her two daughters, Kelly, 22, and Kate, 19. As a newlywed, she commuted to Saratoga from a townhouse m Willow Glen, but by the time Kelly was 6 months old the Pisanis had moved into the Saratoga residence that is still their borne today. "I always loved Saratoga. The schools are great, and I thought it would be ideal to live close to where I work," she says. "It's been convenient for me as a working mom. That's one of the things that's kept me here." Originally, Pisani s commute took her to what was called the Saratoga Youth Center. It was renamed the Saratoga Community Center in 1975 and changed its focus to serving people of all ages. As headquarters of the Saratoga Recreation Department, the community center is the venue for many of the more than 200 classes social programs and day camps the department offers on a quarterly basis. ...more Positive Impact in Saratoga In 1988, Joan played a role in re -launching the Saratoga Youth Commission and was instrumental in establishing the Warner Hutton House After-school program, which served over a thousand middle school students while in operation from 1992-2005. Joan also served on the Board of Directors for the program's fundraising body, Friends of the Warner Hutton House. The 2005-2006 Saratoga Youth Commission. Volunteer Saratoga As a community volunteer, Joan was involved in a countless number of Saratoga -based organiza- tions. She served: As a room mother at Argonaut Elementary School, Chaperoned special events for Redwood Middle School, • and at Saratoga High School served on both the Father/Daughter Dance Committee and Graduation Night. She also assisted with the fundraising efforts for the new School's state-of-the-art McAfee Performing Arts Center (PAL). The Saratoga High School Father/Daughter Dance Committee. As a member of the Saratoga Rotary Club, • Joan initiated the Adopt a Highway Program for Highway 9. • In 2003, she was involved in the Club's drive to eradicate Polio as part of Rotary International's renewed Polio Eradication Fundraising Campaign. • She annually participated in the Art Show at West Valley College, a major fundraising event that supports numerous civic and nonprofit organizations. Joan was actively involved in the • Saratoga chapter of National Charity League, a mother/daughter philanthropic organization. While a member, Joan participated in the Creek and Beach Clean-up event and volunteered with her daughters at the women's shelter. • As a member of Saratoga's Foothill Club, Joan co-chaired luncheons to support the Club and its many activities. • Joan also served on Community Against Substance Abuse (CASA) and was the Campaign Coordinator for the United Way of Silicon Valley. NCL Beach & Creek Clean-up. Tenure in Saratoga Joan began working as a Teen Coordinator for the City of Saratoga in 1974. During this time, the Community Center was called the Saratoga Youth Center. A year later, she expanded the facility to cater to all residents, now known as the Saratoga Community Center. She soon rose to become Director of Recreation and remained in that position for 33 years. Over the years, Joan maintained a loyal staff with four full-time staff members working under her tenure that ranged from 15 to 23 years. Several independent contractors have worked for the Recreation Department for approximately 25 years—Nancy Jamello (yoga), Elaine Roth (aerobics), and Loui Tucker (folk dance). Public Support Attached for your perusal are numerous letters submitted by members of the Saratoga community, family, friends and other interested parties. They are a testimonial to her years of dedication and service to the City of Saratoga, and the degree to which she touched so many lives. According to Judge Mark Pierce, former member of both the Parks and Recreation and Planning Commissions "...Joan was literally the embodiment of the recreation program for over 30 years. She worked tirelessly for the City and its programs enriching literally thousands of people as a result. Joan was more than a hard working employee. She was a model citizen, wife and mother." As you know, I arrived in Saratoga in September 1985 to assume the position of City Manager. Within the first six months on the job I realized I had a superstar department director in Joan Pisani. With a small staff she had successfully undertaken an incredible array of programs to provide recreation and leisure activities for the community. Not only were these programs numerous and successful, they were paying for themselves. All the direct costs of the programs were covered by the fees being paid, something of which Joan was very proud. She liked to say that recreation was the fun department of the City. Over the next almost dozen years, Joan continued to develop new programs to address the growing needs and desires of the community for recreational opportunities. She was one of the driving forces behind the creation of the senior programs and the Adult Day Care Center. Joan ventured successfully into Children's Theatre, expanded sports programs (especially adult and youth basketball) where the City took over the youth basketball program after it had been dropped by the local branch of the YMCA and turned it into a roaring success, to the relief and gratitude of all the parents whose kids had been playing in the YMCA leagues. Youth summer day camps in Saratoga were another area where Joan saw a growing need and responded by creating and then enlarging the programs year after year, providing not only great experiences for kids and relief for moms, but providing summer jobs to many of Saratoga's college age young adults who found camp counseling to be the perfect summer job. Joan not only championed children's theatre, she created dance programs for children with the dance studio being added to the community center with the renovation of the center in the 1990's. And then there was the Warner Hutton House. Once it had been relocated to the civic center and placed in service for the community, Joan and her staff developed it into a highly successful after school and weekend drop in center for middle school and high school students. Concerts, dances, pizza parties, ski trips, you name it started coming out of the staff working at Warner Hutton. I know other cities came to study what Joan had done so they could start similar programs in their cities. Joan loved Saratoga. She had many opportunities to further her career by moving on to bigger cities with bigger budgets and more facilities, but Joan chose to stay in Saratoga. She was highly respected by her peers in recreation and many of them marveled at what Joan was able to accomplish while working only four days a week. That's right, all the time Joan worked during my time as city manager and she only worked Monday through Thursday so she could save Friday's and weekends for Ron and the two girls. Joan knew what was important in her life and as much as I know she loved Saratoga, she loved her family more. Bobbi and I were deeply saddened when we learned of Joan's illness. We were convinced that if anyone could beat their cancer it would be Joan. Unhappily, it was not to be. After thirty-three years Saratoga was going to be without Joan Pisani. She was recreation for the City of Saratoga for all thirty-three of those years. Stipulating therefore to an admittedly obvious bias, I would nonetheless observe that the qualities that she exhibited in her work on behalf of our community were enduring ones — and would note my belief that it is not only her significant accomplishments in shaping our community, but (even more importantly) the rare qualities of virtue and character that she brought to her mission are attributes of a lasting in nature — ones which (assuming that the story of Joan's life will be well -told) will enable the Community Center to bear a name that will carry a special meaning of commitment and purpose which can be passed on to future residents with pride and remembrance. We realize that these types of decisions are not easily reached as they risk the implicit establishment of standards and precedents against which similar actions to be contemplated in the future might be measured — and must therefore be approached with understandable care. That having been said, Joan's lifetime career of loyalty, accomplishment, service, and dedication is a record that few others can reasonably match. And, if there is such a legacy that can be ideally identified with an appropriate civic facility, it is hard to imagine a more fitting action than to place the name of Joan Pisani on our Community Center. With Joan's passing, I believe that my original email holds and speaks even more so to Joan's life time of service. Too many times these days, we name buildings based on a person's financial contribution to the building of a building or the buying of naming rights. At the local level. I strongly believe it's important for small communities like Saratoga to take a non monetary look at naming of buildings. For all practical purposes, Joan and a small team literally built our Recreation department into a clearly recognized value proposition to the residence of our community. When one thinks back on the 33 years that Joan has served the recreational needs of the City of Saratoga, we would all be hard pressed to think of another person who has approached the job with a level of commitment and enthusiasm that she has delivered and demonstrated daily. Our city has grown into one of the shinning stars of Silicon Valley and as it has grown, so have the needs and expectations of the community. Today, people clamor to live in Saratoga for its great location, its well regarded school system and the services provided by the city. With this growth has come the growth of the recreational services offered by the city to all ages and throughout all seasons. And Joan has been growing and evolving these services since her first days in 1974. With her retirement imminent, it's seems fitting that some honor be bestowed upon her as a lasting reminder that quiet, unassuming dedication to the health and well being of a community by one of its public servants may he the hallmark of what differentiates Saratoga from other communities. Joan has been the cornerstone of the cities recreation program for over a quarter of a century. It would provide a real lesson of the value of public service to all past, present, and future residents of Saratoga to know that we all thought well enough of her contribution to us and our community to name the Saratoga Recreation Center in her honor. Joan entered the lives of the Stoelker family about 25 years ago when my sister, Patti, became engaged to her younger brother, Joe. She was a joy to know and we even felt related somehow, if only for sharing the same first name of Joan! While sharing many Doherty family events such as births, Baptisms, and graduations, we came to know more each other and delighted in having (at that time) a long distance (East Bay) relationship. When my husband and I decided to move to Saratoga 12 1/2 years ago a large part was due to Joan's endorsement of this city. Joan was also the first to welcome us. She enthusiastically had a coffee for me in the Village so that 1 could meet all of her friends. Afterwards she happily drove me around to all of the parks in the different neighborhoods so that I would know the activities connected to each. She delighted in everything "Saratoga" while always being very modest about her leadership and invaluable contributions in the Department of Recreation. She was an immediate ambassador whenever I had a question about this area. My then college-age children had no worries about summer vacation work after being transplanted due to Joan's recommendations for jobs at Brookside and a volunteer internship for the city. She, with Kelly and Kate, made them feel like locals. Even while I was working across the Bay but living in this area, Joan still made time for lunch around my school vacations so that we could share a break in a Saratoga deli - type restaurant. Joan always frequented these local restaurants and was among the first to dine at Saratoga's new openings. She and I would also walk the track at Saratoga High and admire its new surface. My family could always count on seeing her at the parades in town, Celebrate Saratoga, and in later years, the Rotary Art Festival with Ron pitching in to barbeque. Joan was Saratoga's biggest booster and most loyal resident and she shared her joy with all. It is amazing how many mutual friends 1 discovered after living here just a short time. My Newcomer friends were parents of Saratoga High students, just like Joan. My college friends knew Joan because of committee work for the City of Saratoga. My husband's law office partner sponsored some of the Saratoga teams for Joan and the Recreation Department. It truly was a small Saratoga world because of Joan's dynamic personality and she was determined that everyone know everyone else. We have lost a great person when Joan died and we miss her personally and professionally with all of her Saratoga charisma; but we can regain an awareness of all of Joan's contributions by naming the Saratoga Community Center in her honor. At any time that she was asked to help in developing ideas to put on a first class local Community Parade, she was always agreeable and available to help. That was the first of many times that I would be impressed by her knowledge of city affairs, her engaging personality and her obvious passion for providing services to the citizens of Saratoga. During the next five years that I spent on the Youth Commission I was continually surprised and delighted by Joan's effort and involvement in matters involving the Youth Commission. Even as city staff came and went, the city's budget grew and shrank, and the Commission faced the resulting changes in support it received, Joan worked hard to ensure that adequate resources were allocated to the Youth Commission. As Director of Recreation, Joan had to wear several hats at once and manage those competing needs, but she was a constant figure in the background pushing for the Commission's interests. The success that the Commission achieved can be attributed in part to her efforts. Joan was a fixture in the recreation department, keeping tabs on Commission members as they joined, grew through high school and left to go to college. She always had a smile and was ready with a friendly inquiry about the activities I was involved in or about my family. Her knowledge of the recreation department's inner workings was amazing and she often put it to good use to help make sure that an event turned out just right. She was willing to put in extra time to make sure that an event was perfect — sometimes I thought she lived in the Community Center, she spend so much time there. These admirable qualities, and many more, make the memory of Joan Pisani a worthy one to emulate and honor. To the City of Saratoga, Recreation Commission: Our family lived in the City of Saratoga from 1979 to 2000 and, during that time, raised our two girls on Harleigh Drive. The Saratoga Community Center became a place to enjoy classes ranging from Toddler Gymboree to dance performances with Ms. Marian. During those years, we were fortunate to meet and become friends with Joan Pisani and her family. Joan was the most loyal Saratogans I had ever met! During her thirty three years with the town of Saratoga, I have watched as she selflessly gave of her time and her passion, to help make Saratoga the wonderful community that it is. She always put in extensive hours, well beyond the parameters of her job description, in order to advance the desires and needs of Saratoga. Joan was that person that walked into the room, and immediately conveyed a sense of empathy and compassion to all who may have been present. I've never heard her say a harsh word about anyone, and she always took the time to listen to everyone who had a concern or opinion. Joan knew that respect for everyone's opinion is the most important trait any public official can have. The love and respect that the people of Saratoga had for Joan was dramatically expressed by the over 800 people, who came to her memorial services. Folks of every race, religion, and job category, came out to offer their love for Joan, Ron and the girls, Kate, and Kelly. Many tears were shed, but also many stories were shared about Joan, the wonderful person. Tale after tale from co workers and friends only reenforced the feeling that this was a very special lady. Joan deeply cared about people and their problems, as evidenced by her tireless work on behalf of local charities, and her unconditional support for anyone who had a problem. Mostly though, Joan loved her town with all her heart. Saratoga oozed from her very being. If there ever was a symbol of what Saratoga stood for, it was Joan Pisani. She knew the value of community. She knew that we are put on this earth to make it better. 1 can't think of anyone I know, who spent as much time as Joan did, to truly make this world we live in, just a little kinder, and a little closer. What better way to honor one of the finest town servants the town of Saratoga has ever seen, than to rename the center that she loved so dearly, in her name. When we see her name above the entrance to the recreation center, we will know immediately, that we are about to enter a place where, all of the community is made welcome, and we will remember her kind smile. Joan was a great champion of the City of Saratoga. We feel that during Joan's tenure with the city, she expanded the Recreation Department program to the successful program it is today. She was great working with the young people in the community, including her work with the Youth Commission and the Warner Hutton House. Many of those young people today remember that she was the one who may have assisted them in their first job, given references for them to colleges or for later job opportunities, or just as the friendly adult who was always interested in what they were doing. She made a great impression on many people, which always reflected positively on the city. Our family certainly benefited greatly from the Recreation Department's program so carefully managed by Joan. We were residents of Saratoga from 1983 until 2002. The programs, the staff, the youth she hired, and the people she served were always at the forefront, not her own recognition. By naming the Community Center in her honor, we will have the chance to formally acknowledge her service and leadership and be forever reminded of her extraordinary example and what it means to truly be a dedicated community servant. I I would like to express my sincere wish that the council allow the renaming of the 1 Saratoga Community Center in honor of Joan Pisani. I have been a resident of Saratoga for 35 years, along with my husband and four children and often I witnessed the caring and commitment that Joan had for the city and the recreation department. I was also fortunate enough to work with and know Joan through other community organizations. ' I volunteered for the department back in 1998 and got to know Joan back then. She was and will always be the epitome of the Saratoga Recreation Department. I am ' looking forward to seeing Joan's hard work and dedication to Saratoga be honored as you kindly rename the center after her. 1 Joan was the symbol of the Recreation Department for not only me and my children, but many of my friends and family members. Dr. Jackson was born in 1932 in Pascagoula, Mississippi. In 1945, he moved to Oakland, Cali- fornia where he graduated from Oakland Technical High School. After gradu- ation, he served for four years in the U.S. Navy. In 1965, he began what was to become a life-long career in the fields of youth services and recre- ation and parks. He held positions with the Hanna Boys Center in Sonoma, the East Lake YMCA in Oakland, the Hayward Area Recreation and Park District, and the City of Oakland Recreation Department. He taught at San Francisco State University, Merritt Col- lege in Oakland, Chabot College in Hayward, and at Holy Names College in Oakland, where he was Chairperson for the Department of Recre- ation, Physical Education and Dance. In 1984, he joined the Recreation and' Parks Management faculty at California State Univer- sity, Chico. Among other achievements, he devel- oped Chico State's first military recreation course. He also wrote the proposal that led to the University's "Willie Wildcat" program. Under his leadership, this program provided profes- sional preparation experi- ences for hundreds of students on military bases and in other settings in the U.S. and overseas. Later, the University joined with the University of North- ern Iowa in an expanded program, called !:Camp Adventure." DhrJackson retired from Chico State in 1999. New Parks Chief Has Passion Mayor Greg Nickels an- nounce4 today his nomi- nation of Tim Gallagher as the superintendent of the Seattle Parks and Recre- ation Department. Gal- lagher formerly directed Los Angeles County's Department of Park and Recreation, overseeing a parks system with regional and neighborhood parks, 19 golf courses, arts and entertainment facilities, and community centers. Nickels praised Gal- lagher as the person with the right experience, commitment and vision to lead Seattle's parks system during a pivotal time in its history. "Parks and community centers are a life force of every neighborhood in Se- attle and Tim understands the vital role they play," Nickels said. "He has worked for 28 years lead- ing parks and recreation departments in California. I believe he has the passion and vision to guide our treasured park system to an even brighter future." This new league gives ober SO youth between 6-1 S VearS old an opportunity to play in an organized league close to home. With the field located at Mid-Peninni a Housing Services - Moon Ridge location, players- are layersare able to access the field by ;imply walling out their doors or tal ng a short ride from Mid- Feninsula's other Half Moon Bay location_ The Moon Ridge/Main Street Soccer League has been a long time coercing. Fortunate enough to have a field at their disposal, the Mid -Peninsula Housing Services Corporation was never able to fully develop a youth soccer league that could serve its residents. Over the course of the last year, recreation staff began to develop ties with Moon Ridge/ Main Street staff and cultivated a working relationship with them_ In June, Mid -Peninsula Services Manager Norma Mirarnontes approached recreation staff because of their openness to collaboration and for their expertise in running leagues and organizing groups. Started as a grass roots idea, they began with no resources other then a few soccer balls and an assortment of cones to mark the field_ As planning progressed, the Mui -Peninsula Housing Servicers Corporation was the fust to contribute $500 towards basic equipment needs such as additional soccer balls and coaches' whistles. That money was maximized as Goetz Brothers Sporting Goods of Redwood City gave the league a price break on the much needed equipment. Acktitional support followed as the Sheriffs Activities League (SAL) contributed jerseys for all participants while several other businesses contributed money to- wards the league. A goal of this league is not only to give youth a place to play but to also create a leatgue that is sustained by the parents. They are now positioning (Continued on page 5)
