MINUTES
TIME.: Monday, February 25, 1974 - 3:30 P.M.

I. ORGANIZATION
A. ROLL CALL
PRESENT.: Commissioners _:Belanger, - Fischer_.; Kayhan: "McLeod.,
— Randazzo, Smth .and Weiss-. - -
ABSENT: Commissioners Gordon, Saitta and Wright.
Chairman'Weiss announced that Commissioner Saitta has reigned
from -the Commission due to work complications.
-B. MINUTES
The Minutes.:of the January 29, 1974 meeting were approved as
submitted.
II. OLD BUSINESS
A. REVISED RECOMMENDATION TO COUNCIL ON PEOPLE CENTER
The Secretary introduced John Wells, who.-is a recreation major
and will be working at the Youth Center during the next semester.
Mr. Wells talked to Pastor Porting regarding the progress of the
People Center and reported that incorporation papers are being
revised and ,will be sent to the State within the- nexttwo weeks.
This incorporation will separate them from the Presbyterian
Church and make them eligible to receive City funds.
The Commission felt that.the People Center Committee should be
given more time to organize after their incorporation, and decided
to postpone making a recommendation to the City Council. Chairman
Weiss felt that there has not been enough communication between
this Commission and the People Center Committee and would like
the Youth Commission kept informed about -their progress..
III. NEW BUSINESS
A. RECOMMENDATION:FOR_YOUTH CENTER ACTIVITIES
The Commission is concerned-with the lack of high school _student
use of the Youth Center, and would like to begin regular program
of band concerts for th.e =rhh school and older age group.
Commissioner Fischer talked to some bands who would consider
playing at.thA . Youth Center.

The Commission felt that-the major problem,in se ting up the,
program is in dealing-with the no ,smoking_regulation at the Youth
Center. Most felt that this�'.: ,would have to b:e ,.changed 'in order,
for it to succeed.
The Secretary is concerned about several possible results if
this were changed. When smoking-was-allowed ' in.the past,.
considerable building damage was caused'by cgarettes. Also
.paren.ts do not all agree that:smoking.should be permited.
Commissioners Fischer and Kayhan agreed to organizef�aipoll to be
conducted at the high school to find out the feelings of the
students regarding this regulation, and will present the results
at the next meeting..
B. RECOMMENDATION TO COUNCIL.ON TRAFFIC PROBLEM: ON FRUITVALE-AVENUE.
As Commissioner Gordon was.not present to discuss this problem,
the,item.was: continued to the next meeting.
ID. COMMITTEE AND STAFF REPORTS
A. PROGRESS 'REPORT ON YOUTH COMMISSION ACCOMPLISHMENTSI.FROM
SEPTEMBER THROUGH JANUARY BY SECRETARY
The - Secretary listed the following accomplishments of the
Commission:
1. Recommendation to Council regarding the People Center;
2. Council proclamation for Youth Involvement Day;
3. Change the Youth Commission ` by -Lays regarding attendance;
4 Commission interest in the b *cycle system which has
resulted-in more regular- eleaning :_of the pathways for
bicycles:; and
5, the grange in park signs showing the 'correct park use
hours.,_
In' repay ' to" the Commi`ssi on s =, interest =in" ,publ.ie access to the
Congress Springs property, the Secretary.reported that the County
is involved in- long- range.planning for an extensive trails, system,
in the Santa Cruz Mountains.
He also reported.that the insurance company for the County Police
Department has agreed -to'_! m ate the 18 -years and older
requirement for the ride -a -long program. This has not yet been
approved by the P Board of Supervisors.
