SARATOGA YOUTH COMMISSION
TIME: MONDAY, APRIL 1, 1974 - 3 :30 P.M.

TYPE: REGULAR MEETING
I. ORGANIZATION
A. ROLL CALL
PRESENT: Commissioners Belanger, Fischer, Kayhan, Randazzo,
Smith and Weiss
ABSENT: Commissioners Gordon, McLeod and Wright.
B. MINUTES
The Minu.tes.of the March 11, 1974 meeting of the Commission
were approved as submitted.
II. OLD BUSINESS
A. APPROVAL OF RECOMMENDATON TO COUNCIL ON- TRAFFIC,.SIGNAL,
CORNER OF ALLENDALE AND FRUITVALE AVENUES.
The Secretary reported that the original vehicle- actuated unit
has been repaired and is now installed.
The item was continued to the next agenda.
B. APPROVAL OF SURVEY TO BE SENT TO HIGH SCHOOLS ON YOUTH
CENTER CONCERTS.
Commissioner Randazzo moved that the revised survey regarding
concerts at the Youth Center and the no smoking policy be
accepted. The motion was seconded and Commissioners Belanger
Kayhan, Randazzo and Smith voted in favor. Commissioners
Fischer and Weiss voted against the motion.
III. NEW BUSINESS
A. RECQMMENDATION TO COUNCIL CONCERNING THE AGE LIMITS.-ON
SHERIFF DEPARTMENT "RIDE -A- LONG" PROGRAM.
The Secretary reviewed the recommendation which includes the
following points:
1. People 14 and pver should be allowed to participate in
the ride -a -long program since youths are-involved with
the Sheriffs Department.
2. Requireiients.of, the program will be the same for all.
3. The Council is requested to pass the recommendation on
to the County Board of Directors.
It was moved and seconded that the recommendation be approved..
The motion was passed unanimously.

B. RECOMMENDATION TO CITY COUNCIL ON CHANGING AGE LIMITS
FOR YOUTH.CENTER PARTICIPATION
Commissioner Fischer said that there are youths younger than
7th grade interested in using the Youth Center and feels that
the age limit should be lowered.. Commissioner Smith thought
that a cut -off at 5th or 6th grade might be appropriate.
Commissioner Kayhan felt that the age limit should not be
lowered especially since the school playgrounds are staffed
after school hours for the 6th °grade and under group.
Chairman Weiss pointed out that this change might affect the
Commission's attempts to get the high school age group
involved in using the Youth Center.
Commissioner Belanger -moved and Commissioner Randazzo seconded_
that the age limit remain at 7th grade. Commissioners Belanger,
Randazzo and Smith voted in favor; Commissioner Fischer
opposed; and Commissioner Weiss abstained.
C. RECOMMENDED,CHANGE IN CITY OIL DISPOSAL (OIL SLICK).
The Secretary reported that the city has initiated a new
Policy-for oil disposal and that it nowka. function of the
Recycle Center. He suggested that the recommendation be revised
to commend this new policy and urge,;that this policy continue.
Commissioner Fischer felt that the recommendation should be
submitted to the Council as written to show that the Commission
was aware of,'the..problem, and she so moved. Commissioner
Randazzo seconded the motion. Commissioner Fischer voted in
favor and Commissioners Belanger, Kayhan, Randazzo, Smith
and Weiss opposed.
The Secretary suggested that the recommendation be revised to
read
"It has:come to our attention that one of the procedures
followed by the City Maintenance crew has been to
dump the used oil removed during lubes into the creek
that flows behind the workyard. It is our feeling
that part: of the beauty of Saratoga is found in the
unpolluted surroundings. Not only does the pollution
of the creek damage the Saratoga area, it also serves
as a terrible example to everyone. It has since come
to our'- attention that an alternate disposal--system
using the,Recycle Center has been--initiated. We would
like to formally approve of this method and further
request that meaysres be taken to insure that this
system is used in the future by city vehicles."
Commissioner Belanger moved that

Fischer opposed the motion.

The Secretaty'asked that Commissioner interested in attending
this convention contact him by April 9th. He will then submit
a request for funds.

IV. COMMITTEE AND STAFF REPORTS
A. REPORT ON COUNTY YOUTH COMMISSION BOARD APPOINTMENTS.
Chairman Weiss will contact Pat Koepland of the San Jose
Youth Commission regarding this item.-
V. COMMUNICATIONS
A. ORAL,
The Secretary reported that in making the last amendment to
the Commission bylaws he found another recent amendment which
changed terms of offices to run from June to June, and
suggested that Commissioners affected by this submit a new
application.
VI. ADJOURNMENT
