SARATOGA YOUTH CENTER, 19655 ALLENDALE AVE., SARATOGA CA. 95070 TYPE: REGULAR MEETING I. ORGANIZATION A. ROLL CALL PRESENT: ABSENT: B. MINUTES Commissioners Fischer, Gordon, Hilsenrath, Hammack, Weiss and Wright. Commissioners Belanger, Kahan, McLeod, Randazzo and Smith. There were no minutes presented at this meeting. II. OLD BUSINESS A. REVIEW OF RODE -ALONG PROGRAM RECOMMENDATION The information regarding the ride -along program was mailed. There was no discussion. III. NEW BUSINESS A. -COMMITTEE APPOINTMENTS TO WORK ON SUMMER CONCERTS IN WILDWOOD PARK The Director of Community Services reported that as a result of the many complaints received about a concert using amplified sound on June 1st, the city's procedures with regard to this type of concert are being reviewed. The present proposal is to lower the allowable decible reading to 70, set a maximum of four consecutive hours of music,-change the $50.00 depos=_t how required for amplified sound to require paying for a city staff member to be on duty during the concert to monitor the sound level,.and require a list of all instruments to be used. She also reported that since the demand to -use the parks is rapidly increasing,- a proposal to allow only Saratoga residents to reserve usage of the parks is being considered, but that this would not be in effect this summer. 1510 SARATOGA YOUTH COMMISSION - JUNE 10, 1974 - MINUTES - continued Commissioners Hilsenrath. and Fischer felt that since the residents want a staff member on duty at these concerts, the city should pay for it. Commissioner Gordon suggested that a staff member monitor an entire concert before proposing low -ring the allowable decible level to.check if the complaints area result of the sound being turned up after being checked. Commissioner Fischer reported that .s- evera.l.bands have already auditioned for these concerts. The Director of Community Services said that the City Manager will want a complete proposal for these concerts. Commissioners Fischer and - Weiss will work on this. IV. COMMITTEE AND STAFF REPORTS A. COMMISSIONERS H.ILSENRATH AND HAMMACK ON STATE YOUTH CONFERENCE, MAY 17, 18 and 19, 1974. Commissioner Hilsenrath °and.Hammack reported that a major portion of the conference was devoted to discussion of reasons to keep the State Youth Coalition going. Also, a speaker from the State Legislature talked about youth rights. A report will be IT C. submitted to the'-;City Council. RE: CHANGING THE YOUTH CENTER NAME TO COMMUNITY CENTER The Secretary suggested that the Youth Center name should be changed to Community Center to make residents aware that it is meant to be used by the entire community. Commissioner Fischer moved that it be recommended to.the City Staff that the Youth Center name be changed to Community Center. Commissioner'Wright::sec:onded -the motion, and it was passed unanimously. RE: INSTALLING PINBALL MACHINES AT THE YOUTH CENTER The Secretary contacted Tempo Sales regarding installation of pinball machines at.the Youth Center. The company would expect to collect $15.00 /week from each machine. Anything in excess of $15.00 would be profit for the Youth Center. However, if the machine failed to make $15.00 /week the Youth Center would not be responsible for making up the difference. He also reported that according the the City Business.Regulations Section 4 -45, payment may not be made from the machines to those using it and Section 4 -46, people under 18 may-not use pinball machines. Section 4 -46 would need to be amended before installing machines at the Youth Center. Commissioner Fischer thought that the -'City of San Jose regulation similar.to Section 4 -46 was ruled unconstitutional., and will check with the attorney who handled the case. RE: APPOINTMENTS AND TERMS OF OFFICE OF COMMISSIONERS A current list of Commissioners and their terms of office is needed to determine who will continue on the Commission during the next school year. A recommendation to the State Youth Commission is a possibility. The Director of Community Services said that AB -2338 did make some amendments to SB -90. The Director of Community Services said that Larry La Cross will now be the Secretary for the Yoizth Commission. VI.
