I. ROUTINE ORGANIZATION
A. Roll Call

B. Minutes
It was moved and seconded to waive the reading of the minutes of
March 19, 1.981 and April 2, 1981 and approve as distributed. The
motion was carried unanimously.
II. SINGLE SITE APPROVAL
A. SDR -1492 - Mr. and Mrs. Ed Holbrook, Canyon View, Tentative Building
Site Approval. - 1 Lot (over 50% expansion)
Mrs. Holbrook and her architect's representative, Noel Cross, were
present for the discussion. The LDC reviewed at length with the
applicant the proposed and potential additions to the subject resi-
dence on Canyon View Drive. Staff explained that the applicant was
required to go through the building site approval process because
their 250 sq. ft. addition put them over 500 of the square footage
of the original house within a 5 -year period. However, since the
lot slope was under 100, a site development plan was not required.
The site itself was under consideration by the LDC, rather than the
proposed structures.
The LDC then reviewed the proposed conditions and determined that
the street improvements would be put to a deferred agreement, to
be done in conjunction with other potential improvements to Canyon
View Drive. It was noted that the full improvement of Canyon View
was being deferred and not just a widening from the edge of pavement.
With that amendment and understanding, it was moved and seconded to
approve SDR -1492. The motion was carried unanimously. It was
explained to the applicant that there was a 15 -day appeal period,
and that if they did grade down for a basement area, a modification
to the use permit would be required.
III. PUBLIC HEARING
A. SDR -1488 - Spaich Brothers, La Paloma and Douglass, Tentative Build -
inS Site Approval 2 Lots and Negative Declaration
Staff explained that.this item involved a lot split of an 18 -acre
parcel between La Paloma and Douglass in the R- 1- 20,000 zoning
district. Commissioner Laden requested that it be clarified in the
Staff Report that one new residence was proposed for the parcel
being created.
The public hearing was opened at 10:53 a.m.
Warren Heid, the architect for the applicant, explained that Mrs.
Archer had been present, and he had discussed with her a tree to
be removed on her property. Additionally, she was concerned about
the machinery and workers coming near her residence, and Mr. Hei_d
had explained that they would use the driveway farthest from her

property. Mr. Heid then questioned whether or not he would need to
go before the Planning Commission at a public hearing if the struc-
ture were over 22 ft. in height. Staff explained that, at this time,
a public hearing would be required for such a structure.
The improvements to Douglass were then discussed, with Staff explain-
ing that the intent was to continue the existing roadway as it was
presently located. The conditions were modified to allow for a
deferred improvement agreement to be called with the development of
the Parsons property or additional development of Parcel "A ". Thus,
the decision on the width would be left to the appropriate time.
Warren Heid explained that the present residence was a historical
estate, and he would hope that the gate would be left as it is with
the dedications to the City. Staff explained that the present dedi-
cation was just an offer and.was not being accepted. It was felt
that the City's intent would be to preserve the gate at the time when
the deferred improvement agreement was called. Mr. Heid explained
that he was satisfied with the offer of dedication and the deferred
improvement agreement. He then questioned whether the caretaker's
kitchen would be permitted. Staff explained that present ordinances
required that only one kitchen be allowed per lot, and that there
might be a possibility for a process in which the Planning Commis-
sion could review the kitchen. It was requested that he check with
Staff further on that point. Mr. Harison then noted that the house
was in good repair, and that he had not recommended that it be
brought up to code for safety purposes.
It was moved and seconded to close the public hearing.
The motion was made and seconded to approve the Negative Declaration
for SDR -1488. The motion was carried unanimously. A motion was
made and seconded to approve SDR -1488, per the Staff Report, as
amended. The motion was carried unanimously.
IV. ADJOURNMENT
