MINUTES OF PUBLIC HEARINGS ON
APPLICATIONS FOR USE PERMITS
FOR TWO -STORY CONVERSIONS
A. UP -356 - Anthony and Teri Lawrence, 20620 Lomita Avenue
The public hearing was held on December 12, 1977, and the hearing was
opened at 3:00 p.m. Mr. Van Duyn reported that there had been no
correspondence received on this matter. He stated that a neighbor
of the Lawrences, who lives across the street, had come into the office
and looked at the plans, and it was suggested that he discuss the matter
with Mr. Lawrence. The applicant stated he had read the conditions re-
garding the use permit and said he would be filing for building site
approval shortly. The public hearing was closed.
UP -356 was approved, based on the Staff Report dated December 8, 1977,
subject to the three conditions specified in the report.
B. UP -358 - James Riley, 13910 Loquat Court
The public hearing was held on December 12, 1977, and the hearing was
opened at 3:20 p.m. Mr. Van Duyn reported that a letter had been received
on this application from a Leslie E. Cabe. She had requested that the
letter be read into the record. The letter was read (copy attached),
and Mr. Van Duyn commented on it as follows:
1) This is not a variance; it is a request for a conversion permit,
which requires a use permit. As I understand it, it is not a
second story addition; it is an addition that will increase the
height of the building, but not necessarily for two story usage.
However, if granted, you would be privileged to do so if later
you wanted to make that amendment.
2) Whether or not this increases the children capacity or not has
no bearing on the use permit. Effectively you could do that with
any kind of an addition.
3) These particular projects are exempt from the provisions of the
California Environmental Quality Act.
4), 5) We don't feel there will be a significant difference in the amount
of water and energy consumption here.
6) This is a one - family residence zone. I know it is not your intention
to have a two - family residence, and the ordinance would not allow
that in any event. Should you have family living with you, mother -
in -law, etc., that would be entirely legitimate.
7) The number of bedrooms has little relationship to the request here
today.

8) I don't believe that your home was constructed on excessive
high ground, in relation to the other homes in the area.
Mr. Van Duyn commented that he had studied the plans and looked at the site also.
He stated that he had no objections to the use permit. Mr. Van Duyn noted that
the letter from Ms. Cabe had been the only correspondence on this request. The
public hearing was closed.
