I would like to see a cross -walk preferably with flashing lights similar to the one across Hwy. 9 at Oak Street. > 2. There is no bike lane on Aloha or Forrest Hills. In addition, there is no cross -walk across Aloha at Forest Hills. As we all know, many parents drive up Aloha to Komina to Oak Street. Unfortunately, drivers are not yielding to walkers/bikers and many times seem to be traveling above the speed limit. In addition, many parents use Forest Hills to drop off their children and there are no precautions taken for children walking or riding their bike. This is within 150 yards of school and there is no cross -walk. I would like to see a bike lane on Aloha and Forrest Hills and cross -walks. > 3. There is no unobstructed way to get to school on Highway 9. One must go onto the Highway because the bike bath is interrupted and forces pedestrians on to Hwy. 9. I understand that this issue will be addressed at the November 4th Traffic Safety Commission meeting. I am also copying Lane Weiss and Diane Smalley on this email in the effort of full disclosure. CONCERNS/PROBLEMS: There is a serious safety issue with cars and children crossing Aloha to Forest Hills and children reaching school safely on Forest Hills, particularly at the 3:OOpm pick-up. SOLUTION: Create a red no -parking zone on the ramp leading to school. Add a bike lane and no -parking signs on Forest Hills. Add a cross -walk across Aloha to Forest Hills. BACKGROUND: In general, at the 3:OOpm pick up, cars are parked on both sides of Forest Hills. This leaves one lane for cars going both ways, children on bikes and walkers. In addition, cars are parking illegally in the Saratoga District Office ("District Office") parking lot in the dirt. This reduces the area that kids can utilize to get around a section of the cars parked on Forest Hills. The following are just a few of the incidents that have occurred within the last 2 weeks. Starting with the most recent incident, a parent came within 6 inches of my stroller (with my 4 year old in it) in an attempt to turn right on Aloha before I started crossing the street. This car came so close to us, that I knocked on the side of the car to let the driver know how close it had come to us. On Friday, September 24th, my son was almost hit twice on Forest Hills while he was biking home. The first near miss came at Forest Hills and the District Office. Because cars are parked on the street, drivers coming out of the District Office cannot see kids on bikes approaching. This could be alleviated by a bike lane. The second near miss on the 24th occurred when a parent parked on Forest Hills pulled out after her child hopped in her car. There is nothing wrong with this except that there is no bike lane and no sidewalk so my child is forced to ride his bike to the left of cars and he was in the drivers blind spot. A bike lane would alleviate this problem. With respect to the proposed crosswalk across Aloha, there are families that live on the corners of Lomita and Aloha. They do not use the crosswalk at Komina and Aloha because of the dangers of walking down Komina. Instead, they walk to Forest Hills and cross Aloha. This is an obvious place for a crosswalk and would help both parents driving to know to look for kids crossing the street and for kids to know where to cross the street. CONCLUSION: There are 3 entrances to the school. There is one on Komina at Oak Street, the Oak Street parking lot and Forest Hills. The only entrance with no markings, sinage or crosswalk is Forest Hills. Considering the number of students that use this entrance, it is in desperate need of safety precautions before a child is injured. The school is aware of the dangers as evidenced by the list serve emails and the city is aware of this as I have been emailing you with my concerns since November 2009. Action needs to be taken before someone is hurt. I am not advocating that Forrest Hills not be used as a drop-off/pick-up, that is unrealistic. However, if the street is zoned appropriately, this will be a safe place for children to come and go from school regardless of if they are on a bike, walking or being picked up by a parent legally parked. RESPONSE TO YOUR COMMENTS: During our phone conversation, you stated that it was the school's responsibility to provide a safe drop-off and pick up for children. In addition, you said that Lane Weiss and 10/27/2010 Page 2 of 3 Diane Smalley should do more to prevent parents from picking up and dropping off their kids at the Forest Hills location. As I stated on the phone, the school does provide a safe drop off and pick up in the front of the school. As far as Mr. Weiss and Ms. Smalley's responsibility for enforcing the no -drop off zone on Forrest Hills, I do not see how they have any authority to enforce this as a no drop-off/pick-up as there are no red zones and there are is an absence of no -parking signs. The city needs to make this a safe place for kids and the sheriff should enforce the rules. I look forward to working with you to solve these problems in a timely manner. I live on the first straight section where the speed bumps are. We have every kind of truck you can imagine, EVERYDAY. Gravel trucks, dump, Box trucks, Concrete, Tree trimming, utilities,•school buses, tour buses, Pepsi/ Alhambra Delivery trucks (large), I have even seen double deck car transport trucks. The noise is unbearable. I cannot use my front porch for anything. I have not yet gone to my neighbors, asking their opinion. I am aware of State, Federal commerce protection laws. Weight limits are the first question I have. 1. What ability does the city have to lower the weight limit on its own streets? I looked at the State website and only found State Regs on roads/highways. Not local residential road laws. (attached) 2. Can the city assist in signage redirecting trucks to Sarahills, Arroyo De Arguello, Mt Eden, Big Basin or Tollgate road as other entry/exit points. I understand this just pushes the issue to another road, but Pierce has 90% of the truck traffic. 3. The downtown business district would even benefit from the Mt. Winery tour buses going through town, instead of the miles of S turns on Pierce road. 4. The other problem is street width. When I moved to Pierce rd. the street was a normal 16-18 feet wide. Eight foot lanes were the norm. When the city repaved it, the street was widen to 25ft. The wider the street, the larger and faster vehicles will travel. I measured from center line to edge of pavement, 12.' 6" for ONE lane. Vehicles are limited to 8ft wide. I am aware fire trucks want as much room as they can get. Their trucks are the problem, bigger with each new model. Delivery trucks of all kinds can use smaller 1-2 ton trucks. Residential streets should not have semi tractor/ trailers up and down it, everyday. Pierce does. Hi Kristin, Thank you for your call. As we discussed, the stretch from Cox to Via Escuela on Cumberland is so long without a Stop sign that drivers routinely seem to hit 40 mph on it. A neighbor's dog recently got run over at the corner of Mallory and Cumberland, and another neighbor mentioned being hit by a speeding car when pulling out of a driveway onto Cumberland. Then, I would greatly appreciate a traffic analysis on Cumberland to see how we may resolve this. Our property is #15452 and is the first house on the right. The frontage of our property runs from Sunnyside Road which is just at Highway 9 to more than half of the way to Monte Vista spanning 3 homes across the street (see attached). Many cars are accelerating and going beyond the speed limit immediately after turning on to El Camino Grande. This could be because there is a slight dip in the road which falls just in front of our property. The speeding could also be due to the fact that there is no stop sign at the Monte Vista intersection. Furthermore, the road begins to incline around the Monte Vista intersection so cars accelerate to ascend up the slope. We have 2 young children, ages 2 and 5, and therefore immediately become aware of the speeding issue which is readily noticeable as well as audible. We bring this issue to the attention of the Traffic Commission so that measures can be taken to decrease the speed of vehicles on this strip of El Camino Grande. Preferably, we would like to see speed bumps installed in 2 places along El Camino Grande in front of our property: first, just after passing Sunnyside, and second, as approaching Monte Vista (also marked in the attached). If you should need any further information from us, please don't hesitate to contact me. We would be happy to present or comment at the Commission meeting as well. Through my driving experience I believe STOP signs are needed on Thelma Ave crossing Hammons Ave. Hammons Ave already has STOP signs. Here are the reasons: 1. Driving south bound on Hammons Ave thru Thelma Ave after stop is sometimes difficult and dangerous because the morning sun is shinning right into your eyes looking out for traffic to the left (East side). A lot worse in the cold Winter mornings due to condensation on the side windows. The reflection of the sun would block you from seeing very far. The rainy days are equally bad. 2. Many high school students who just got their driving licenses are also driving the same routs on either Hammons Ave or Thelma Ave. 3. Many students need to walk or bike to school crossing Thelma Ave (no STOP signs). • 4. Thelma Ave is a wider street than Hammons Ave and is connected to Saratoga -Sunnyvale Rd (40 - 50 mph). In my opinion people tend to drive faster on Thelma Ave coming to the Hammons Ave intersection since they don't need to stop (no STOP signs) rushing to work or to school. Nobody wants to be late. 5. Some people thought Thema Ave and Hammons Ave are 4 -way stops. They would just stop and go thinking it's a 4 -way stop. I witnessed a few road rages and loud honking. I may not be able to attend the November 4th meeting. Please present this to the Traffic Safety Commission meeting on behalf of my family and others . Thank you very much. p.s. Cars are coming and going way too fast for this street. After work hours it sounds like a race track. 2.) Baylor street have speed bumps. They are using Clemson as a pass thru onto Villanova, Baylor, Vanderbelt,& McCoy, 3.) Several times there have been instances of kids playing and cars are not stopping and or watching where their going. 4.) Clemson have been targeted for: Mail thefts, Cars being Egg'd, Home being under construction been burglarize and most recently a car was shot with a BB gun which shattered the driver side window. 5.) I've highlighted some addresses because they entered in the wrong section. 4 residents out of 34 don't want speed bumps. As you can see, the majority want speed bumps on Clemson. Most residents will have good comments and a few will have negative comments. Most of the residents will be at this scheduled meeting on November 4`h. Some will have Questions as to: 1.)
