MOTION: Recommend that the Traffic Engineer design a turn pocket on Quito Road
at Martha and Public Works will implement. APPROVED 7-0

Issue: Safety concerns on Springer Avenue
Action: TSC will make recommendation
MOTION: Recommend extending the double yellow line on Springer Avenue (up to
100 feet total) as recommended by the Traffic Engineer. APPROVED 7-0

Issue: Concern about crosswalk on Allendale Avenue at Fruitvale Avenue
Action: TSC will make recommendation
MOTION: Recommend high visibility striping in the crosswalks at Fruitvale and
Allendale Avenue, narrow the right turn channel off Allendale to 14 feet and install a
Yield to Pedestrians sign. APPROVED 7-0

Hi Kristen,
Here is an additional thought for consideration by the folks on the Traffic Safety Commission
prior to our meeting re: crosswalks on Fruitvale.
I imagine that the original reason for not placing the crosswalks immediately proximate the
intersections may have been to help protect pedestrians from drivers making a "California stop"
while turning right and looking left as they enter Fruitvale. We all know that pedestrians
entering from the right at an intersection are at risk from drivers proceeding while looking to the
left.
If, in fact, this was the original reasoning, then moving the crosswalks to the North at the
intersection, rather than simply placing them at the intersection but remaining on the South,
would be a logical way to mitigate both problems. This, however, does introduce an additional
concern. Considering how narrow Three Oaks is and the fact that the NW corner is completely
obstructed by foliage, pedestrians on Three Oaks would now be at risk from cars turning right on
to Three Oaks from Fruitvale. Again,when your commissioners visit the area they will
immediately recognize how dangerous it is to be on the North side of Three Oaks near this
intersection because of cars blindly turning right from Farwell. All pedestrians on Three Oaks,
quite naturally and defensively, always use the South side of Three Oaks at this intersection.
To help mitigate the concern from crossing to the North side of Three Oaks, it seems reasonable
to also stripe a painted cross walk across the end of Three Oaks and across Farwell, in addition to
the walkway across Fruitvale. Hopefully, this would help alert drivers to the fact that pedestrians
might be crossing Three Oaks or Farwell, especially in conjunction with the use of the Fruitvale
crosswalks.
In talking with many neighbors, they all indicate that they do not currently use the crosswalks on
Fruitvale because it feels safer to cross at the corner, outside of the crosswalk, as opposed to
walking up Fruitvale to the crosswalks They also say they always "hug" the SW comer of Three
Oaks in fear of cars coming around the comer travelling South on Fruitvale. This also holds for
drivers of cars on Three Oaks, "hugging" this same corner.
Please ask your commissioners to not only walk these areas from all directions, but to drive their
cars West on Three Oaks to Fruitvale to see first hand how exposed they are to cars coming
around the comer from Fruitvale, as they approach the intersection. Better yet, have
commissioners on foot at the intersection at the same time as other commissioners approach in
cars. The increased awareness of the simultaneous positions of all the people should provide
valuable insight.

Thanks for the input Danny. We agree that the street is a tricky one to cross. This
morning, the police had 3 cars pulled over, apparently for speeding. We did have
drivers stop and let us go across at both Three Oaks and Fruitvale which was
nice. We have a "walking" neighborhood that isn't apparent to the "flow through"
traffic on Fruitvale which makes it a bit treacherous.

Hi Kristin,
I recently had a scary situation (just last Wed) when crossing from Farwell to
the pathway headed up Fruitvale toward Three Oaks. I was walking with my
dog and a friend and her very large dog. It was difficult to maneuver the
narrow shoulder to get to the cross -walk with two of us and dogs. We finally
just walked across Fruitvale (not using the cross -walk) because it was much
easier and safer than trying to walk up to the cross walk with all the traffic
coming up from behind us from both Redwood and West Valley schools.

Hi Kristin, hope all is well. I am reaching out to you per the email from Rick Torres
below.
The neighborhood on Canyon View Dr would like to request a few items to be fixed prior
to the rains/winter setting in. Please see attached map with markings for the requested
traffic safety improvements.
Incorrect Banking Of the Road
On the drive up Canyon View, there is a section of the road that banks towards the
steep side of the canyon. The railing barrier provides little comfort because the incorrect
banking of the road makes cars swerve towards the canyon. This is extremely
dangerous and needs to be addressed immediately. The road needs to be banked
correctly. The map attached shows the approximate location marked in yellow of the
stretch of road with incorrect banking.
Installing Street Lights
The homeowners on Canyon View concur that the city should install 8 or 9 street lights
to ensure vehicular and pedestrian safety at the sharp turns and bends on Canyon View
Dr. The map attached shows the suggested locations marked in green for new street
lights.
