August 23, 2011- Request from Kraule's for No Parking evaluation on Springer
September 1, 2011—TSC recommends extending the double yellow stripe on Springer Avenue (up to
100 feet total) as recommended by the Traffic Engineer.
January 2012 - Discussion with Sheriff's Department - Officers would not be able to write tickets for
parking on Springer (if cars were parked in the first 100 feet) because of the Vehicle Code., which only
allows cars to be towed and not ticketed. A Motor Vehicle Resolution would be needed to allow cars to
be ticketed in that area. Staff felt that the intention of the traffic Engineer and TSC was to restrict
parking in that area, and the decision was made to go to the City Council for a Motor Vehicle Resolution
to restrict parking.
February 2012 - Double yellow stripe extended.
February 1, 2012 — The City Council approve a Motor Vehicle Resolution to restrict parking for 100 feet
on Springer Avenue.
March 2012 — Met with resident to discuss installation of signs or red curbs. Resident chose red curbs.
April 30, 2012 — Red curb painted.
May 7, 2012 — Request from the Kraule's for another 70 feet of No Parking on Springer.
June 7, 2012 — Red curbs removed and signs installed.

Dear Mr. Cherbone,
Due to continuing traffic safety hazards associated with the narrow and irregular roadway in front of
14425 and 14433 Springer Avenue, we are requesting an extension to the 100' of "No Parking or
Stopping" signage previously adopted by the City Council on February 1, 2012. Specifically, our request
is to lengthen the signage on the southeast curb of Springer Avenue by an additional 70,' and to include
wording such as "No parking from here to the corner."
Since the double yellow line was recently extended in early April 2012, a vehicle is consistently being
parked on the southeast side of Springer Avenue, directly across the street from our driveway. The
parked vehicle is forcing the eastbound traffic into the westbound lane as indicated in the attached
pictures. Not only has the parked vehicle created a traffic safety hazard to vehicles, but also to
bicyclists, pedestrians, and to us as we enter and exit our driveway at 14433 Springer Avenue.
This creates a traffic hazard upon exiting our driveway, as vehicles parked directly across the street block
the lane that we need to back out into. This is also true as we attempt to enter our driveway, as several
times we have been met head-on by a vehicle proceeding from the opposite direction attempting to
circumvent the parked car(s). This circumstance becomes even more dangerous when a car is parked in
the space at the front of our home, or on garbage collection day when the cans occupy the space. The
attached pictures document these hazards. (Attachments: Pages 1-8).
This identical issue was brought to the attention of the City of Saratoga in our August 18, 2011 letter to
the Traffic Safety Commission, (Page 2), and also during December, 2011, which precipitated the City
Council's adoption of the signage resolution. (Attachments: Pages 9-10).
Nine months later, the matter still has not been adequately resolved. We are requesting that the City
immediately addresses this problem, before a serious accident occurs.

4/30/2012 The picture indicates that the roadway is irregular and narrow. The
driver's view of the intersection is obstructed by the Van parked in front of 14433
Springer Avenue.
4/30/2012 The picture indicates that the Van is parked in the lane of traffic in
front of 14433 Springer Avenue forcing the driver into the oncoming traffic
across the double yellow line. One driver honked at the Van thinking the vehicle
was stopped, rather than parked in the lane.

Likewise, this creates a simultaneous traffic hazard for a driver travelling northbound on Springer
Avenue approaching the intersection at Fourth Street, who is met head-on by a car travelling from the
opposite direction that has crossed the double yellow line.
This is particularly dangerous at night. In one specific example on May 28, 2011, a dark, blue Honda
Cross -Over was parked directly in front of the mailbox and steps to the property from 6:45 until 9:30
PM. This required numerous vehicles to circumvent the car parked in front of the walkway by crossing

Most recently, on July 16, 2011, a truck and horse trailer associated with the "Wildwood Stock" event at
Wildwood Park, was left unattended by the owner, across the street from 14425 Springer Avenue.
Deputy Sheriff Howell, Badge #1850, Event Number 11-197-01745, responded and determined that due
to the narrowness of Springer Avenue at that point, that the truck and horse trailer were parked in a
dangerous manner blocking the roadway. Deputy Howell was preparing to have the vehicles towed
when the owner returned from Wildwood Park, at which point he ordered him to remove the truck and
trailer from the street. ATTACHMENTS (3A, Pg. 12), (3B, Pg. 13, (3C, Pg. 14): Pictures of truck and

This problem is exacerbated when a significant number of vehicles, associated with frequent business
meetings held at the residence, park across the street on the southeast side of Springer. There is
insufficient room on the road to accommodate vehicles parked on the street and travelling in both
directions. All of the black tire marks along the southeast side of Springer Avenue from 14425 to 14451

Utility Vehicle (SUV) travelling at a high rate of speed that turned from Fourth Street onto Springer
Avenue. On that particular day, vehicles were parked across the street from our home along the entire
length of the southeast curb from 14425 to 14451 Springer Avenue. A vehicle was also parked directly
in front of the residence at 14425 Springer. As we exited our driveway, by backing into the space in
front of our home at 14433 Springer, our line of site was blocked, and we were also forced into the
middle of the street. At the same time, the SUV turned from Fourth Street onto Springer Avenue
circumventing the vehicle parked directly in front of 14425 Springer Avenue, forcing the SUV into the
middle of the road across the double line. These simultaneous and hazardous circumstances created a
very dangerous situation, as we were almost broadsided by the SUV. ATTACHMENT: (5A, Pg. 16), (5B,

We are Florence and Paul Schroeder. We are nine year home owners and residents at 14425 Springer and live with our
two school age sons. We are writing this letter due to the fact that we will be traveling in Europe during the meeting
scheduled by the safety committee to further restrict parking on portions of Springer Avenue.
Our next door neighbors, Paula and Ernie Kraule, have consistently called the city regarding our property. We live in an
established, charming neighborhood where there were no "NO PARKING" sign or red lines. We have one of the largest
corners in our neighborhood. She has been bullying us since she moved next door. Shc accused us to have a business
without a license, built a driveway without a permit and much more. We feel constantly watched in our own home.
The Kraule's took it upon themselves to engage the city legislation to restrict parking on Springer Avenue in front of our
house. At their behest and influence, the Saratoga City Council passed Resolution No. MV 12-005 on February 1`, 2012.
The process was done through the legislative process instead of the normal administrative process. We were not informed
of the impending action prior to the vote or after the vote until utility workers showed up with their paint cans and began
marking our property and the street in front in order to install the new "NO PARKING" sign directly in front of our door
and the end of our walkway. We feel like victims here. The city is supposed to work for us too. Now we are forced to park
across the street from the Kraule's to leave our driveway available to our gardeners, cleaners and our guests, since nobody
can park near our house anymore. Red lines span the width of our house on both sides of Springer Avenue.
My neighbors are now requesting a 'NO PARKING ZONE' in front of their house, for the only purpose of moving parked
cars from the other side of the street in front of their house. The Springer Tract was laid out in 1903. Streets in the
neighborhood are inherently small because of the time they were laid out. Springer Avenue from Fourth Street to Fieldstone
is the widest street in the tract, with our corner being the widest in our neighborhood. It has been that way since the house
was built over 17 years ago. Your city engineer already came and did all the measurements to determine what is safe, that
data was used to pass Resolution No. MV -005. Now that the city engineer has made their recommendation, the City
Council has passed their resolution, what has changed in the interceding 4 months to extend the "NO PARKING" line
further down Springer?
People need to be able to park on our street, otherwise they will have to park on CStreet where it is narrower with a much
heavier traffic. Elva Street is narrower and people park right and left People can only park on one side on our street It
actually makes the traffic slower when cars are park. People drive much faster on a clear, open road. We requested this issue
to be postponed for the September meeting, in order to be present, but our neighbors had it move back to the July meeting
making it a safety issue.
We never had any safety issue on Springer Avenue, nor an accident. The one instance that was cited back to us by a city
employee was a parking citation for a truck and trailer issued to a non -Saratoga resident who was parked on the corner
during an event at Wildwood Park. The Traffic Safety Commission Red Curb Guidelines on your website state, "Red curb
must not be for the purpose of moving parking elsewhere". We are good responsible citizens. We pay property taxes. I
personally became a CERT to help my community in case of an emergency. My neighbor used to work for the City and her

husband was the fire Chief for 31 years. They seem to be able to get whatever they want. We feel like victims here. The city
is supposed to work for us too.
I would invite any council members to please make a visit to our house. What has happened already is excessive; any more
restrictions would be punitive. We ask you to not extend the "NO PARKING" zone on our sheet It is a public street and
people should be able to park. If this passes, it will be obvious to us that it is not because of safety, but because of influence
being administered. We would like also the red line around our house painted over. It is defacing our property. We had a
choice between an 8 -foot "NO PARKING" sign on our walkway, or a red paint all around our house. I don't think that any
Saratoga residents would like that around their properties either. Our corner is no different than any other corners in
Saratoga. We're including pictures. This situation upset all our other neighbors as well, many of which are participating to
in order stop more restrictions.

Dear Traffic Committee Commission,
My name is Mia Kettmann and I reside on Springer Avenue in Saratoga. I am writing to voice my objection to the double
red lines painted in front of the Schroeder residence at the end of our street for several reasons. First of all, they are
unsightly. Nowhere in our beautiful town of Saratoga have I seen such a thing in front of someone's house. I do not
understand why they are necessary yet I do see what an inconvenience they pose to our neighbors. Second, I believe it
is unfair to the Schroeder family whom I have known for over five years. They are considerate, responsible, and friendly
neighbors. They maintain one of the most beautiful properties in our neighborhood. It seems to me that they are being
harassed for no reason. It is unfair that they cannot park in front of or across from their home. Is it true that the rocks
in front of the property are also in question? The rocks are aesthetically pleasing and provide a safe separation between
the street and the landscape.
Most of all, I am concerned at the proposal that would allow the extension of the red lines even further on the
street. This allows even less parking for the Shroeders, and seems terribly unfair.
This is a wide street for our neighborhood. I'm afraid this would set a dangerous precedent in our town. And again, It
looks ridiculous.
I would appreciate an explanation and justification for this ridiculous action.

Recent red -lining on Springer Avenue in Saratoga on both sides of the street in front of
the Schroeder home on 14425 Springer Avenue appears to have been done in a unilateral,
arbitrary, and capricious manner. Worse, it appears that the administrative process was
not followed and that what was done in the absence of a proper administrative hearing
has turned out to be harmful to local residents.
As one who has often walked on that street in both directions, I can say that the need for
red -lining has never been a safety issue. The irony is that the current red -line requires that
the postal system park on the line to deliver the mail.
The process needs to be reconsidered. In the meantime, the red -line should be removed.

To Whom It May Concern:
I am a resident on Springer Avenue and am writing over my concern about
extending the "no parking" curb on Springer. While people may drive too fast down
this road, it is not a road that currently has issues with parking. In fact, having
people park along the side of the street might stop drivers from speeding down the
road during the day. As a residential road, we need parking for visitors, not only
trades people but visiting friends and family. This is particularly true for the corner
lot who has two small boys who are frequently being dropped off from school and
sports activities. I can't quite understand why we can't all simply be courteous to
each other and allow others to park in front of our homes. With that in mind, the
red line at the intersection of Springer and Fourth Street was extremely ugly and
completely unnecessary, so thank you for removing it.
If I have any concerns on this street, it would be related to speeding. Preventing
people from parking here would only make this issue worse. If you want to do
something useful, put in speed bumps but do not restrict parking.

My name is Rolf Milesi. I have been living at 14371 Springer Ave. for more than 3 years. I love the nice and friendly
neighborhood atmosphere.
I oppose any more restrict parking on our neighborhood streets. Parking on the streets was never a problem until
recently and this is because of only one neighbor with obviously much more issues than red lines and "No Parking"
signs. I believe a parked car on the street does not disturb traffic at all, it makes us slow down and drive more
carefully through our quiet neighborhood.
In my opinion, red painted curbs or "No Parking" signs on every corner are not enhancing the appearance to the
City of Saratoga. This was never a concern of anybody until the crusade of this single neighbor.
Please consider common sense in this matter and on all further decisions,

To Whom It May Concern,
We are writing this letter to oppose more parking restrictions on Springer Avenue. We grew up in
Saratoga and never saw any safety issues on this street. Springer Avenue is straight and larger than
most streets around us. We have known the Schroeders since they moved in about 8 years ago. My
daughter and I have become friends with them and we know them very well. They have only a few
parties a year; they always make sure all the neighbors are invited. We never saw any issue with
parking when people visit.
Restricting more parking may cause more problems by moving parking to busier and narrower streets.
Putting more signs and red curbs is also taking the charm out of the neighborhood. We were shocked to
find out that all of this was done without any notice to the Schroeders. Restricting more parking would
also be unfair since nobody can park around their house anymore. The Schroeders's house is the most
beautiful house on Springer Avenue. It is always well maintained. Putting more signs would be taking
the charm away from this house.

Dear Saratoga City Official,
I am the friendly neighbor living across the street from Florence
Schroeder and family. This is in regards to recent city issue about
parking on Springer Avenue.
I am writing to express my strong opinion that the city should not be
over responsive in dealing with the complaints of our Troublesome
Neighbor who lives nearby. Here are my specific reasons:
1. The parking conditions on Springer Avenue are not out of place
relative to the parking in any of the other areas in the neighborhood.
(It is part of what makes this area NOT Sunnyvale maybe)
2. The city should be spending its funds on other services that are in
dire need.
3. There is some indication that Troublesome Neighbor has been using
her understanding of city ordinances and processes as a means to
terrorize the neighbors in the area. I speak from some personal
experience. I would really hate to see the city used in this way.
So, as a nearby friendly neighbor, this is my position. I am a little
intimidated that Troublesome Neighbor might convince you to chop down
my beloved orange tree for safety reasons (pronounced, retribution),

To Whom It May Concern:
We are writing to the City regarding the recently designated "No Parking" zone at the corner of Springer
and Fourth Street in front of the Shroeder Residence.
We were very disappointed to see the red line painted around the Shroeder property. In the 6 years we
have lived here, we have never seen anyone parked by either stop sign where the "No parking" zones
have been designated. Everyone clearly understands that it is not okay to park immediately adjacent to
the stop sign. The action taken by the City whether it be to mark it red or place a sign there is
unnecessary. This is a village neighborhood with country charm and we do not want to see its
landscape interrupted by red paint and City signs everywhere.
Our family and our next door neighbors routinely have gatherings at our homes. When someone has a
gathering, there are anywhere between 5 and 15 cars parked on Springer Avenue. We all manage and
support eachother. We do not want to lose any more parking on Springer Avenue.
We request that the City take no further action on this matter and deny the request to enlarge the "No
Parking" zone.

To Whom It May Concern,
This is in regards to the situation going on between the Schroeders and the
Kraules.
I have been living on Springer Ave for 41 years and there has never been a
problem with traffic. The Schroeders have really made our neighborhood friendlier
and have welcomed many of us into their home and family.
I feel the petition against the Schroeders is unfair. There is already limited
parking on Springer Ave. as is. When there are events in downtown Saratoga and
Wildwood Park, people come to our street for parking and this would discourage
people from coming to Saratoga for future events.
I think this is a feud between neighbors that should be resolved between
themselves and not paid with our taxpayer dollars.

Request for Stop sign on Bankmill Road at the intersection of Storneridge Drive.
Cars come speeding down the hill on Bankmill and speed around the corner onto
Stoneridge. It is dangerous for anyone who lives near this intersection to back out of
their driveway and enter Stoneridge.
