TRAFFIC SAFETY COMMISSION
REGULAR MEETING

Call to Order
Roll Call: Chen, Choi, Cosyn, Coulter, Harris, Kane, McIntyre
Report on Posting of the Agenda: Pursuant to Government Code Section 54954.2, the agenda
for this meeting was properly posted on March 7, 2016.
Accept Agenda Items: No additional items may be added pursuant to Government Code
Section 54954.2.

Old Business
1. Traffic Matrix #341
Issue: Request for solutions to improve pedestrian safety at Lomita Avenue and Komina
Avenue by Christopher and Saskia Adams. Traffic engineer recommended that the City
investigate a walking area in the frontage of the homes to create a path and asphalt burms
between parking area for raised walking path.
Action: TSC will review traffic calming plan developed by the traffic engineer and make a
recommendation.

2. Traffic Matrix #344
Issue: Request for stop signs at La Paz/Aspesi and Casablanca/Myren by Dawn Murakami,
Colleen Balough, and Chris Tar. In July 2015 the TSC heard this item and the traffic
engineer recommended taking an incremental approach with directed enforcement, to
review locations for inpavement warning speed signs, and to come back at a future date
with new speed survey and vehicle volumes at locations to find locations to place
inpavement signs that show 25 mph.
Action: TSC will review and discuss data collected by the traffic engineer and make a
recommendation.

New Business
3. Traffic Matrix #357
Issue: Request for traffic calming methods on Quito between Pollard and over Highway 85
by Jamie Silzer (curb/guard rails/ crosswalk)
Action: TSC will review and discuss data collected by the traffic engineer and make a
recommendation.
- TRAFFIC ENGINEER RECOMMENDED THAT THE CITY INVESTIGATE ANY
INTERIM IMPROVEMENTS- SUCH AS PUTTING IN A BURM OR OTHER TYPES
OF PEDESTRIAN PATHS AND CUT BACK SHRUBS TO GIVE MORE ROOM FOR
PEDESTRIANS AND CYCLISTS TO PROVIDE IMMEDIATE RELIEF. THIS STUDY
WOULD BE WORTH THE CITY’S TIME AND EFFORT TO FIND OUT WAYS TO
IMPROVE THE AREA.
- COMMISSIONER KANE MOTIONED FOR STAFF TO ANALYZE EXISTING RIGHT-
OF-WAYS AND DEVELOP PEDESTRIAN AND CYCLIST PATHS AND TAKE INTO
CONSIDERATION VARIOUS CONSTRAINTS.
- COMMISSIONER CHOI GAVE SECOND MOTION
- APPROVED 7-0-0
- COMMISSIONER CHEN MOTIONED FOR STAFF TO LOOK INTO THE
POSSIBILITY OF MORE LIGHTING IN THAT AREA.
- COMMISSIONER HARRIS GAVE SECOND MOTION.
- APPROVED 7-0-0
- (NOTE: Staff to contact Jamie when report goes back to Commission)
4. Traffic Matrix #358
Issue: Request for traffic calming methods to reduce speeding on Montrose Street by Brian D.
Brackbil.
Action: TSC will review and discuss data collected by the traffic engineer and make a
recommendation.
- TRAFFIC ENGINEER RECOMMENDED THAT THE CITY HAVE RADAR TRAILER
PLACED IN THAT AREA ON MONTROSE AND ALSO HAVE DIRECTED
ENFORCEMENT. IF THE PROBLEM CONTINUES THEN THERE MAY BE OTHER
WAYS TO REDUCE SPEEDING.
- COMMISSIONER HARRIS GAVE MOTION TO INCLUDE SPEED TRAILER AND
ALSO DIRECT ENFORCEMENT AT THAT LOCATION.
- COMMISSIONER KANE GAVE SECOND MOTION.
- APPROVED 7-0-0
5. Issue: The City Council would like to start a Public Safety Commission and use the Traffic
Safety Commissioners as the group of commissioners who will meet with residents to
discuss public safety concerns in Saratoga.
Action: TSC to discuss item and prepare to meet with the City Council on March 28th for a
more detailed discussion about future meeting logistics.
- COMMISSIONERS AGREED TO MEET ON MARCH 28TH TO DISCUSS LOGISTICS IN MORE
DETAIL.
