HomeMy WebLinkAboutCity Council Resolution 17-022 - Approving the Fee Schedule FY 1718RESOLUTION NO. 17-022 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SARATOGA ESTABLISHING A SCHEDULE OF FEES FOR FISCAL YEAR 2017/18 WHEREAS, the City Council annually adopts a resolution that establishes the fee schedule for the ensuing fiscal year, NOW, THEREFORE BE IT RESOLVED, as follows: Section 1: The fees set forth in the Annual Fee Schedule are hereby established pursuant to the City of Saratoga Municipal Code and shall be paid to, or collected by, the City for each of the applications, permits, extensions, renewals, services, or other matters enumerated therein. No application shall be deemed filed or complete until all required fees have been paid in full to the City. Section 2: Resolution Number 16-026 and all amendments thereto are hereby repealed in their entirety, it being the intent of the City Council that the fee schedule adopted by this resolution shall supersede all prior schedules pertaining to the same subject matter. Section 3: This resolution shall become effective on July 1, 2017, and shall be applicable to all fees and deposits which are payable to the City from and after the effective date hereof. Tobacco Retailer New Application Renewal $100 $50 Weed Abatement All fees associated with weed abatement services are set and administered by the Santa Clara County Department of Agriculture under contract between the City of Saratoga and Santa Clara County. STAFF BILLING RATES Cost recovery hourly billing rates are established for each position based on current year salary, benefits, and -administrative overhead and a flat service rate for insurance, support services, and costs associated with the use of facilities, equipment, vehicles and materials. For Fiscal Year 2017/18, the administrative overhead rate is 12.96% and the flat service rate is $23. Billing rates are used to charge private parties and organizations for staff time spent on requests such as for regulatory and administrative services, for maintenance and repair services, and to charge back staff time for insurance claim cost recovery billings. If an applicant decides to cancel a project within the first 30 days, the flat fee will be reimbursed at 50% of the fee - only if a minimal amount of work was completed prior to the request for cancellation of application. If an applicant cancels a deposit -funded application, any remaining uncharged deposit amount will be refunded. All deposits are non-interest bearing. Any fee erroneously paid or collected will be refunded. If an applicant decides to cancel a project within 180 days of the Building Permit Fee payment, a refund of not more than 80% of the fee may be authorized provided that no work has been done under the issued permit.
