CITY OF SARATOGA
Memorandum
To: Public Safety Task Force
From: Crystal Bothelio, City Clerk/Assistant to the City Manager
Date: June 22, 2017
Subject: City Budget Overview
Since several Public Safety Task Force work plan items may require City funding, attached to this memo
is the City’s budget calendar. As shown in the calendar, development of the budget usually begins in
December. At this time of year, staff begins collecting the information needed to begin building the budget
for the following fiscal year. Additionally, any adjustments to the current fiscal year budget are gathered.
These adjustments include allocation of funds for unanticipated expenses or accepting funds that may not
have been projected during the budget adoption. Budget projections and mid-year budget adjustments are
usually presented to the City Council during the Annual Retreat in January or February. Mid-year
adjustments are then adopted at a Council Meeting following the Retreat. Following the Retreat, the City
Council typically has 1 to 2 study sessions on the budget. In May, the City Council holds a public hearing
on the proposed budget for the following fiscal year and the budget is usually adopted during the first
Council Meeting in June.

CITY OF SARATOGA
Memorandum
To:Public Safety Task Force
From:Crystal Bothelio,City Clerk/Assistant to the City Manager
Date:June 22, 2017
Subject:Improve Public Safety Webpage
Creating an improved public safety website is one of several outreach and educational work plan items
that the Public Safety Task Force has identified. The City is currently in the process of developing a new
City website. The new site is scheduled to go live in the late summer or early fall of this year. Input
provided now by the Task Force can be incorporated into the website changes that will go live with the
launch of the new website. After the website is launched, staff will review the implementation of the
changes to the public safety page to confirm that they are in line with the desires of the Task Force.
Currently, the City has public safety resources on its website at www.saratoga.ca.us/stayingsafe. The page
is intended to provide a variety of safety resources in one spot. The page includes:
-Contact information for the Sheriff’s Office, County Fire, and Saratoga Fire Protection District
-Summary of Sheriff’s Office services
-Neighborhood Watch information (Neighborhood Watch orientation presentation slides),
Neighborhood Watch map, Neighborhood Watch registration, Neighborhood Watch email sign-
up, Neighborhood Watch Forum, and Neighborhood Watch grant application)
-Home burglary prevention tips
-Identity theft prevention tips
-Crime prevention presentation slides
-Emergency preparedness resources and information
Below are several examples of law enforcement websites that may provide some inspiration. These
examples are from large agencies with the resources to create dedicated, customized websites. As a result,
the City may not be able to recreate design elements on the example sites, such as the horizontal scrolling
panels on the Monroe Police Department page, the tiles under Programs and Resources on the New York
City Police Department site,or the staggered layout of content on the Sacramento Police Department page.
However, the City can replicate some of the content, such as a message from the Captain similar to
Monroe; information about Neighborhood Policing, various Sheriff’s Office programs, and current
initiatives like the New York City Police Department site; and current crime trends and social media feeds
like the Los Angeles Police Department and Sacramento Police Department.
Example Websites:
-Monroe Police Department -http://mpdsource.com/
-New York City Police Department -http://www1.nyc.gov/site/nypd/index.page

Memorandum
To: Public Safety Task Force
From: Crystal Bothelio, City Clerk/Assistant to the City Manager
Date: June 22, 2017
Subject: Mobile App with Public Safety Information
The Public Safety Task Force included creation of a mobile app with public safety information as one of
its work plan priorities. As part of the City’s agreement with Civic Plus, the City will be developing a
mobile app after the launch of the new City website. The exact timing of the mobile app development is
still to be determined.
The mobile app offered by Civic Plus offers the ability to select content from the website to feature on
the app. Using this feature, the City could highlight the public safety information on the City website on
the mobile app. Users can also opt into receiving push notifications and can send messages to the City,
including reports of graffiti or other non-emergency issues.
While design of the app is still several months out, input provided by the Public Safety Task Force now
will be used to guide development. Staff can then return at a later date to confirm that the
implementation of the app is in line with the Task Force’s recommendations.
Attached is additional information about the Civic Plus mobile app.
