Commendations Recognizing Outgoing Youth Commissioners
Recommended Action:
Receive presentation on efforts of the Youth Commission during the 2016/17 school year
and present commendations to Charles Debling, Sathvik Kaliyur, Aneesh Medhekar, Elora
Pradhan, and Shefali Vijay recognizing their service on the Saratoga Youth Commission.
Appointment of Youth Commissioners and Oath of Office
Recommended Action:
Approve the attached resolution appointing 5 members to the Saratoga Youth Commission
and direct the City Clerk to administer the Oath of Office.
Proclamation Declaring May 20, 2017 as Kids to Parks Day and Commendation
Recognizing the Parks and Recreation Commission Let’s Work Saratoga Program
Recommended Action:
Present the proclamations to the Saratoga Parks & Recreation Commission.
1. CONSENT CALENDAR
The Consent Calendar contains routine items of business. Items in this section will be acted
on in one motion, unless removed by the Mayor or a Council Member. Any member of the
public may speak on an item on the Consent Calendar at this time, or request that the
Mayor remove an item from the Consent Calendar for discussion. Public Speakers re
limited to three (3) minutes.
1.1. City Council Meeting Minutes
Recommended Action:
Approve the City Council minutes for the Regular City Council Meeting on May 3, 2017.
1.2. Review of Accounts Payable Check Registers
Recommended Action:
Review and accept check registers for the following accounts payable payment cycles:
5/2/2017 Period 11; and 5/9/2017 Period 11.
1.3. Document Scanning Services – Extension of Contract
Recommended Action:
Move to accept an amendment to extend the contract for City document scanning services
with Peelle Technologies for an additional 3 years through to June 30, 2020.
1.4. City Surveyor Consultant and Peer Review Services – Extension of Contract
Recommended Action:
Move to accept an amendment to extend the contract for City Surveyor Consultant Services
with Giuliani and Kull - San Jose, Inc. for an additional 3 years through to June 30, 2020.

1.5. Citywide Traffic Signals, Lighted Crosswalks and Rectangular Rapid Flash Beacons
Maintenance & Callout Repairs – Amendment to Contract
Recommended Action:
Move to accept an amendment to the contract for Citywide traffic signals, lighted
crosswalks and rectangular rapid flash beacons (RRFBs) maintenance & callout repair
services with Siemens Industry, Inc. for an additional 3 years through to June 30, 2020 with
a revised scope and payment terms.
1.6. Extension of Contract for Street Sweeping Services
Recommended Action:
Move to extend Street Sweeping Contract to Contract Sweeping Service from July 1, 2017
to June 30, 2018 in the amount of $186,558.00.
1.7. Transportation Development Act (TDA) Article 3 Application for the Saratoga
Avenue Walkway Project.
Recommended Action:
Adopt resolution supporting the Metropolitan Transportation Commission’s Transportation
Development Act Article 3 Pedestrian/Bicycle Grant Application for the Saratoga Avenue
Walkway Project.
2. PUBLIC HEARING
Items placed under this section of the Agenda are those defined by law as requiring a
special notice and/or a public hearing or those called by the City Council on its own
volition.
2.1. Declaration of Public Nuisance – Weed Abatement Program
Recommended Action:
Conduct public hearing, receive public testimony and consider requests to remove
properties from the nuisance declaration, and adopt resolution declaring hazardous
vegetation (weeds) on properties specified in the resolution (or as amended) to be a public
nuisance.
2.2. Ordinance Regarding Commercial Marijuana Activity and Marijuana Cultivation
Recommended Action:
1) Conduct a public hearing concerning the attached ordinance that would (a) prohibit the
establishment of commercial marijuana activity within the City limits; (b) prohibit all
outdoor cultivation of marijuana; and (c) regulate the indoor cultivation of marijuana for
personal use permitted by State law; and
2) Introduce and waive the first reading of the ordinance and direct staff to place the
ordinance on the consent calendar for adoption at the next regularly scheduled meeting
of City Council.
2.3. Fiscal Year 2017/18 Proposed Operating & Capital Budget
Recommended Action:
Conduct a public hearing on the proposed FY 2017/18 Operating & Capital Budgets, and
provide direction to staff for budget adoption on June 7, 2017.

3.1. Saratoga Senior Coordinating Council Support and Facility Use Renewal
Recommended Action:
Authorize the City Manager to execute the Agreement for Support and Use of Facilities
with the Saratoga Area Senior Coordinating Council.
