HomeMy WebLinkAboutCity Council Resolution 17-038 -Green Infrastructure PlanRESOLUTION NO. 17-038 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SARATOGA APPROVING A WORK PLAN TO DEVELOP A GREEN INFRASTRUCTURE PLAN IN ACCORDANCE WITH PROVISION C.3.J OF THE MUNICIPAL REGIONAL PERMIT RESOLVED, by the City Council of the City of Saratoga, California as follows WHEREAS, the City of Saratoga is a permittee under the San Francisco Bay Regional Water Quality Control Board's Municipal Regional Permit (MRP) that regulates stormwater discharges from municipal storm drain systems throughout Santa Clara Valley; and WHEREAS, the City of Saratoga is a member of the Santa Clara Valley Santa Clara Valley Urban Runoff Pollution Prevention Program (SCVURPPP), and implements the MRP in collaboration with other members of the SCVURPPP, and WHEREAS, Provision C.3 j of the MRP requires each permittee to develop a Green Infrastructure Plan that demonstrates how permittees will gradually shift from traditional "gray" storm drain infrastructure to a more resilient and sustainable storm drain system comprised of "green" infrastructure, which captures, stores and treats stormwater using natural processes, and WHEREAS, the MRP also requires that Green Infrastructure Plans of Permittees should achieve specific reductions in mercury, PCBs (polychlonnated biphenyls), and other pollutants within certain time horizons; and WHEREAS, all permittees under the MRP are required to approve by June 30, 2017 a Green Infrastructure Plan Framework for developing a Green Infrastructure Plan, and WHEREAS, the attached Green Infrastructure Plan Framework descnbes the purpose, goals, and tasks to develop the City of Saratoga GI Plan, including the schedule for the development of the City of Saratoga's GI Plan, and WHEREAS, the City of Saratoga is committed to complying with requirements of the MRP and implementing a more sustainable approach to stormwater management that provides multiple benefits to the community and environment, and WHEREAS, it is the mtent of the City of Saratoga to allocate sufficient resources to ensure timely development of a Green Infrastructure Plan in accordance with MRP requirements, NOW, THEREFORE BE IT RESOLVED, the City Council of the City of Saratoga approves the attached Green Infrastructure Plan Framework and authorizes staff to develop a Green Infrastructure Plan that by September 30, 2019 The above and foregoing resolution was passed and adopted at a regular meeting of the Saratoga City Council held on the 7th day of June 2017 by the following vote.
