HomeMy WebLinkAboutCity Council Resolution 17-030 -FY2017-18 GANN limitRESOLUTION 17-030 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SARATOGA ESTABLISHING THE FISCAL YEAR 2017/18 GANN LIMIT APPROPRIATION FOR THE CITY OF SARATOGA WHEREAS, the City of Saratoga has established its Base Year Appropnation Limit as $5,961,747 in Fiscal Year 1978/79, and WHEREAS, the cumulative changes to population and to the California per capita personal income since the Base Year established the revised Proposition 1 1 1 Fiscal Year 1996/97 Appropriation Limit as $16,153,314, and WHEREAS, to the best of the City's knowledge and belief, the State Department of Finance figures provided to the City in response to Proposition 111 passed by the voters in June 1990, reflects the appropriate statistics relevant to the calculation of the Fiscal Year 2017/18 Appropriation Limit, which includes • County population adjustments for the year ended December 31, 2016 equal to 0.81%, and • City population adjustment for the year ended December 31, 2016 equal to 0.23%, and • Change in California per capita cost of living for Fiscal Year 2016/17 equal to 3 69% NOW, THEREFORE, be it resolved that the City Council of the City of Saratoga hereby resolves that, based on the foregoing figures and the provisions of Article XIIIB of the Constitution of the State of California, the following figures accurately represent the Fiscal Year 2017/18 Appropriation Limit for the City of Saratoga at $42,441,648 The above and foregoing resolution was passed and adopted at a regular meeting of the Saratoga City Council held on the 7th day of June 2017 by the following vote AYES• Mayor Emily Lo, Vice Mayor Mary -Lynne Bernald, Council Members E. Attachment C provides the population percentage change for counties and their summed incorporated areas The population percentage change data excludes federal and state Institutionalized populations and military populations Population Percent Change for Special Districts Some special districts must establish an annual appropriations limit The Revenue and Taxation Code, section 2228 provides additional Information regarding the appropriations limit. Article XIII B, section 9(C) of the California Constitution exempts certain special districts from the appropriations limit calculation mandate The Code and the California Constitution can be accessed at the following website. http.//leginfo.legislature ca qov/faces/codes.xhtml. Special districts required by law to calculate their appropriations limit must present the calculation as part of their annual audit. Any questions special districts have on this requirement should be directed to their county, district legal counsel, or the law itself No state agency reviews the local appropriations limits Population Certification The population certification program applies only to cities and counties. Revenue and Taxation Code section 11005 6 mandates Finance to automatically certify any population estimate that exceeds the current certified population with the State Controller's Office Finance will certify the higher estimate to the State Controller by June 1, 2017.
