Letter regarding Sheriff understanding of the bike lane along Big Basin in the Village
Letter regarding Class III implications in city liability for cyclist safety
VII. Staff Report
A. Joe’s Trail groundbreaking Oct 24.
B. Teerlink Trail washout from storm last year is going to be repaired
C. 2 properties on Via Regina hav e trail conditions which will provide easement for trail
D. Shankar property trail along Mt. Eden Rd. was discussed and street crossing
locations ev aluated.
E. New benches are now installed along Parker Ranch trail system and one in San
Marcos Park.
F. City sent letter to County regarding trail connection easement request for Hakone to
Sanborn.
G. Committee selected locations for hiker symbol road markings to mark trail/road
junctions.
H. Committee inquired about proposed trail shown immediately downstream of the
upper Prospect and Parker Ranch Rd. intersection – is there an easement?
I. Upper Tank Trail will get connection put in before the end of the year at no cost to the
city.
VIII. Old Business
A. Bicycle Intersection Improvements
Signal detector lops hav e bee marked at al signalized left turns in the City except at
Scotland and Vineyard where they met Saratoga Av e. which will have Dlops
installed before being marked.
B. Bicycle Facilities Map/Circulation Element.
Proposed Circulation Element update was discussed. Quarry Rd. was asked about
as a possible alternative to the steep portion of Mt. Eden but it was dismissed due to
it being a private road and also due to an even steeper section where it meets Mt.
Eden than Mt. Eden Rd. itself. It was pointed out that the Bike Map at VTA.org shows
Mt. Eden and Pierce as Extreme Caution and Alert respectively. A concern was
raised that the Fehr and Piers letter which proposed dropping the Class III

designations was incorrect and out of line in stating that there were no improv ements
possible when, from an engineering standpoint, there are possibilities. An example
was already presented in the Trail Committee’s original review recommendation. It
was commented that this whole meter was originally an outgrowth of the cyclist who
was killed rear ending the car on Saratoga Avenue who pulled ov er to answer a cell
phone in a posted No Parking zone. It was suggested that the whole matter was
blown out of proportion and that all that was needed was to change the No Parking
signs at that location to No Stopping signs since it is a merge location where not a lot
of attention is paid to the right side of the road. A motion was adopted to recommend
to the council:
repost the Bikeway Map for Saratoga which shows the Post Route as an
alternative to Pierce and incorporate whatever advisory the City Attorney wants
to see added.
review the recommendation worked up by the Trails Committee when originally
reviewing the element.
consider reasons for keeping the Class III designation as provided in an
explanation by the Trails Committee when originally reviewing the Circulation
Element Update Proposal.
IX. New Business
A. Easement relocation for 21789 Villa Oaks Lane continued
B. Congress Springs Connection – staff reviewed the proposed connection with
Caltrans who said that an encroachment permit was the way to put in the trail.
A motion was adopted:
send this trail proposal to John Cherbone identifying it not only as a connection to
Congress Springs Park but also as a spur to Joe’s Trail so that he can put it before
the Council in their annual CIP study review.
C. Village Creek Trail –village businesses are in support and the trail would seek/use
an easement provided on the business side of Saratoga Creek. Site visit TBA
D. Joint Meeting with PRC Discussion and Agenda – will be held at the property known
as North Campus next month.
VII. Member Reports (information only, no actions to be taken)
A. A resident who was activ ely involved in Parker Ranch Trail rehabilitation project earlier
this year said that he is v ery happy with the results and that illicit bike activity has not
returned.
