PEDESTRIAN, EQUESTRIAN & BICYCLE TRAILS COMMITTEE
Meeting Minutes
DATE: Tuesday, October 20, 2009
TIME: 7:00 pm.
LOCATION: City of Saratoga Planning Offices, 13777 Fruitvale Avenue, Saratoga, CA 95070
1. Call to Order Meeting started at 7:02pm
2. Roll Call: Present: Cosyn, Stallman, Waltonsmith; Brooks, Goldberg absent
Staff: Harvancik
3. Report on Posting of the Agenda: Confirmed by staff.
4. Accept Agenda Items and Order: No changes made.
5. Approval of Minutes Minutes were approved.
6. Oral and Written Communication: None
7. Staff Report
• Upper Parker Ranch trail relocation is finished but closed this first winter to
equestrians.
• Mt. Eden Shankar portion trail has junipers which are blocking sight lines along the
curve of the road which Staff will follow up on. Also, Equestrian Crossing signs will
be installed for trail crossing locations along there.
• A retaining wall at a property on Damon Lane adjoining Mt. Eden Rd. is
causing damage to the trail there and will be looked at by staff.
• Bike racks will be added to the Village Streetscape Project plan.
• The Village Park Space map on the city web site was updated to show the available
public parking.
8. Old Business
• 21789 Villa Oaks easement relocation – Property owners presented a proposed
improved alignment for the trail which puts it on the sediment basin side of the trees
lining the driveway. The committee approved of the relocation and staff will review
and close out the work and updated easement dedication without further need of
committee involvement.
• Proposed Saratoga Creek Trail site visit report – Committee reviewed the trail and
picnic areas map proposal for this possible future trail.
• Joe’s Trail Construction status – An email letter from San Jose Water Company was
presented describing the anticipated closure of property ownership issues which have
held up the friendly eminent domain action by the city. Once this effort is concluded,
projected to be by the end of the year, construction of the trail can ensue in the
Spring.

10. Reports (information only, no actions to be taken)
• Pending trails updates – none
• Member reports – Staff will present a report on city owned undeveloped property at
the 10/21 Council Meeting.
11. Action Items Summary - Jim is to do follow up from the September meeting action items
regarding the Heritage Orchard Trial proposed irrigation damage mitigation measure (burying
the water lines crossing the trail) and also the Fruitvale Avenue Redwood School trail connection
including a new request that a crosswalk to the college be looked into.
