PEDESTRIAN, EQUESTRIAN & BICYCLE TRAILS COMMITTEE
Meeting Minutes
DATE: Tuesday, November 17, 2009
TIME: 7:00 pm.
LOCATION: City of Saratoga Planning Offices, 13777 Fruitvale Avenue, Saratoga, CA 95070
1. Call to Order: Meeting started at 7:00pm
2. Roll Call: Present: Brooks, Cosyn, Goldberg, Stallman, Waltonsmith; Absent: Goldberg
(email noted).
Staff: Harvancik
3. Report on Posting of the Agenda: Confirmed by staff.
4. Accept Agenda Items and Order: New Business taken before Old.
5. Approval of Minutes: Minutes were approved. It was noted that the city web site is set up to
do automatic email notification by action of the requester.
6. Oral and Written Communication: None received.
7. Staff Report:
Input from Shawn:
• Parker Ranch: Litter has been removed from the vista point. Homeowners Assoc.
(HOA) request to remove overlook bench is being acted upon. There was discussion
regarding the bench removal. The Committee requested that Trail Agreement
contract terms be put on as a future Agenda item.
• A new spray rig is being acquired by the City for doing annual trail maintenance.
• A Boy Scout requested permission and recommendation on placement for wildlife
info trail signage. San Marcos would be one location and Parker Ranch was asked
for but may not be permitted by the new HOA agreement approved by Council.
8. Old Business:
• Issues for the Traffic Safety Commission - Reviewed staff response to Fruitvale path.
• Issues for the Heritage Preservation Commission - Reviewed staff action in
contacting Redwood School Administration on Heritage Orchard Library Trail user
disruption of irrigation system.
• Joe’s Trail Construction status - San Jose Water has promised that land title
resolution will be concluded by the end of this year. Bid advertisement can take
place after that.
9. New Business:
• West Valley College Greenbelt
Lori Gaskin, Ph.D. presented an idea for restoring Vasona Creek through the college in
partnership with Saratoga. The College’s Park Management Program has already done
some scoping of the project. The Committee expressed enthusiastic support for the idea
and offered some financing suggestions along with asking questions about prior litigation
outcomes regarding the cement dumping incident.
10. Reports (information only, no actions to be taken):
Pending trails updates:
• Staff reported that Horse Xing signs installation on Mt. Eden Rd. should be
completed this week.
• Saratoga is the sponsor for the Quarry Trail property transfer from the County and is
presently engaged in the requisite Environmental work
Member reports:
• Bill reported that chips have been spread on a portion of the lower Mt. Eden Trail.
One property owner was against the use of wood chips and will be contacted about
other alternatives.
• Jim reported that a recent 2003 issue Latinos in American History series has, as one
of the books, one on Juan Bautista de Anza which gives a good prospective on the
Anza Trail which Joe’s Trail is part of.
• Ray reported that he submitted his biography to the Mayor as a candidate for the
Bicycle Advisory Position appointment to succeed Jim.
11. Action Items Summary:
• Staff noted the future agenda item request on the City Trail Agreement.
• Staff to coordinate West Valley College potential trail site visit.
