COMMITTEE MEETING
Meeting Minutes
DATE: Tuesday, September 21, 2010
TIME: 4:00 pm.
LOCATION: City of Saratoga Planning Offices, 13777 Fruitvale Avenue, Saratoga, CA 95070
1. Call to Order: Meeting called to order by the Chair at 4:08 pm
2. Roll Call: Present: Goldberg, Stallman, Swan; Staff: Harvancik
Absent: Cosyn, Waltonsmith
3. Report on Posting of the Agenda: Pursuant to Government Code Section 54954.2, the
agenda for this meeting was properly posted on September 16, 2010.
4. Accept Agenda Items and Order: Accepted
5. Approval of Minutes: March, May, June and July 2010 Minutes approved
6. Oral and Written Communication:
- A thank you note regarding info conveyed for how trails are planned and
developed was received.
- Concern was voiced regarding Saratoga “narrows” section of Saratoga – Los
Gatos Rd and staff described the recent improvements in reply.
7. Staff Report:
- Joe’s trail is under construction. Bridges will be put in place next year.
8. Old Business:
- Saratoga Creek Trail - Trail proponents met with Patrick Kwok of the Santa
Clara Valley Water District (SCVWD) who expressed support for the creek trail.
Trail proponents also met with a representative for the California Conservation
Corps and got estimates for trail construction costs. A bridge will go across the
creek on private property. Committee was shown the trail location proposal map
which also shows a parking area off Walnut on SCVWD property. PEBTAC will
submit a letter to the SCVWD expressing their support for the trail on CSVWD
property. Also, the adjoining property development plan was presented by staff
and staff will have the SCVWD review it. The plan shows a trail along the creek
outside the townhomes property. The current issue Circulation Element includes a
proposed trail connecting Walnut and Saratoga Avenues.
- Review PRC tree planting – Took recommendations for candidate tree locations
including Heritage Lane, FWY85, Fruitvale, and HWY9. Staff reported that the
El Quito neighborhood has requested trees along their streets and will secure
permissions from property owners who want them.
- Move-It Saratoga – Ended with a presentation at Council. There were 34
participants and the hope is to do it again next year.
- Circulation Element and Open Space Element Trail Maps Update – Thanks
were passed along by staff from a City Planner who wanted to thank PEBTAC
members for attending the Commission Mtg. which went well. Council will take it
up October 20th.
- Parker Ranch Trail update – Lower Tank Trail is being modified to remove
stairs, prevent erosion, and improve connection to the Upper Tank Trail. It will
reopen in October.
9. New Business:
- Hakone Trail Work - The trail leading up to Hakone Gardens is being
considered for upgrading in conjunction with the future Skyline to the Sea Trail
connection.
10. Reports:
- Member reports - News regarding the opening of the Moffett segment of the Bay
Trail was presented.
12. Action Items Summary:
- Chair and Staff will issue a letter to SCVWD regarding the Walnut Avenue
SCVWD property Saratoga Creek Trail.
13. Adjournment to Next Regularly Scheduled Meeting:
