COMMITTEE MEETING
Meeting Minutes
DATE: Tuesday, October 19, 2010
TIME: 4:00 pm.
LOCATION: City of Saratoga Planning Offices, 13777 Fruitvale Avenue, Saratoga, CA 95070
1. Call to Order: Meeting called to order by the Chair
2. Roll Call: Present: Cosyn, Goldberg, Stallman, Swan, Waltonsmith; Staff: Harvancik
3. Report on Posting of the Agenda: Agenda posted
4. Accept Agenda Items and Order: Accepted
5. Approval of Minutes: September 2010 Minutes approved
6. Oral and Written Communication: None
7. Old Business:
• Saratoga Creek Trail update: Staff met with the Summer Hill Home developer and
reviewed the development map showing that a trail could use Santa Clara Valley Water
District (SCVWD) land without the need to dedicate development property. Staff will
meet with SCVWD rep to review the site and see if this candidate trail location is OK
with the district. Regarding the Children’s Garden trail proposal downstream of the
Summer Hill Homes property, PEBTAC reviewed a draft letter to be sent to SCVWD and
noted that in addition to support by the Parks and Recreation Commission, there was
also support by the Planning Commission for the trail and garden. The Committee will
schedule a site walk.
• Review PRC tree planting: 14 oak trees have been planted in the median of Prospect
by the Freeway 85 overcrossing.
• Circulation Element and Open Space Element Trail Maps update: This is on the
City Council agenda for their 10/20 meeting.
• Parker Ranch Trail update: Trail work is completed. A Ribbon Cutting event will be
planned for November 18th.
8. Staff Report:
• Mt. Eden trail drainage problem is fixed.
• Historical Park Dedication is Oct. 28th – rehabilitation of the grounds includes new
landscaping native to Saratoga. It was noted by staff that there is a pool of volunteers
looking to help with city projects and the Historical Committee member discussed what
still was needed to complete the project.
• Calabazas Creek Flood Control Project involves replacing the box culvert under
Sunnyvale Saratoga Road. No work involving a trail upstream is part of the project.
9. New Business:
• Saratoga Avenue walking connections: A request was made by committee member
Cosyn for staff to look into how a pedestrian pathway could be constructed along the
north side of Saratoga Avenue between Seagraves and Park.
• Public trail hike: The committee will scheduled a hike going from the Village to
Lookout Pt. in Montalvo County Park in the Spring. A suggestion was raised to put a
shoulder stripe along Norton to keep cars from veering off the road which is part of the
hiking route.
10. Reports:
• Pending trails updates: none
• Member reports:
Ann noted that County Parks has a “Friends of” group for each of the County Parks.
Denise attended the Commissioners Dinner and received a thank you for PEBTAC
contributions to the Circulation Element Update.
12. Action Items Summary:
It was requested that a committee member attend the 10/20 City Council Meeting where
approval of the Circulation Element Update is on the agenda.
