Meeting Minutes
DATE: Tuesday, March 15, 2011
TIME: 4:00 pm
LOCATION: City of Saratoga Planning Offices, 13777 Fruitvale Avenue, Saratoga, CA 95070
1. Call to Order: Meeting called to order by the Vice Chair at 4:00pm
2. Roll Call: Present: Cosyn, Goldberg, Stallman, Swan, Waltonsmith; Staff: Harvancik
3. Report on Posting of the Agenda: So done
4. Accept Agenda Items and Order: No changes
5. Approval of Minutes: February minutes approved
6. Oral and Written Communication: none
7. Old Business
• Saratoga Creek Trail update – SCVWD open space off Walnut loop trail next to creek – proposal
has been reviewed
• Circulation Element bicycle route re-evaluation – Letter is being submitted in response to the City
Council request
• Garrod Annexation – trail easements – Site visit conducted, trail route definition to be included in
annexation proposal
• Saratoga to the Sea connection from Saratoga to Sanborn Park update – County parcel transfer to
city environmental document approval is in process
8. Staff Report
• Arbor Day is to be held April 22nd @ 3:30 at Foothill Park
• Norton Rd. above Montalvo – fog line not feasible due to ROW constraint, watch for peds signs to
be evaluated
• $900k has been received which adds to a previous $900k enabling pedestrian path to be
completed continuous from Saratoga Village all the way to Los Gatos Blvd.
• City Council approved a resolution to become a Let’s Move City – a national campaign headed
up by Michelle Obama
• Parks & Recreation Commission (PRC) sponsored nesting boxes have been deployed at Azule,
San Marcos, and Heritage Orchard - primarily intended to attract Blue Birds
9. New Business
• West Valley College Trail – support letters provided by City for WVC application
• Joint Meeting with City Council combined with PRC – will be May 18th at 6pm
• Future Trail CIP’s – Candidate projects list developed at the February meeting will go to the
Council for CIP planning
Future Trail CIP’s (not in priority order):
− Congress Springs Park North Side Access – Development of a new trail from
Darien Way to north side of Congress Springs Park
− Saratoga Creek Trail – Development of a new trail downstream of Village from
Saratoga-Sunnyvale Road to future Loop Trail on Water District’s property at
Walnut Avenue
− Via Regina Trail – Development of a new trail from Villa Oaks Lane to Via
Regina
− Village to Hakone Gardens path along Big Basin Way – Development of a new
pathway along Big Basin Way to Hakone Gardens
− Hakone to Saratoga to the Sea – Development of a new trail from Hakone
Gardens through Quarry property and San Jose Water property to Sanborn –
Skyline County Park
• SCVWD grant opportunity – Village Creek Trail grant applications submitted – one for planning
and one for the Creek Overlook phase construction
• Congress Springs Park north side access path – now on the CIP candidate trail list – see
February minutes for listing
10. Reports (information only, no actions to be taken)
• Pending trails updates – none
• Member reports – PEBTAC has been invited to join PRC at their meeting on May 10th
11. Action Items Summary – staff review of Norton Rd. Watch for Pedestrians signage proposal
