Action Minutes

Call to Order at 6:31 p.m.
Roll Call: Biester, Bustamante, Coulter, Guichard, Kane, Kirk, and Vita
Absent: None
Staff: Traffic Planner Church & Analyst Borel
Report on Posting of the Agenda: Pursuant to Government Code Section 54954.2, the agenda
for this meeting was properly posted on September 1, 2010. Borel reports
Accept Agenda Items: No additional items may be added pursuant to Government Code
Section 54954.2. No changes.
Oral & Written Communication
Any member of the public may address the Commission about any matter not on the agenda
for this meeting for up to three minutes. Commissioners may not comment on the matter
but may choose to place the topic on a future agenda.
1 speaker – Jim Stallman – ticketing for missing front license plate, ticket revenue, and a new bill which
reduces fines for rolling stops at red lights.
Approval of Draft Minutes
Draft Traffic Safety Commission Minutes for July 8, 2010. APPROVED 5-0-2, Biester and
Bustamante abstain.

Old Business
1. Traffic Matrix #251 (7:45 p.m.)
Issue: Review Radar Feedback sign locations on Quito Road
Action: TSC will make recommendation
MOTION: Accept recommendation of Traffic Engineer for the placement of permanent
radar feedback signs on Quito Road. APPROVED 7-0
New Business
2. Traffic Matrix #253 – Danny Swanson (6:35 p.m.)
Issue: Request Stop Signs on Farwell Avenue
Action: TSC will make recommendation
MOTION: Ask the neighborhood to reconsider permanent radar feedback signs with time
windows as a method of reducing speeds. APPROVED 7-0
MOTION: Recommend edge striping along edge of Farwell to delineate lanes.
APPROVED 7-0
3. Discuss topics for Joint Meeting with the City Council on October 6, 2010. (7:55 p.m.)
Possible topics – CIP projects, accomplishments, Safe Routs to School trainings, Sheriff’s
attendance at meeting, meeting schedule reduction, what information do we want from
Council, Council prospective, signage
4. Development of Stop Sign warrants information for website (8:25 p.m.)
Commission recommended using less technical description – Staff will post on TSC website.
