REGULAR MEETING
MINUTES

Call to Order
Roll Call: Cosyn, Coulter, Harris, Kane, McIntyre, Choi
Absent: Chen

Report on Posting of the Agenda: Pursuant to Government Code Section 54954.2, the agenda
for this meeting was properly posted on November 2, 2016.
- A few individuals spoke on the following issues that were not part of the agenda:
o 6th street
o Melinda Circle
o Intersection of 4th Street and Big Basin Way
o Traffic Engineering and social behaviors
Accept Agenda Items: No additional items may be added pursuant to Government Code
Section 54954.2.

1. Traffic Matrix #316
Issue: Complete parking restriction on St. Charles as part of March 13, 2014 request made by
Marilyn Marchetti.
Action: TSC will review and discuss past data and make a recommendation.
- WALLY FINK, FIRE REP. STATED FIRE DEPT’S POSITION IS THAT THE CITY RESTRICT
PARKING AT THAT LOCATION DUE TO THE STREET’S NARROWNESS, AREA IS CRITICAL
FOR FIRE ISSUES. BOTTLENECK THAT PREVENTS FIRE VEHICLE WHICH ARE 8’ WIDE.
3RD ALARM FIRE FOR VEHICLES ARE LARGER.
- TRAFFIC ENGINEER RECOMMENDATION- PARKING RESTRICTION ON BOTH SIDES OF
SAINT CHARLES.
- COMMISSIONER HARRIS MOTIONED TO COMPLETE THE GAP ON ST. CHARLES AND TO
RESTRICT ALL PUBLIC PARKING DUE TO NARROWNESS OF THE STREET.
- COMMISSIONER COULTER GAVE SECOND MOTION.

2. Traffic Matrix #369
Issue: Request for traffic calming methods at Quito Road and Montclair Rd by Malini
Bechauf.
Action: TSC will review and discuss data collected by the traffic engineer and make a
recommendation.
- COMMISSIONER KANE MOTIONED TO REQUEST SHERIFF DEPT. TO CONTACT MONTE
SERENO AND LOS GATOS TO DO A JOINT DIRECT ENFORCEMENT EFFORT NEAR
MONTCLAIRE/ QUITO AREA. LET CITY KNOW IF IT’S PRACTICAL. INTEREST OF BOTH
COMMUNITIES.

3. Traffic Matrix #370
Issue: Request for traffic calming methods on Harleigh Drive by Audrey Choslovsky
Action: TSC will review and discuss data collected by the traffic engineer and make a
recommendation.
- TRAFFIC ENGINEER RECOMMENDATION: STRIPING AT CORNER, INSTALL SHOULDER
STRIPING ON WIDER SIDE TO NARROW SECTION. CREATE BUFFER. INSTALL
KNOCKDOWNS, INPAVEMENT SPEED SIGNS FOR INCREMENTAL APPROACH.
- COMMISSIONER KANE MOTIONED THAT THE TRAFFIC ENGINEER DESIGN A PLAN
THAT NARROWS THE STREET CONSIDERING THE IRREGULARITY AND ADJUST AND
EXTEND THE LENGTH OF THE DOUBLE YELLOW TO CHANNEL DRIVERS TOWARD
CENTER OF THE ROAD AND ADD SHOULDER STRIPE WITH SOME BOTS DOTS AT
STRATEGIC LOCATIONS TO INDICATE CAR LOCATION. STAFF TO INVITE NEIGHBORS
TO TSC MEETING WHEN PLAN IS READY FOR REVIEW.

4. Traffic Matrix #371
Issue: Request for crosswalk and flashing beacon signs at Cox Avenue near railroad by
Barkha Madan.
Action: TSC will review and discuss data collected by the traffic engineer and make a
recommendation.
- TRAFFIC ENGINEER RECOMMENDS TO INSTALL FLASHING BEACON CROSSWALK AT
THIS LOCATION. DIRECT PEDESTRIANS TO CROSSWALK WITH A SIGN FROM BOTH
SIDES OF THE TRAIL. ALSO ASK THE SHERIFF TO DO ENFORCEMENT AT THAT
LOCATION.
- COMMISSIONER MCINTYRE MOTIONED THAT THE TRAFFIC ENGINEER DEVELOP A
CROSSWALK PLAN TO BE READY FOR INSTALLMENT WHEN FUNDING BECOMES
AVAILABLE AND IMPLEMENT MORE DIRECT ENFORCEMENT AT THIS LOCATION.

Issue: Request for speed bumps and other traffic calming method on Clemson in between
Quito and Villanova by Beverly Frieberg.
Action: TSC will review and discuss data collected by the traffic engineer and make a
recommendation.

STUDY OF SUNLAND PARK.

6. Traffic Matrix #373- Move to January 2017
Issue: Request for traffic calming methods at Sobey Road by Radu Barsan.
Action: TSC will review and discuss data collected by the traffic engineer and make a
recommendation.
- TRAFFIC ENGINEER WILL DEVELOP A COMPREHENSIVE PLAN TO ADDRESS
IDENTIFIED TRAFFIC SAFETY ISSUES ON SOBEY ROAD. COMMISSIONERS WILL REVIEW
IN JANUARY 2017.
7. Traffic Matrix #374
Issue: Request for lighted crosswalk on Fruitvale Avenue in front of West Valley College by
Sydnie Vo.
Action: TSC will review and discuss data collected by the traffic engineer and make a
recommendation.
- TRAFFIC ENGINEER RECOMMENDS TO INSTALL FLASHING BEACON CROSS WALK AND
SIGNS. AREA IS DUAL THREAT. (RAPID RECTANGULAR FLASHING BEACON) RRFP
- COMMISSIONER KANE SAYS THIS IS SIMILAR TO MCCOY.
- COMMISSIONER MCINTYRE MOTIONS TO ADD RRFB.
- COMMISSIONER HARRIS GAVE SECOND MOTION.

Issue: Request for crosswalk across Sobey Road at Evans Lane intersection by Michelle
Gannon.
Action: TSC will review and discuss data collected by the traffic engineer and make a
recommendation.
- TRAFFIC ENGINEER WILL DEVELOP A COMPREHENSIVE PLAN FOR SOBEY ROAD AND
WILL INCLUDE A CROSSWALK AT EVANS LANE.
- COMMISSIONER KANE MOTIONED TO INTEGRATE CROSSWALK TO COMPREHENSIVE
PLAN TO SOBEY/ MARSHALL LANE PLAN.
- COMMISSIONER CHOI GAVE SECOND MOTION.
- APPROVED 6-0 (COMMISSIONER CHEN ABSENT)
- COMMISSIONER COSYN MOTIONED TO ASK SHERIFF FOR DIRECT ENFORCEMENT TO
IMPROVE CIRCULATION AT MARSHALL LANE SCHOOL.

9. Traffic Matrix #376
Issue: Request for stop sign at the corner of Titus and North Hampton Avenue by David
Braunstein.
Action: TSC will review and discuss data collected by the traffic engineer and make a
recommendation.
- TRAFFIC ENGINEER- RECOMMEND STOP SIGN AT THE CORNER OF NORTHHAMPTON
ON NORTHHAMPTON SIDE AND TITUS
- COMMISSIONER HARRIS MOTION TO INSTALL STOP SIGN ON NORTHHAMPTON AND
TITUS.
- COMMISSION COULTER GAVE SECOND MOTION.
- COMMISSIONER KANE DOES NOT BELIEVE THAT THERE SHOULD BE A STOP SIGN.
- COMMISSIONER CHOI DOES NOT THINK THAT STOP SIGN SHOULD BE THERE BECAUSE
THERE AREN’T ENOUGH CARS.
- COMMISSIONER COSYN- MINIMAL COST.
- 3-3 NO ACTION. (COMMISSIONER CHEN ABSENT)
10. Traffic Matrix #377
Issue: Request for speed bump on Pierce Road by Frank Schneider
Action: TSC will review and discuss data collected by the traffic engineer and make a
recommendation.
- TRAFFIC ENGINEER- SIGHT LINE IMPROVEMENTS- TRIM BUSH. INSTALLMENT OF
PERMANENT RADAR FEEDBACK SIGNS AND THEN EVALUATE AFTER INSTALLMENT
OF RADAR FEEDBACK.
- COMMISSIONER HARRIS MOTIONS TO HAVE NEIGHBOR CONSULT WITH NEIGHBOR TO
TRIM BUSH AND IMPLEMENT FEEDBACK TRAILOR UNTIL PERMANENT RADAR IS
INSTALLED.
- COMMISSIONER MCINTYRE GAVE SECOND.

Issue: Request for crosswalk over Saratoga-Sunnyvale at Thelma Ave by Ron Ruebusch.
Action: TSC will review and discuss data collected by the traffic engineer and make a
recommendation.
- COMMSSIONER HARRIS MOTION TO ANALYZE THE NEED FOR A LIGHTED CROSSWALK/
HYBRID BEACON AT THE CORNER OF SARATOGA-SUNNYVALE AT THELMA AND TO DO
A SIGNAL WARRANT STUDY WITH A REPORT BACK AT A FUTURE MEETING.
- COMMISSIONER MCINTYRE GAVE SECOND MOTION.
- APPROVED 6-0 (COMMISSIONER CHEN ABSENT).
12. Traffic Matrix #379
Issue: Request for sharrow signs on Big Basin Way by Bob Burns.
Action: TSC will review and discuss data collected by the traffic engineer and make a
recommendation.
- COMMISSIONER MCINTYRE MOTIONED TO ADD THE SHARROWS AND SIGNAGE AT
SARATOGA-SUNNYVALE AND 6TH STREET AT BOTH ENDS ENTERING INTO BIG BASIN
WAY (GET ENCROACHMENT PERMITS FROM CALTRANS).
- COMMISSIONER HARRIS GAVE SECOND MOTION.
- APPROVED 6-0 (COMMISSIONER CHEN ABSENT)
13. Election of Chair and Vice Chair
Issue: The terms of the current Chair and Vice Chair expire in December 2016. Per the City
of Saratoga Municipal Code, the Commission is required to elect a new Chair and Vice
Chair.
Action: The TSC will elect a new Chair and Vice Chair, whose terms will begin at the
January 2017 TSC meeting.
- COMMISSIONER KANE MOTIONED TO COMMISSIONER MCINTYRE TO BE CHAIR AND
COMMISSIONER COULTER TO BE VICE CHAIR IN 2017.
- COMMISSIONER CHOI GAVE SECOND MOTION.
