REPORT OF CITY CLERK ON POSTING OF AGENDA Pursuant to Government Code 54954.2, the agenda for this meeting was properly posted on April 2, 1999. 4. COMMUNICATIONS FROM COMMISSIONS AND THE PUBLIC A. Oral Communications on Non-Agendized Items - Any member of the public will be allowed to address the City Council for up to three (3) minutes on matters not on this agenda. The law generally prohibits the Council from discussing or taking action on any such matters. However, the Council may instruct staff accordingly regarding Oral Communications under Agenda Item No. 9. 1. Presentation from Marjan Sharifnejad, Saratoga Child Care Coordinator. B. Communications from Boards and Commissions - None 1. Memo from ABAG regarding City representation at the April 23rd General Assembly meeting. C. Written Communications - None 5. CONSENT CALENDAR The consent calendar contains routine items of business separated into three sections. Items for each section will be acted upon in one motion unless they are removed from the Consent Calendar for discussion. Those items are not subject to further public discussion at this meeting because the vote taken at the previous meeting was final. Resolutions in Section A are for the purpose of memorializing the decision to assure the accuracy of the findings, the prior vote, and any conditions imposed. New items in Section B do not require a presentation from staff unless the Council removes them for discussion, at which time staff may provide additional information if requested. Planning Commission Actions, March 24, 1999 Recommendation: Note and file. 2. Approval of Check Register Recommendation: Note and file. 3. Monthly Financial Reports for February 1999: a) Treasurer's Report b) Investment Report c) Financial Report Recommendation: Accept the subject reports. 4. Report Authorizing Publicity for upcoming Public Hearings - Horseshoe Drive Annexation to Landscaping and Lighting Assessment District (LLA-1). Recommendation: Provide direction to staff. 5. Final Acceptance of Subdivision Public Improvements within Tracts 8600, 8639, 8700 and 8821. Recommendation: Grant final acceptance of the subdivision public improvements; Adopt Resolutions accepting dedication of streets within Tract 8600, 8639, 8700 and 8821. C. Community Development Block Grant (CDBG) Allocations for FY 1999-2000. Recommendation: Approve allocations as recommended by staff. 7. OLD BUSINESS A. Saratoga Elementary School Environmental Initial Study. Recommendation: Receive report as information. B. Ordinance adding Article 4-80 to Chapter 4 of the Municipal Code related to regulating adult- oriented businesses. (Second reading and adoption) Recommendation: Adopt ordinance. C. Discussion regarding Ordinance 71-190, repealing Article 7-10 of and adding Article B. 7-10 to the City Code relating to sewage disposal. Recommendation: Provide direction to staff as requested. 8. NEW BUSINESS A. Approval of Consulting Services agreement to conduct initial tasks associated with Prides Crossing Area Traffic Study Recommendation: Authorize City Manager to sign agreement. B. Landscaping and Lighting Assessment District LLA-1; Preliminary Approval of Engineer's Report and Adoption of Resolution of Intention for FY 1999-00. Recommendation: Adopt Resolutions preliminarily approving Engineer's Report for FY 99-00 and adopt Resolution of Intention, which, among other things, fixes the date and time for the Public Hearing on June 2. 9. ORAL COMMUNICATIONS (continued) and instructions to staff regarding actions on current oral communications. 10.
