WEDNESDAY, JUNE 21, 2017
SARATOGA CITY COUNCIL REGULAR MEETING
At 5.00 p m , the City Council held a study session on a review of the City Council Strategic
Goals. Facility & Infrastructure and Environmental Sustainability in the City Hall Administrative
Conference Room at 13777 Fruitvale Avenue in Saratoga The study session was continued until
after the regular session
The consensus of the City Council was to include language in the Facility & Infrastructure goal
that encompasses the City's desire to make public infrastructure accessible and address the
functional needs of residents, update language under Facility & Infrastructure Objective A to
read, "Provide adequate funding to maintain the City's PCI rating at a minimum of 70"; add
crosswalks to the first bullet under Facility & Infrastructure Objective B; add "Maintain Safe
bicycle facilities" to Facility & Infrastructure Objective B; add "Seek opportunities to increase
and enhance accessibility within the City" to Facility & Infrastructure Objective B, revise the
first bullet of Facility & Infrastructure Objective C to, "Maintain parks and equipment m good
condition"; add "Maintain equipment m compliance with industry standards" to Facility &
Infrastructure Objective C, add "Establish long term plan for replacement and enhancement of
facilities" to Facility & Infrastructure Objective E; move Facility & Infrastructure Objective G to
Fiscal Stewardship goal, update Environmental Sustainability Objective C strategy from "Utilize
solar technology where feasible" to "Utilize environmental friendly technology where feasible",
and, add new Environmental Sustainability Objective, "Reduce the City's carbon foot pant" with
strategies that include support for efforts related to AB 32, move towards electrification of City
fleet, where feasible, participate in Community Choice Energy, and where appropnate, serve as
an early adopter or enabler of technologies that reduce carbon production or greenhouse gas
emissions
At 6.00 p m , the City Council held a Joint Meeting with the Hakone Foundation Board of
Trustees in the City Hall Administrative Conference Room at 13777 Fruitvale Avenue in
Saratoga.
At 7 05 p m , Mayor Lo called the regular session to order and led the Pledge of Allegiance.

REPORT FROM JOINT MEETING
Shozo Kagoshima, Hakone Foundation Executive Director, provided a summary of the Joint
Meeting, including the financial status of the Foundation and projections for next year and
upcoming events
ORAL COMMUNICATIONS ON NON-AGENDIZED ITEMS
Grace and Elena addressed the City Council about the benefits of Coders Boot Camp.
ANNOUNCEMENTS
Mayor Lo announced the City's nbbon cutting for the new electric vehicle charging station at
Saratoga Library on June 22, Living Room Conversations on June 27, the Independence Day
celebration on July 4 at Kevin Moran Park, patriotic decorations in downtown Saratoga, Saratoga
Historical Foundation exhibit on dentistry, the Saratoga summer movie night senes, and the
Silicon Valley Clean Energy Program enrollment process

Proclamation Declanng June 21, 2017 as International Day of Yoga
Recommended Action:
Present the proclamation to Neeta Dharwadkar, a Saratoga resident who teaches yoga.
Mayor Lo and the City Council presented the proclamation to Neeta Dharwadkar.

Recommended Action:
Authonze the City Manager to execute the contract with North Bay Building Maintenance
in the amount of $130,000 for two years of janrtonal services

2 1. Joe's Trail Certification as a Segment of the Juan Bautista de Anza National Historic
Trail
Recommended Action:
Approve Partnership Certification Agreement between the National Park Service and the
City of Saratoga for Joe's Trail certification as a segment of the Juan Bautista de Anza
National Histonc Trail and authorize the City Manager to execute the same.
Public Works Director John Cherbone presented the staff report
Eric Riordan, Interpretive Specialist with the National Park Service, provided a presentation
on the Juan Bautista de Anza National Historic Trail and certification process

RESIDENTIAL DISTRICTS TO REDUCE VISUAL CLUTTER BY PROHIBITING
SIGNAGE ON PUBLIC PROPERTY AND ONLY ALLOWING TEMPORARY OFF-
SITE SIGNAGE ON PRIVATE PROPERTY WITH OWNER PERMISSION.

COUNCIL ASSIGNMENTS
Mayor Emily Lo
Public Art Committee — the Committee meets on June 26, 2017.
West Valley Mayors and Managers — San Jose Council Member Chappie Jones attended the last
meeting as a guest again The urban villages in San Jose were discussed. During the July
meeting, the group will discuss senior transportation
Vice Mayor Mary -Lynne Bernald
Association of Bay Area Governments — the budget was approved at the last meeting and the
agreement allowing ABAG staff to merge with MTC was approved.
Cities Association of Santa Clara County -Legislative Action Committee — the Committee
considered a number of bills. There is a very large number of bills movmg through the
legislature
Public Art Committee — the Committee will meet on June 26, 2017
Saratoga Chamber of Commerce & Destination Saratoga — Vice Mayor Bernald attended the
Chamber of Commerce meeting on behalf of Council Member Kumar The group discussed the
Car Show and the series of events leading up to the car show, Brews and Blues, an ambassador
program, and a donation to West Valley Community Services
Saratoga Sister City Group — Vice Mayor Bernald attended the Sister City meeting on behalf of
Council Member Kumar. The group is planning a trip to Croatia
Saratoga Historical Foundation — funds needed for the Peck bench have been raised and
installation is tentatively scheduled for September. The Foundation is looking for a treasurer
Vice Mayor Bernald reported that she would be attending the League of California Cities Mayors
and Council Members Advanced Leadership Workshop and would therefore miss the next Santa
Clara County Recycling and Waste Reduction Commission Meeting.
Council Member Manny Cappello
Cities Association of Santa Clara County — Silicon Valley Community Foundation provided a
report on the Silicon Valley Competitiveness and Innovation Project and representatives from
Valley Transportation Authority presented on implementation of Measure B Andi Jordan was
selected as the new Cities Association Executive Director. Campbell and Santa Clara have both
been designated as Age-Fnendly cities.
West Valley Sanitation District — the last meeting was pnmanly dedicated to a closed session and
there was nothing to report from closed session
Council Member Howard Miller
Silicon Valley Clean Energy Authority Board of Directors — Council Member Miller resigned
from the Executive Committee after his appointment to the Finance Committee. He also serves
on the Risk Oversight Committee. Finance and Admimstrative Services Director Mary Furey
will serve as Council Member Miller's alternate to the Finance Committee. The Authonty is
expected to collect more money than expected and is in discussions about what to do with the
money after paying loans and lines of credit. One idea under consideration is to provide
customers with a rebate at the end of the year Silicon Valley Clean Energy remains the only
CCA in the State that is 100% greenhouse gas free
